  • Minimum 5 years of relevant experience, including at least 2 years in conducting qualitative research on climate adaptation, resilience, or environmental management projects.

  • Proven experience in community-based adaptation planning, disaster risk reduction, or ecosystem-based solutions.

  • Technical knowledge of climate-smart agriculture, water resource management, or sustainable livelihoods approaches.

  • Experience working with government institutions, local authorities, and humanitarian-development actors in Cox’s Bazar or similar contexts.

  • Strong facilitation, training, and community engagement skills.

  • Excellent analytical, writing, and reporting skills in English and Bangla.

  • Computer literacy (MS Office; knowledge of GIS or climate data tools is an asset).

Responsibilities & Context:

Location: Field-Based, Ukhiya and Teknaf Upazila of Cox’s Bazar District

Organizational Brief: The Center for Natural Resource Studies (CNRS) is a prominent environmental non-governmental organization (NGO) in Bangladesh, established in 1994. Since its inception, CNRS has actively engaged in its mission and has garnered recognition from various local, national, and international stakeholders, including government bodies and funding agencies, by showcasing innovative approaches and delivering significant learning outcomes.

Background: The FCDO Resilience and Adaptation Fund (RAF) project is funded by the Foreign, Commonwealth and Development Office (FCDO) and implemented with the technical support of the International Rescue Committee (IRC). It aims to improve access to food security, livelihoods, and resilience for vulnerable host community and refugee households in Bangladesh. With over 1 million Rohingya facing security threats, limited services, and economic challenges, the project will envisages to improve the livelihoods of economically vulnerable host and refugee communities and strengthen their resilience in the face of climate or economic shocks. At the individual level, the project will deliver market-relevant skill-building and strengthen income-generating capabilities of refugee and host communities practicing off-farm livelihoods, with a focus on building Green Skills. The project will also advocate with Camp in Charges (CiCs) to allow a pilot of a small market formalization component in the refugee camps. Food-insecure refugee and host community households will receive training on climate-smart agriculture, climate-smart livestock and refugees will receive training on climate-smart kitchen gardening to support the production of nutritious foods, acquire knowledge about food preparation and preservation. Host community farmers will receive market information and coaching to access and strengthen links with the local market actors. The livestock owners will be supported to access innovative livestock management services and insurance through training and linkages with private digital livestock service provider, which will help mitigate the impact of climate-induced disasters. At the community level, Locally Adapted Plans of Action (LAPA) will be developed in the areas most affected by climate change.

Job Purpose: The Technical Officer- Climate Adaptation will provide technical expertise, guidance, and hands-on support for the design, implementation, and monitoring of climate change adaptation and resilience activities. The incumbent will support Local Adaptation Plans of Action (LAPA), facilitate community-based climate risk assessments, and promote ecosystem- and nature-based solutions that enhance food security, sustainable resource use, and disaster preparedness in target communities

Job Description / Key Responsibilities

  • Lead technical design and implementation of climate adaptation and resilience activities under the RAF project.

  • Facilitate participatory climate risk assessments and support communities in developing Local Adaptation Plans of Action (LAPA).

  • Provide technical guidance for integrating climate-smart practices in agriculture, livestock, water management, and livelihoods interventions.

  • Support implementation of community-led climate resilience initiatives, including cash-for-work and nature-based solutions.

  • Ensure gender and social inclusion in all adaptation interventions, with attention to women, youth, and persons with disabilities.

  • Conduct training, workshops, and awareness sessions for staff, volunteers, and community groups (CBPCs, women’s groups, camp committees, farmer groups).

  • Strengthen local government and community capacity in climate adaptation, disaster preparedness, and resource management.

  • Promote integration of local knowledge with scientific and technical approaches in climate resilience activities.

  • Liaise with local administration, Union Parishads, CiCs, and relevant government departments (Agriculture, Livestock, Disaster Management, etc.) to align project activities with local and national adaptation frameworks.

  • Facilitate partnerships with private sector actors, service providers, and research institutions to support innovative climate solutions.

  • Participate in coordination meetings and represent the project in technical forums related to climate change and adaptation.

  • Ensure proper use of monitoring tools and methodologies for tracking progress of adaptation activities.

  • Collect, analyze, and document data, lessons learned, and best practices from adaptation initiatives.

  • Contribute to preparation of project reports, case studies, and knowledge products for CNRS, IRC, and donors.

  • Any other job assigned by the organization
