Job Responsibilities:
∎ Under the supervision of the Feed the Future Bangladesh Trade Activity Project Objective 1 Lead, the Short-Term Technical Assistant (STTA) will take the lead on planning and implementing activities to improve quality and performance of lab services aiming securing of ISO 17025:2017 accreditation for Food testing laboratories and, within those contexts, he or she shall:
∎ Provide technical support and mentorship in the planning, conduct, and reporting of assessments, audits, and accreditation-ready inspections of quality control laboratories for food testing purpose against ISO 17025;2017 or other standards performing services to the Laboratory System Strengthening Program.
∎ Identify all potential food testing laboratories in Bangladesh and draft a laboratory directory incorporating current information using existing Food testing laboratory network and other relevant platforms.
∎ Provide advisory services to the teams as well as other stakeholders on the development and implementation of continuous improvement initiatives upon request to build laboratory capacity and quality with reference to ISO 17025:2017 or other standards and requirements.
∎ In close collaboration with laboratory management lead the follow-up of needed corrective and preventive actions following audits. Along with root cause analysis principle and process, applying fish bone analysis principles
∎ Responsible for developing and implementing continuous improvement initiatives upon request to build laboratory capacity and quality with reference to ISO 17025:2017 standards for food testing activities.
∎ Take active role in developing and implementing Quality Manual, SOPs, work instructions, proficiency testing, measurement of uncertainty, calibration and validation, Internal audit, Management review, etc. with reference to ISO 17025:2017 or other standards following guidelines already provided to the laboratories and available in project office.
∎ Develop a system of food testing services for both inhouse activities and intra laboratory food testing services.
∎ Provide technical assistance to laboratories and others as needed and requested as part of overall capacity building and continuous improvement schemes.
∎ Preparation of training materials and deliver trainings to laboratories for food testing activities.
∎ Prepare stepwise approach to develop Laboratory quality management system in laboratory in line with ISO 17025:2017.
∎ Arrange interactive meetings between the laboratories and the international consultant on regular basis to address technical aspects of developmental needs.
∎ Coordinates and supports selection, procurement, distribution, and maintenance of laboratory supplies and instrumentations for laboratories performing services and duties as needed for the testing laboratory. Guidance would be provided to purchase all laboratory needs from manufacturers maintaining ISO certified management systems
∎ Work towards organizing interlaboratory comparison system for testing initially finally aiming registration for proficiency testing at international level.
∎ Develop the laboratory safety manual to ensure safe working practices, occupational health safety standards in laboratories.
∎ Prepare the lab during for successful pre-assessment and final assessment by accreditation body for ISO 17025:2017 accreditation as a Food testing laboratory.
∎ Should taking advice and guidance from international laboratory Consultant through regular dialogue and FS and SPS team while planning, implementing the entire activities.
∎ Develop promotional materials (brochure, leaflets and guidelines) on Good laboratory practices;
∎ The STTA shall be responsible for working with the Objective 1 Lead and other consultants, in support of inputs relating to Objective 1, for the following deliverables:
∎ Review and Update Food testing Laboratory Directory
∎ Laboratory assessment report
∎ Workshop/ Training materials, Workshop and training report
∎ CAPA plan and period implementation report
∎ List of all SOPs or any other document developed or reviewed.
∎ Pre-assessment report
∎ Report for each laboratory for their readiness to seek ISO 17025:2017 accreditation by accreditation body having mutual recognition agreements with similar bodies in the region and ILAC membership.
∎ Manuals, check list, methodology for root cause (investigation) analysis.
∎ All requirements related to food testing laboratory as required by ISO 17025:2017
∎ Promotional Materials (brochure, leaflets and guidelines) on Good laboratory practices

Additional Requirements:
∎ At Least 10 years of professional experience in food testing laboratory and audits or at least seven years in a senior laboratory management position required to perform all food testing related activities for a Food testing laboratory under ISO 17025:2017.
∎ Demonstrated ability and aptitude to perform food testing laboratory and assessments against accepted national and international standards and regulations.
∎ Demonstrated creative problem-solving skills.
∎ Demonstrated experience in training and mentoring staff and others.
∎ Demonstrated experience of working in a Food testing Laboratory accredited by competent authority.
∎ Experience in the delivery of training on Good laboratory practices under ISO 17025:2017
∎ Strong communication skills, client-orientated, ability to work in a team
∎ Ability to use information and communication technology (ICT) as a tool and resource
∎ Proficiency in English
