Job Context:
∎ The purpose of the position is to carry out the duties & responsibilities of ‘Supervisor – COMs’ under the supervision of ‘CBP Coordinator’ and ensure effective implementation of the organizational Community Based Protection Project Activities.
∎ The duration of the contract will be until December 31, 2023.

Job Responsibilities:
∎ Work under the guidance of Senior supervisor - COMs to implement plan for material and logistical needs of the program.
∎ Provide frontline support to COMs distribution of material (for instance, forms, vests, stationery), administrative (i.e., issuance of ID card, attendance record keep and filing, payment of support cost, approval of sick/business leave) and logistical needs (arrange training venue, lunches, breaks and other amenities) to enable COMs to perform their work efficiently.
∎ Supervise and guide the COMs in their duties and activities, monitor and evaluate the COMs’ individual performance.
∎ Participate regularly in the COM activities (such as home visits, case referrals and awareness raising)
∎ Participate in focus group discussions to collect baseline data, build rapport with the community and obtain information to implement/improve the COM activities and religious leader (Imam and women religious teacher);
∎ Organize and/or participate in focus group discussions to collect baseline data, build rapport with the community, and obtain information to implement/improve the COM activities.
∎ Together with the COM supervisor, design, coordinate, organize daily and weekly schedules of the COMs based on the context of the camp and mobilize the COM team for community engagement and related activities.
∎ Organize regular Service Walk and Service Mapping for the COMs with the help of the Senior Supervisor - COMs to introduce and update knowledge of COM members on service providers in the camps.
∎ Support COMs in Saturday Solidarity Project and Community level awareness training.
∎ Support COM Supervisor to address complaints, conflict in the workplace, misconduct and violations of the rules and regulations or code of conduct by the COMs in a timely, responsible, and professional manner and in accordance with the operational standards.
∎ Facilitate arranging meetings with visitors, representatives from government, local and international organizations.
∎ Together with the Team Leader, design, coordinate, organize daily and weekly schedules of the COMs based on the context of the camp and mobilize the COM team for community engagement and related activities.
∎ Provide daily updates, review past week’s work/activities.
∎ Support in maintaining communication with the volunteers on a regular basis to understand the problems and challenges they face in their work, and together with the team, identify and implement creative solutions.
∎ Assist in Identifying good practices, promote and recognize outstanding work performance or contribution from COM team members and religious leader (Imam and women religious teacher).
∎ Review the intake and referral forms and discuss with the COMs on actions/responses.
∎ Make referrals to service agencies and follow up on urgent cases of individuals with specific needs referred by COMs to partners, UNHCR and other service providers with an aim to find the best possible solutions for the individual cases.
∎ Document and keep accurate and timely records of cases, actions taken, outcome and case status according to the agreed format and presentation style.
∎ Support to Senior Supervisor - COMs to promote and do what is necessary to support the COMs in finding community-based solutions to protection problems identified in the community.
∎ Support to Senior Supervisor - COMs to monitor and keep UNHCR updated on the protection incidents, and/or any instances or situations that may impact on the rights of refugees, safety and security of the COMs, staff, and objectives of the programme.
∎ Together with UNHCR community group team and Project Coordinator take part in the design, planning, implementation, monitoring, and evaluation of the community group programme activities.
∎ Put in place structure and appropriate means of community groups to be open to all refugees according to the type of the groups such as men, women, or youth – boy and girls and work in community-based approach.
∎ Ensure weekly meetings are facilitated for community Group at the agreed place, day, and time, which should remain the same week to week.
∎ At their meetings, motivate the Community Groups for discussing community concerns and problems that they want to address; design volunteer service projects that address identified issues; and identify capacities and resources that are available within their community, or which will be needed for the project.
∎ Regularly participate in Community Group activities to monitor the development of a plan and conduct two service projects in each month as per plan for the members to remain engaged, including mobilize them in disaster like fire, cyclone, flash flood, landslide.
∎ To create an environment where group members can also propose personal development, training, and learning activities to strengthen their capacity as volunteers and as a community group.
∎ Monitoring the capacity building of the members of each group is in line with the training plan.
∎ Put in place a system to link with other teams and advocate for community concerns.
∎ Promote gender equality, accountability, transparency, participation, and merit-based decision-making within the team.

Additional Requirements:
∎ Age at least 25 years
∎ Both males and females are allowed to apply
∎ Experience in the field of Community Based Protection activities with a focus on Community Outreach Members under UNHCR project
∎ Must have proven experience in managing similar types of projects Successfully
∎ Ability to work independently & must have experience of team management.
∎ Strong analytical, problem-solving, Conflict Management and decision-making capabilities
∎ Willingness and ability to work in hardship environments.
∎ Diplomacy, tact and negotiating skills are essential.
∎ Previous exposure to UN sector approach at field implementation level
∎ Profound management skills in implementing comprehensive organizational development projects.
∎ Excellent verbal and written communication, presentation, and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
