∎ Position Summary: RI is seeking two WASH Officers to implement RI`s WASH program and provide support to RI`s Disaster Risk Reduction (DRR) Coordinator for the day-to-day activities in Teknaf and Cox`s Bazar. Specifically, the WASH Officers will: help with the development Bill of Quantities (BOQ) for borehole and hand pump upgrades/repairs at the household and communal structure level; conduct trainings on hygiene and sanitation during emergencies; manage distributions (voucher, or in-kind) of shelter items, WASH items, other NFIs; and support assessments as needed. WASH Officers ideally should have a background in disaster risk reduction (DRR) and overall disaster preparedness. Candidates with a civil engineering background are strongly recommended to apply.
Job Responsibilities:
∎ Program Management and Implementation
∎
∎ Support the implementation of RI's disaster readiness program in Teknaf, which will support WASH, Shelter, and DRR activities within the host community
∎ Work closely with RI's partners at the community-level and other partners to proactively strengthen community-based awareness and early warning initiatives, and institutional WASH upgrades as needed
∎ Ensure timely and effective implementation of the program according to approved work plans
∎ Provide training on WASH in emergencies (e.g. disease prevention, hygiene/sanitation promotion) and build the capacity of RI's partners, and WASH Assistants within the host community.
∎ Conduct needs assessments/vulnerability assessments, and oversee beneficiary selection / identification process for NFIs
∎ Ensure engagement and involvement of affected populations, taking into consideration protection, environmental aspects and longer term needs are reflected in the program's technical design and implementation.
∎ Support with scaling up the program as appropriate, through partnerships, consortiums, or other modalities, to ensure vulnerable populations are reached with life-saving disaster readiness interventions.
∎ Develop BOQs and support procurement of WASH items as needed
∎ Support the design and adoption of appropriate WASH solutions for water and sanitation
∎ Carefully evaluate environmental impact of sanitation intervention and possible contamination
∎ Disseminate best practices for sanitation/hygiene practices through trainings for RI's partners and staff
∎ Disseminate best hygiene practices to prevent the spread of water borne diseases
∎ Apply cholera/AWD infection control techniques and develop relevant hygiene messages
∎ Promote community participation to project's activities and promote community hygiene management and dissemination
∎ Monitor water and sanitation facilities and take actions to make improvements
∎ In collaboration with the Cash Program Coordinator and Voucher Officers, execute cash or voucher transfers and/or WASH NFI distributions to populations in need if/when deemed appropriate by market conditions
∎ Work with market vendors and beneficiaries throughout registration, selection, and assessment process
∎ Support staff recruitment and procurement associated with DRR, WASH, and Shelter/NFI activities
∎ Any other duties as assigned
Additional Requirements:
∎ This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
∎ Previous experience with NGOs in emergency response/refugee settings; understanding of UN/international coordination structures essential.
∎ Excellent organizational, interpersonal and communication skills.
∎ Good communication skills, written, and spoken, in English and Bangla.
∎ A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
