∎ Overview:
∎ The Technical Officer will provide technical oversight, guidance, and mentoring support to health facilities and providers within the project areas to implement technically sound interventions and enhance the capacity of health providers. The Technical Officer will work closely with the District Manager and Dhaka office based team to provide technical assistance for increasing access to and scale up of Post-partum family planning (PPFP) in the selected districts of Bangladesh. S/he will also work closely with GoB District Health and FP managers and officials, GoB service providers, community leaders, and community-based health providers.
Job Responsibilities:
∎ Provide technical assistance in PPFP services following detailed implementation work plan to achieve project goals, objectives and targets and contribute in developing strategies for scale up
∎ Stay updated in the relevant Family planning technical knowledge and skills, including WHO and other global best practices, and be proficient in transferring learning through training and capacity building skills, as well as possessed post-training mentoring and supportive supervision skills.
∎ Facilitate and conduct training activities, prepare training report and ensure its proper documentation and dissemination, including sharing findings with the Dhaka office and Jhpiego backstop team.
∎ Develop training monitoring plan and conduct post-training follow up, including addressing problems that arise.
∎ Support the MOHFW to avoid potential stock-outs of commodities, instruments and equipment which are critical to FP/PPFP service provision
∎ Develop functional and effective PPFP service delivery models by integrating PPFP into ANC, delivery, postnatal and immunization service delivery points
∎ Coordinate and facilitate discussions with the local health and FP managers, service providers and others at the division/district and upazila level to develop scale up plan
∎ Assist in developing a pool of PPFP trainers and QA managers of relevant project areas in coordination with relevant training institutions
∎ Provide ongoing technical assistance at the district level in response to issues or problems encountered during implementation
∎ Support and monitor progress made through district led efforts according to the work plan, data collection, compilation from different PPFP relevant registers of district and upazila level facilities and entry in DHIS-2 system
∎ Conduct regular facility visits to ensure selected facilities i.e., District General hospital, Upazila Health complexes(UHC) are adequately set up to provide quality PPFP services
∎ Work with government trainers within the health system to train healthcare providers on PPFP service delivery model with key components
∎ Provide mentoring and supportive supervision to newly trained healthcare providers to ensure transfer of learning and quality PPFP service delivery
∎ Strengthen PPFP counseling at facilities including introducing a digital counseling PPFP application
∎ Ensure usage and distribution of different job aids, IEC materials of PPFP methods as informed choice option during counselling of clients and availability of those at different counselling gateway like ANC, Early labor, post-delivery, PNC services
∎ Facilitate review meetings with community health workers, immunization providers and their supervisors to review progress, exchange learnings and resolve challenges as needed
∎ Assist District Manager to implement the community tracking system for women, babies, community health workers and facility providers in the project areas and its incorporation into the existing Gob M&E system
∎ Assist FP-CSQI teams, review performance data, attend monthly review meeting, organize PPFP camp, sharing knowledge and best practices
∎ Carry any other responsibilities as per project need
Additional Requirements:
∎ Technical expertise in Family Planning methods and Maternal, Newborn, and Child health services
∎ At least 5-6 years' direct experience of providing technical oversight in FP or maternal health projects or to community-based programs while at least 2-3 years' experience of working in mid-level management
∎ Hands on experience of conducting, facilitating training of health service providers on PPFP methods, infection prevention and control (IPC) at district and sub-district level
∎ Strong technical capacity to support project implementation/community activities
∎ Ability to coordinate information and logistics for project activities
∎ Ability to work in a complex environment with multiple tasks, short deadlines and under pressure
∎ Willingness to travel frequently at project areas
