Job Context:
∎ Duration of the contract : 12 months
∎ Reporting to : Senior Manager, PRD
∎ The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Sr. Officer, Resource Mobilization and Partnership to support the IFRC Bangladesh Country Delegation in Dhaka.
∎ Job Purpose:
∎ As part of the regional and country office Partnership and Resource Development team and reporting to the Sr. Manager, PRD with the close coordination Operation and Partnership Delegate, this position is responsible for coordinating relationships with donors and partners supporting Red Cross Red Crescent response in assisting vulnerable people and to strengthen the resilience of disaster affected families through country operational plan and emergency appeal. This includes a consistent effort to build trust with partners by:
∎ Ensure effective and thorough grant/pledge management in close coordination with operational leads and budget holder(s) and facilitate a consistent risk assessment process;
∎ Ensure the coordination and facilitate writing of high quality proposals under the supervision of the Head of Sub-office, regional and country PRD team, in close liaison with operational and technical leads as well as partners;
∎ Provide quality assurance and follow-up with a wide range of partners, including tailored-made support for partners;
∎ Facilitate external relations with Movement and external partners as requested, including in proactively coordinating field visits.

Job Responsibilities:
∎ Accountability and partner stewardship:
∎ Establish and strengthen relations with the potential and existing donors
∎ Ensure oversight and quality control on all pledges and grants devoted to the Country Operational plan and Emergency Appeals;
∎ Prepare a consistent workflow for timely and efficient processing of pledges and grants
∎ Work with operational and accountable leads to mainstream effective pledge management and partner stewardship
∎ Work with budget holders, PMER and Finance for timely and efficient reporting
∎ Ensure compliance with relevant policy and procedures
∎ Monitor a risk assessment process with regards to partners accountability;
∎ Funding and resourcing:
∎ Review current funding trends and regulations relevant to RM activities (both traditional and non-traditional donors)
∎ Identify potential RM partners, including PNS, philanthropic organizations, the private sector and develop a strategy to approach and mobilize resources from these potential partners;
∎ Explore funding sources and strategic partnership opportunities from the potential donors identified in the strategy;
∎ Partner engagement:
∎ Ensure regular and proactive update to key partners with a view to developing trust and transparency in delivering IFRC response in support to BDRCS
∎ Organize RM activities and initiatives relevant to the implementation of the strategy and the specific targeted donor pool
∎ Ensure high level stewardship of existing donors, including provision of high quality reports, regular contacts (as preferred by the donor)
∎ Regularly update and liaise with the regional and country PRD and programme on fundraising progress;
∎ Networking and Communication:
∎ To provide support to HoD in ensuring networking with other development organizations, governments and line agencies, in promoting IFRC/BDRCS strategic goal;
∎ Be accountable for positioning IFRC/BDRCS as the partner of choice for donors and for managing communications and networking efforts;
∎ Coordinate the development and writing of highly competitive resource mobilisation proposals and contribute to proposal;
∎ Produce contents for communication materials and work closely with Communication team in support of fundraising such as brochures, appeals, newsletters, Organisational capability statement and annual reports and their reviews;
∎ Develop and coordinating online/web-based fundraising initiatives;
∎ Develop and maintain an effective project tracking system and ensure all donor funding requirements are met in any fundraising document;
∎ Contribute to funding gaps monitoring, including through weekly funding tables, and analyse/ propose/ implement corrective measures;
∎ Facilitate and support resourcing efforts for the Red Cross Red Crescent response in close liaison with regional PRD team, the Country Office, operational leads, PMER and Finance focal points;
∎ Proactively facilitate donors/partners' field visits in close liaison with the Country office, Cox's Bazar Sub-Office and regional PRD;
∎ Supervise and facilitate pre-positioning activities (arrange/ accompany donor visits, support hosting strategic events) and donor/internal monitoring and audits;
∎ Support the organisation of partnership and cooperation meetings, including for pledging or coordination purposes.
∎ Analysis:
∎ PRD tools and systems (standard operating procedures, CRM, etc.) are effectively used and applied to enable effective management of partnerships locally;
∎ Lead on the monthly and quarterly reports on results, including analysis of partnership engagement, income, expenditure, trends, funding gaps, quality of pledges, earmarking;

Additional Requirements:
∎ Experience:
∎ Solid track record in partnerships and fundraising.
∎ Relevant work experience with the Red Cross/Red Crescent Movement, or another organisation working internationally, including in resource mobilisation, partnerships, planning and/or reporting.
∎ Experience in project management including multi-stakeholder engagement.
∎ Working with international funding agencies (e.g. EU or governments).
∎ Knowledge and Skills:
∎ Familiarity with government and multilateral funding systems.
∎ Ability to work in a diverse cultural context.
∎ Strong knowledge of information sharing tools, and the ability to implement them.
∎ Highly organised, with ability to create a team approach.
∎ Excellent communication skills; influencing skills.
∎ Excellent relationship building skills; ability to build and strengthen internal and external networks, and establish effective partnerships, with National Societies.
∎ Demonstrated skill in analytical and strategic thinking.
∎ Facilitation and presentation skills.
∎ Languages:
∎ Fluently spoken and written English.
∎ Good command in local language.
∎ Good command of another IFRC official language (French, Spanish or Arabic).
