Job Context:
∎ Position Title: Upazila Coordinator (Service Delivery & QI)
∎ Reportable to: District Coordinator /Regional Manager of respective PNGO
∎ Project: USAID`s MaMoni MNCSP
∎ Summary of the position: RIC, is a leading national multi - sector Non-Government Organization (NGO) had its inception since 1981 in Bangladesh. Resource Integration Center (RIC) is going to implement USAID`s MaMoni Maternal and Newborn Care Strengthening project, funded by USAID`s and Technical Support by Save the Children International under 4 Districts like Noakhali, Feni, Cox`s Bazar and Sandwip-Chittagong. S/He will be responsible to check budget utilization, assist to prepare yearly budget, budget variance analysis, annual work plan, detail implementation plans financial and programmatic reports as per contractual obligations. RIC is seeking application from the potential candidate on the below position:

∎ Reporting line:
∎ Administrative: District Coordinator

∎ Job Location - Noakhali, Cox`s Bazar, Sandwip-Chattogram

Job Responsibilities:
∎ Program Implementation:
∎ Preparing Upazila IP as per WP and breakdown quarterly for implementation
∎ Develop Upazila IP setting projection along with budgets, micro level activities.
∎ Sharing of final UZ IP with stakes
∎ Supervision of activities and ensure timely implementation following protocols, guidelines and directives.
∎ Analysis, Progress review sharing and re-planning
∎ Capacity building of GOB field level staffs
∎ Developing UZ level training plan for GO, NGO field workers.
∎ Organize training & orientation at upazila and below level
∎ Assist Upz Facilitator for organizing training, workshop, orientation for capacity development of GoB and other stakes.
∎ Community entry and ensure community engagement and social engagement.
∎ Entering in community following SCI strategy and ensuring social accountability intervention.
∎ Activate UH&FWC management committee and UHE&FP standing committee.
∎ Communication, follow-up and liaison and linkage with health, FP and LGI representatives to ensure CG based CMPM and facility management committee meeting.
∎ Activate CG and CSG meetings through UH&FPO and CHCP.
∎ Monitoring and quality assurance.
∎ Monitoring and follow up of community and facility-based activities of FWV/Paramedic and FWA/CHW, HA and CHCP.
∎ Routine Coordination with Community Health Workers (FWA, CSBA, HA) through arrangement of or take part in different forum (e.g. fortnightly/monthly meetings) and individually to address issues and take initiatives to solve the issues.
∎ Assist the FWAs and HAs and coordinate with their supervisors for planning and implementation of PRS with 100% coverage of his/her upazila.
∎ Conducting DQA and JSV with GOB officials and recording and sharing of field observations & coordination.
∎ Regular field visit and sharing of field observations with concern authority and initiate corrective measures.
∎ Establish referral mechanism
∎ Administrative, financial and reporting.
∎ Financial and administrative activities
∎ Prepare UZ progress report in prescribed format with GoB and project source documents.
∎ Ensure appropriate Financial and Administrative Management in compliance with organizational policy and guideline
∎ Track burn rate and Budget vs Actual expense.
∎ Advocacy, Coordination, communication and liaison:
∎ Maintain communication, liaison and effective coordination with UZ level MOH&FW official & LGI
∎ Attending all meeting/seminar/WS held at upazila level
∎ Joint learning visit
∎ Facilitation of organizing joint events and observe at union and UZ level.
∎ Mobilize civil society, community leaders, Community Support Group and other elite for necessary support to ensure quality implementation of activities.
∎ Strengthening MIS system and reporting (MEL):
∎ Ensuring all sort of MIS forms and formats are available at each service delivery point.
∎ Field visit and support respective workers at service delivery points and ensure utilization of MIS form accordingly.
∎ Monitoring at field level and ensure that all workers submit MIS form and report accordingly.
∎ Ensure collection of all supplementary forms from field workers and facilitate to incorporate in monthly MIS report.
∎ Discussion with Manager-MIS for Identification of weakness and gaps of MIS system and working together for improvement
∎ Prepare and submit training report as per prescribed format for ToT/training/Orientation/Workshop for his/her respective area.
∎ Collection, tracking, reporting and monitoring of QI, HMIS, PMIS and other activities in facilities
∎ Conduct project designed periodic assessments in facilities
∎ Conduct situation analysis and local level planning of facility at union and upazila level
∎ Ensure routine up to date HR and Training data of facility service providers in to the government system and report into the project MIS routinely
∎ Take part and facilitate facility module of eMIS training, LMIS/eLMIS and HRIS
∎ Provide time to time technical support and facilitation to ensure sim-less implementation of eMIS at facilities
∎ Routinely monitor the implementation status of eMIS and take necessary action for smooth implementation at facilities
∎ Routine Coordination with service providers (FWV, SACMO) through arrangement of or take part in different forum (e.g. fortnightly/monthly meetings) and individually to address issues and take initiatives to solve the issues
∎ Conduct data quality assessment or review of reported data and ensure follow up action to address those. Document the whole process
∎ Routine documentation of and send the case study, success stories and lessons learned from his/her respective working facilities. Capture and send quality photographs relevant with the stories.
∎ Take day to day implementation lead and follow up of open MRS at upazila level facilities
∎ Routine coordination with UFPA and statisticians regarding collect reports and get up to date information of HMIS
∎ Archiving of all hard copies and soft copies of different reports and documents of his/her respective area.
∎ Collection of GPS data of different facilities and establishments.
∎ Participate and involve in learning initiatives.
∎ Documentation:
∎ Need to document various management correspondence, approval letter, Approved Budget, Soft copy and hard copy of project proposal, DIP, work plan, compliance of donor, monthly, quarterly, semi-annual and annual report submission to SCI.
∎ Record keeping and reporting:
∎ All external and internal correspondence, Government approval.
∎ Accountability mechanism:
∎ Holds self-accountable for making decisions, managing resources efficiently, achieving MNCSP goal and objectives.
∎ Summary of deliverables: Monthly reports for district coordinator, recorded community-based experiences (case studies), quarterly budget burn rate analysis report, DIP, work plan, workshop proceeding, Presentation/handout for UZ level workshop / meetings and event report.

Additional Requirements:
∎ At least 5 year(s)-Health related project implementation.
∎ Professional: Demonstrable experience in working closely with GOB Health, Family Planning, LGI and development organizations
∎ Competencies:
∎ Ability to manage a complex and diverse workload
∎ Ability to work in collaboration with colleagues and support as necessary
∎ Computer skills: Word, PowerPoint, Excel, email and web browsing
∎ Strong communication and interpersonal skills
∎ Written and verbal in Bengali and English

Salary:
