Job Responsibilities:
∎ The Youth Conservation Corps Coordinator will be responsible for planning and managing youth activities in relation to natural resource management under the Compass Program. The Youth Conservation Corps will engage Bangladeshi youths in natural resource management in order to build technical and soft skills while instilling environmental stewardship and creating employment opportunities. The goal of the Youth Conservation Corps is to measurably improve youth employment among at risk youth through work place readiness skills development including both soft and technical skills. This program is modeled after the U.S. Youth Conservation Corps, a joint platform by U.S. Department of Agriculture Forest Service, and the U.S. Department of the Interior National Park Service and Fish and Wildlife Service and has been adapted and piloted in Honduras.
∎ The 'Youth Conservation Corps Coordinator Specialist' will support the program with duties and responsibilities including, but not be limited to, the following:
∎ The 'Youth Conservation Corps Coordinator Specialist' will be responsible for coordinating/directing all program activities in YCC Bangladesh;
∎ Identify and coordinate with potential YCC related stakeholders in order to develop institutional partnerships with relevant stakeholders;
∎ Assess capacity, training, and partnership needs of youth participants and relevant stakeholders to develop capacity building support in technical cooperation including training curriculum;
∎ Provide consultation and outreach in support of developing institutional internships and career opportunities for youth participants;
∎ Coordinate in-country technical visits by international personnel, workshops and trainings, including but not limited to, arranging meetings, identifying workshop/training participants, preparing and sending invitations, arranging venues, arranging participant travel, and other logistics;
∎ Develop, plan, and implement the program curriculum;
∎ Providing technical and administrative support in the planning and development of the YCC Compass Program activities;
∎ Preparation of reports and settlement of invested funds in the execution of the Compass Program;
∎ Coordinate and direct all youth participants of YCC activities.
∎ Consult closely with Compass leadership and technical teams to provide inputs to capacity building activities in Compass annual budgeting and work planning sessions;
∎ Based on the planned proposal, design and implement the final version of the workplan to be executed;
∎ Once approved by the USFS, acquaint all institutional participants in the region with the final version of the Compass program workplan;
∎ Build partnerships, seek direct, and indirect support from municipalities, townships, other governmental institutions, protected area managers, non-governmental organizations, academic and training institutions, and private enterprise for the development of the Compass program;
∎ Locate sites/counterparts for participating youth and develop projects and work plans for each participant;
∎ Work closely with MEL and Communications teams to assess impact of partnerships, trainings, and capacity building activities;
∎ Prepare technical and administrative results reports on a quarterly basis;
∎ Carry out any other related responsibilities as assigned by the office.
Additional Requirements:
∎ At least 7 years of work experience in relevant positions, at least 3-5 years in a supervisory or managerial role in youth development activities. Prior experience of working with USAID or USG programs/projects is highly preferred. Demonstrated experience in providing expert leadership and guidance across all aspects youth development activities, compliance and legal issues in the programs/projects of non-government or donor agencies are required.
∎ Skills/Competencies:
∎ Demonstrated experience working in the youth development field; especially with vulnerable or marginalized youths in Bangladesh;
∎ Experience working with institutional partnerships, program design, and capacity building programs in Bangladesh, preferably in the youth development, natural resource management and forestry fields;
∎ Demonstrated experience of working with multi-cultural team and providing leadership with professional judgment in cross-cultural and multi-level organizational context;
∎ Proven ability to work in a dynamic environment with GOB and USG agencies, international donors, academic institutions, NGOs, community groups, and other stakeholders;
∎ Strong knowledge of appropriate compliance and due diligence regulations of relevant Bangladeshi laws and USAID\USG guidelines;
∎ Excellent technical and quantitative skills for tracking and analyzing the staff and organizational performance of the program/project using appropriate tools are required;
∎ Must have excellent inter-personal skills, proven teamwork capacity with demonstrated track-record of working with diverse team and habit of practicing result-oriented approach in solving critical and sensitive human resources and administrative issues with diplomatic and delicate manner;
∎ Proven to provide regular comprehensive report out and communication to the Compass Program Leadership Team;
∎ Demonstrated ability to develop strong networks within the youth development, forestry, and natural resources sectors in Bangladesh;
∎ Ability to collaborate effectively with other Compass Program Technical Staff;
∎ Strong leadership skills and be able to work independently with minimum supervision or guidance;
∎ Proven ability to provide on-job capacity building trainings to other team members;
∎ Excellent organizational skills;
∎ Ability and interest in learning new tools to make evidence-based operational decisions;
∎ Excellent written and oral communication and interpersonal skills;
∎ Language skills: English- fluent spoken, written. Bangla- fluent spoken, written
∎ High proficiency in relevant computer applications e.g. MS-Word, MS-Excel, MS- PowerPoint, and basic internet skills are required.
∎ Language Ability:
∎ The incumbent must be proficient in spoken and written English at Level IV (fluent) and must likewise be fully fluent in spoken and written Bangla. English language skill will be tested.
