Job Responsibilities:
∎ Strategic focus:

∎ The institutional learning framework for DR3.
∎ Lessons Learned exercise no later than 2-3 months following the onset of an emergency.
∎ Real-Time Evaluation (RTE) Timely, rapid and interactive peer review to provide a "mirror for management".
∎ Produce an overall analysis of the effect/impact of Habitat Bangladesh programs through monitoring and evaluations carried out by the MEAL internal and external evaluators
∎ Ensure data collected is used to take the appropriate operational decisions and to develop future strategy.
∎ Monitoring and Evaluation of Programs of HFHB

∎ Develop and implement MEAL strategies in collaboration with the National Office team for measuring organizational strength and performance at the field level and identifying program qualities and good/best practices implemented by HFHII-B directly and/or through partner/CBOs that contribute to a positive impact on target communities.
∎ Organize monitoring and evaluation programs in liaison with the programs team.
∎ Conduct Program Process monitoring.
∎ Conduct Post-intervention follow-up.
∎ Conduct internal evaluation.
∎ Support program teams considering cross-functional issues (gender, inclusion etc.)
∎ Monitor the implementation of accountability frameworks.
∎ Design and conduct assessment/baseline survey and evaluation (Midterm/Final/ Impact) of the project/programs in consultation with HFHI Asia-Pacific MEAL focal person.
∎ Manage external consultants for conducting research, baseline and evaluation studies. This includes- TOR development, facilitate to hire consultants, guide the study team, and review the study reports.
∎ Participate in programmatic audits for HFHI-B and implementing partners and develop tools and methods for such audits, in collaboration with other stakeholders.
∎ Training and technical support

∎ Builds MEAL capacity of the program/project staffs, partners' staffs, and orient consortium staffs through designing and implementing of appropriate training. This includes assisting program team in project design including MEAL planning.
∎ Support partner organizations in developing their respective MEAL systems Maintain progress database for HFHB and report National Director on the status of HFHI-B's overall program implementation and its implications.
∎ Support development of logical frameworks, Theory of Change (ToC) and MEAL plan for project proposals. This includes incorporation of good/best practices and past program/project lessons and evidence.
∎ Support the program team to develop donor reports through providing data and information.
∎ Support the HFHI-B mission through any other special assignments provided by the supervisor.
∎ Knowledge Management / Reporting / Representation;

∎ Capture, compile and share lessons learning, and conduct yearly Lesson Learning sharing Workshop.
∎ Following up recommendations (internal and external) of program teams and works on the action plans in order of priority with the technical staff and with AP SME support.
∎ Summarizes, authenticates and dispenses the final versions of the monitoring and evaluation reports, studies and analyses produced by the MEAL team.
∎ Supports the Head of RD in fundraising, negotiation and review of project proposals (MEAL and cross-functional issues).
∎ Accountability

∎ Develop a good dialog and communication with all team members to insure a healthy working environment with good relationships and motivate all staff to contribution their best for achievement of desired outcomes.

Additional Requirements:
∎ Minimum 5 years working experience at a technical management position in MEAL preferably with a Development Organization.
∎ Strong technical expertise in the field of M&E , social investigation and qualitative and quantitative analysis
∎ Advance skills in SPSS and MS Offices software;
∎ Capacity to handle multi tasks & prioritize job responsibilities
∎ Demonstrated ability to work effectively within a team Good hand on reporting.
∎ Excellent written, oral, and interpersonal communication skills both in Bangla and English
∎ Stewardship of resources, transparency and accountability.
∎ Good Organizational Skills
∎ Willingness to visit filed frequently with self-initiatives.
∎ A self-starter, sound judgment skills with creative ideas
∎ Maintain high moral character with integrity and honesty
∎ Leadership skills
∎ Successful team player
∎ Should have a "Can Do Attitude".

Salary:
∎ Approximately Taka 70,000 -90,000 per month (negotiable based on competency of selected candidate) plus all other regular benefits as per organizational policy.
