Educational Requirements:
∎ Diploma in Civil Engineering with at least 3 years' experience in Shelters/NFIs activities in the camps
∎ Prior knowledge of Bangladeshi/Cox's bazar humanitarian contexts in camps is required.

Job Context:
∎ HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people. HEKS/EPER is a member of the ACT Alliance.
∎ GENERAL CONTEXT AND BACKGROUND:HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox`s Bazar and field offices in camps.
∎ Since 2017 HEKS implements Rohingya projects with an overall volume of some 6 Million USD. Since 2019 the Humanitarian Aid office based in Cox`s Bazar directly implements projects. The main donors are: Swiss Solidarity (SwS), Swiss Agency for Development and Cooperation (SDC), World Health Organization (WHO) and HEKS funds. The international Organization for Migration (IOM) provided in-kind support worth some additional 5 million CHF. The biggest interventions are implemented in the construction-related sectors Shelter, WASH, and Site Improvement. After the outbreak of COVID-19, HEKS/EPER has also initiated projects as a response to the pandemic.

∎ Reports to - Project Officer Infrastructure
∎ Coordinates with Shelter team
∎ Direct line manager of Volunteers / Daily Workers

Job Responsibilities:
∎ Project implementation
∎ Prepare drawing, design and cost estimates as per project needs. Maintain a clear quality control monitoring system of constructions and repair in camps
∎ Provide technical support to the laborers, masons and contractors to implement Shelter/NFI site improvement works as per specifications and standards.
∎ Ensure household owners, laborers are following project implementation guidelines to complete project activities within the agreed timeframe maintaining the highest standards.
∎ Identify with Project Officer and SMS team and Site Development the suitable locations for construction and repair work related to site improvement work
∎ Provide technical support to Field Facilitator/Volunteer for implementation of project activities as per standards, organize distribution plans and training sessions
∎ Prepare monthly plans and review periodically with the line manager.
∎ Consider disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issues during programme planning and implementation.
∎ Information management and reporting
∎ Assess needs for Shelter/NFI and site improvement activities at Camp level.
∎ Lead data collection, record keeping and update the project database to measure the progress of planned activities.
∎ Prepare and submit infrastructural reports within the stipulated time.
∎ Capacity Strengthening
∎ Manage and build technical capacities of the volunteers to build or repair the identified locations
∎ Assist in organizing and implementing technical training on Shelter/NFI and site improvement issues.
∎ Facilitate field level technical training and orientation sessions to the beneficiaries, committees, contractors, masons, carpenters, etc.
∎ Participate in different trainings nominated by the line manager.
∎ Safety and Security
∎ Assess and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information with his line manager.
∎ Provide timely incident report to the line manager as needed.
∎ General
∎ Deliver high quality results in line with the terms of reference agreed in advance - to do this in a way which maintains the reputation of the Humanitarian Department.
∎ Comply with HEKS/EPER policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
∎ Proactively support HEKS commitments to gender equality, child protection and disability sensitivity: i) Implement all work-related activities with a gender, disability and child protection lens, considering the different needs, concerns and ideas of our staff and beneficiaries ii)Ensure the incorporation of gender equity principles in all policies and activities iii) Encourage the participation of all genders in meeting and on committees iv)Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
∎ To perform such other responsibilities as agreed with your line management.

Additional Requirements:
∎ Keep strong coordination with other implementing agencies and local governmental authorities at field level.

∎ Knowledge on different standards (Sphere, Core Humanitarian Standards, etc).
∎ Good communication and leadership skills.
∎ Knowledge and experience of design, planning and supervision of construction projects.
∎ Familiarity with the special context of refugee camps in Cox's Bazar is an asset.
∎ Good English skills (written and spoken).
∎ Fluency on Cox's Bazar Local dialect is an asset.
∎ Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders.
∎ Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.

Compensation & Other Benefits:
∎ Remuneration Packages BDT 45,131.00 or depending on the experience
