Job Context:
∎ WATER, SANITATION AND HYGIENE (WaSH) PROGRAM MANAGER will identify and
∎ implement high quality WaSH activities, which are appropriate and comprehensive in conformity with overarching strategy and the standards set internationally by Action Contre La Faim`s (ACF) and national policies.
∎ DURATION:30th June, 2020
∎ START DATE: ASAP
∎ CONTRACT TYPE: FIXED TERM
Job Responsibilities:
∎ Objective 1: Contribute to deliberations on strategy and the positioning of the WaSH Department
∎ Ongoing, systematic and thorough analysis of the humanitarian situation in respect of WaSH and of the context of intervention in field of activity.
∎ Internal dissemination of information gathered and its analysis to the Field Coordinator and the HoD.
∎ Taking part in the determination of strategy in area of activity and sectoral strategy at national level.
∎ Setting up projects consistent with the ACF Charter, the policies of WaSH and other ACF sectors, national strategic and other legal texts produced by ministers responsible for the WaSH sector, and key international documents in the sector (Standards UNHCR, SPHERE and WHO, etc.)
∎ Taking cognizance of transversal problems associated with WaSH initiatives (HIV, Gender issues, Disaster Management, Environment, Handicap)
∎ Promoting transversal integration of the WaSH sector with other sectors, in collaboration with the Field Coordinator.
∎ Objective 2: Identify needs and contribute to project elaboration
∎ Identifying humanitarian needs in the field of WaSH and in area of activity, this to include the submission of reports pertaining to such matters.
∎ Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them.
∎ Contributing to the writing of the WaSH sections of project proposals. Objective 3: Set up, implement and report on WaSH projects
∎ Setting up of the WaSH program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of ACF.
∎ The quality of the programs established in conformity with the technical and project management standards of ACF.
∎ Identifying the technical constraints associated with the implementation of the projects.
∎ The implementation of technical recommendations concerning his/her project (Head of Department, Technical Advisor at Headquarters, Experts, Evaluators ...)
∎ Identifying and implementing safety measures for both the teams and the wider population (building sites, community based sites) Objective 4: Participate in the coordination, representation and partnerships of ACF in his/her area of intervention
∎ Coordination of activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration.
∎ Participation in visits by funding bodies whenever requested by the Country Director or the Field Coordinator
∎ Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
∎ Objective 5: Supervise and manage the team
∎ Determining size, recruitment, team management, evaluation and staff development. Objective 6: Contributing to capitalization and technical development in sector
∎ Capitalization of program-related data and documentation of the innovations achieved.
∎ Dissemination of the technical and operational expertise acquired in the course of the program
Additional Requirements:
∎ 7 to 10 years proven experience in the construction and or in WaSH sector.
∎ 3 years proven technical engineering experience in the field.
∎ 2- 3 years' experience in the management position.
∎ Mandatory experience in social approach of water and sanitation project, hygiene promotion, low cost water systems.
∎ Having good command on reporting, documentation, publication etc.
∎ Proven experience in the hygiene promotional activity, community engagement and related areas.
∎ Database management of all the project activities and analysis / Final report / Capitalisation of the mission.
∎ Influencing and diplomacy skills also ability to deliver in short deadlines under high-pressure situations.
∎ Conflict resolution experience and problem solving attitude.
Salary:
∎ Gross monthly Salary BDT 131,000/
Compensation & Other Benefits:
∎ Festival Bonus: 1 month Gross salary every year
∎ Provident Fund: 7.5% of Basic Salary
∎ Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants
∎ End of Contract Benefits - as per organizational policy
