Job Context:
∎ Resource Integration Centre (RIC) is a national NGO since 1981 in Bangladesh. RIC is implementing “BGD_First Time Parent Innovation program funded by Save The Children International (SCI) Bangladesh in Noakhali District. RIC is seeking application from the potential candidate in the below position:
∎ Position: Upzila Coordinator-Strengthening Coordination
∎ PROGRAM: ShongZog Location: Kabir Hat, Noakhali
∎ Grade/Scale: Post type: Contractual
∎ Project Duration: 30th September 2023
∎ SCOPE OF ROLE:
∎ Summary of the Position: Upazila Coordinator-Strengthening Coordination, Supervision and Improve Quality (UC-SCSIQ) is responsible for implementing Shongzog Project activities regarding. Especially facility strengthening and service delivery in his/ her assigned upazila. Major responsibilities are to implement Shongzog project activities with an objective to increase use of Post-Partum Family Planning (PPFP) and improve coverage and timing of PNC for First Time Parents (FTPs) between 15-24 years of age.

∎ Staff based at: Kabir Hat, Noakhali
∎ Working Area: Working place at assigned Upazila of Noakhali
∎ Reporting line:
∎ Administrative: District Coordinator, Regional Manager.
∎ Technical: Deputy Project Manager-SCI

Job Responsibilities:
∎ OVERALL, ROLE OF THIS POSITION:
∎ Upazila Coordinator-Strengthening Coordination, Supervision and Improve Quality (UC-SCSIQ) is responsible for implementing Shongzog Project activities regarding. Especially facility strengthening and service delivery in his/ her assigned upazila.
∎ Major responsibilities are to implement Shongzog project activities with an objective to increase use of Post-Partum Family Planning (PPFP) and improve coverage and timing of PNC for First Time Parents (FTPs) between 15-24 years of age.
∎ Incumbent will be directly responsible for effective and quality implementation of activities at upazila level. S/he will facilitate to organize and conduct all sorts of meeting, workshops, and trainings at upazila level. S/he will maintain liaison and networking with the UZ level GoB officials, Health & FP department, public representative/Community gatekeepers, NGO, Private health providers and other stakes along with SCI technical team.
∎ Major Responsibilities:
∎ Program management, implementation & quality assurance :
∎ Prepare draft annual work plan, detailed implementation plan and annual budget, if necessary
∎ Review implementation planning along with team members; monthly and quarterly
∎ Oversee District, Upazilla & Union level interventions
∎ Strengthen program enhancement activities both at community & facility level as per agreed project intervention
∎ Maintaining coordination with the district and Upazila health and FP authorities for smooth implementation of project activities.
∎ Strengthen facility services inclusive for FTMs following QI bundle
∎ Advocacy, Communication & Coordination :
∎ Organize issue-based meeting with MOH&FWC, LGI at district, Upazilla & union level and selected private facility.
∎ Maintaining coordination with the district and Upazila health and FP authorities to organize different day/week mentioned in project activities
∎ Arrange joint supervision visit with district/upazila GoB officials to monitor/visit program activities
∎ Advocacy and liaison with different stakeholders especially with Local Government, relevant line department, CBO, and civil society.
∎ Organize & participate different meeting which includes but not limited to FP coordination, district monthly coordination, Upazilla monthly coordination, union coordination meeting, GO-NGO coordination meeting in the assigned area
∎ Ensure facility assessment as and when required, make development plan accordingly
∎ Participate other public and private relevant meeting with relevant stakeholders when and as required.
∎ Monitoring Evaluation Research and Learning (MERL):
∎ Routine collection and reporting of relevant data from both respective DGFP and DGHS offices
∎ Community engagement, QI activities and Performance related routine data collection and reporting
∎ Routine coordination with Community Health Workers (FWAs, FWVs, Nurses, Midwives, Paramedics, NGO health workers etc) through arrangement of or take part in different forum (e.g. fortnightly/monthly meetings) and individually to address issues and take initiatives to solve the issues
∎ Conduct data quality assessment or review of reported data and ensure follow up action to address those. Document the whole process.
∎ Routine documentation of and sending the case study, success stories and lessons learned from his/her respective working area. Capture and send quality photographs relevant with the stories.
∎ Routine coordination with UFPA, FPI, FWV and statisticians to collect data.
∎ Compile data base from respective Upazilla and share with Officer-MIS
∎ Reporting and Documentation:
∎ Collect and provide necessary guideline to team members for interviewing of beneficiaries/ providers/stakes for recording and developing case studies.
∎ Visit and conduct interview of beneficiaries and develop stories on best practices.
∎ Sharing of community-based learning/experiences and best practices with technical team members on regular basis.

∎ HR management, working in a team:
∎ Ensure supportive supervision to Union Facilitator
∎ Identify strength and need to improve areas and work on those to acquire better performance.
∎ Professional:
∎ Demonstrable experience in working closely with GOB Health, Family Planning, LGI, Community gatekeepers and development organizations.
∎ Documentation:
∎ Need to document various management correspondence, approval letter, Approved Budget, Soft copy and hard copy of project proposal, upazila implementation plan, work plan, compliance of donor, monthly, quarterly, semi-annual and annual report submission to SCI and other relevant authorities
∎ Record keeping and reporting:
∎ All external and internal correspondence, Government approval.
∎ Accountability mechanism:
∎ Holds self-accountable for making decisions, managing resources efficiently, achieving project goal and objectives.
∎ Summary of deliverables:
∎ Monthly reports for District Coordinator, recorded community-based experiences (case studies), quarterly budget burn rate analysis report, upazila implementation plan, work plan, workshop proceeding, Presentation/handout for UZ level workshop / meetings and event report.
∎ Summary of time allocation:

Additional Requirements:
∎ Competencies:

∎ WORKING EXPERIENCES: In total 7 years work experience among which at least 3 years in managerial position related to health rights project
∎ NECESSARY SKILLS:
∎ 2 years working experience at NGO/INGO in the field of Humanitarian emergency response program
∎ situation including project management, develop and execute strategic plans, act as a local representative, point of contact for different level of stakeholder and donor
∎ Supervising, mentoring and provide capacity building support to the project staff, budgetary and internal control, progress tracking and coping with changing situation, ability to writing reports independently.
∎ Confident & good skill in operating computer/laptops with MS word, Excel, PowerPoints
∎ Hard working, work under pressure in humanitarian response context, positive and can-do attitude.
∎ Deep knowledge of workforce development for marginalized and vulnerable populations.
∎ Organized, detail oriented and able to multi-task to meet deadlines
∎ Strong interpersonal skills and ability to work in teams and multi-cultural environments
∎ Fluency in Bangla and local languages
