Job Context:
∎ Habitat for Humanity`s International is searching for a qualified Urban programs and policy manager. This position based in Dhaka, will be responsible for supporting the growth and development of Habitat for Humanity`s urban programs in South Asia and in Bangladesh. Selected candidate will share its 50% with Habitat Bangladesh and 50% with the Asia Pacific Regional Office. S/he will dual reporting line to the National Director of Habitat Bangladesh and the Asia Pacific Sr. Manager for Urban, Land, and Policy.
∎ The Urban Programs and Policy Manager will provide thematic expertise to support delivery of varied and innovative urban programs in Bangladesh and in the Asia Pacific region. S/he will strengthen the capacity NOs to implement shelter/housing and settlement programs in urban environments, facilitate knowledge exchange between practitioners, build and strengthen urban networks with external agencies and organizations, and support the development of national office urban housing strategies (where applicable). The ideal candidate will possess a sound working knowledge of pro-poor urban development and low-income urban housing models and will demonstrate significant practical experience in leading initiatives that bring together these two areas of knowledge, including a focus on informal settlements and slum upgrading.

Job Responsibilities:
∎ Work with different units in Habitat Bangladesh to drive the translation of HFHI's Theory of Change into urban program framework and priorities of Habitat Bangladesh
∎ Ensure the quality design, development, implementation, and reporting of comprehensive urban programs of Habitat Bangladesh through collaboration with sector specialist and subject matter experts
∎ Lead urban advocacy initiatives including developing urban positions, issue briefs, articles, and other knowledge products intended to influence the housing sector in Bangladesh
∎ Drive the participation and positioning of Habitat Bangladesh in urban dialogues with various stakeholders particularly with the government through coalition development and networking.
∎ Provide support to resource development in mapping and mobilizing resources to support Habitat Bangladesh's urban programs
∎ Build and strengthen partnerships and networks and collaborative relationship and partnership with UN Organizations, NGOs/INGOs, Urban Developers, Local Government Officials, Municipalities, Other Public and Private Organizations, Academic Institutes, Urban Development Staff from NO/RFO/DDP, Urban CBO/Committees.
∎ Work with various teams in Habitat Bangladesh and within the Habitat network for knowledge management and cross learning on urban-related issues.
∎ Ensure that Habitat Bangladesh's urban programs follows HFHI standards and protocols on safeguarding, DEI, data privacy, gender empowerment, and other cross cutting issues.
∎ Key Roles and Responsibilities for Habitat Asia Pacific:
∎ Provide technical support to National Offices in analyzing, developing, and evaluating housing and housing related policies, programs, and issues.
∎ Work with different Habitat entities to develop guidelines and tools in housing policy research and analysis

Additional Requirements:
∎ Four years of work experience in programming for poor urban communities, pro-poor social or housing policy, or developing low-cost housing solutions in urban environments.
∎ At least 3 years of experience in analysis and research of pro-poor policies and programs. Experience in housing policy is preferred but not required.
∎ Experience in coordinating or working with other urban and policy actors such as the UN, World Bank, National Governments, the US Government, the EU, INGOs, and INGO coordinating bodies, etc. Preferred: Work experience in Bangladesh, preferably in Asia Pacific countries.
∎ With understanding of key government housing-related policies and governance systems particularly in an urban context in the Asia-Pacific region and/or countries. With understanding of advocacy, campaigning, and communications and how they contribute to achieving program goals preferred experience with working governmental and local authority institutions.
∎ The applicants should have experience in the following business area(s): Development Agencies, NGO
∎ Urban programing, planning, development, or poverty issues and capable of managing and facilitating knowledge exchange between internal and external practitioners. Team Leadership and facilitation for effective reporting, assessment, evaluations, communications, reviews, documentation, and knowledge management.
