Educational Requirements:

Job Responsibilities:
∎ General Functions:
∎ Under the overall supervision of the Site Management Area Coordinator and direct supervision of the Site Management Operations Officer; the incumbent will assist the concerned programme unit with the following:
∎ Responsibilities and Accountabilities:
∎ Liaison with authorities & stakeholders
∎ 1. Maintain relationship with relevant key local stakeholders and actors at site level
∎ 2. Maintain appropriate links with local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them.
∎ 3. Promote the participation of relevant local actors and other key stakeholders in events organized, led or coordinated by IOM such as strategic meetings, workshop or trainings as necessary. Organize and/or facilitate those events as needed.
∎ 4. Work with the programme teams in obtaining necessary Government clearance and permissions at site level according to official approval guidelines
∎ 5. Arrange coordination meetings with Government officials and other stakeholders.
∎ 6. Maintain an updated record of local stakeholders contact details.
∎ 7. Prepare and disseminate relevant information package and reports about IOM's activities targeting local stakeholders with a view of fostering their understanding, acceptance and ownership of those activities.
∎ Site Management programming
∎ 1. Manage the implementation of IOM site management support programming in conjunction with the office of the RRRC at a site level
∎ 2. Coordinate partners and allocation of service providers at a site level to ensure equity of service provision using SMS Sector developed tools
∎ 3. Ensure that service provider and coordination meeting minutes are recorded, approved, and disseminated to all concerned stakeholder at camp level
∎ 4. Support site level contingency planning based on worst-case and most likely scenarios in terms of population movements.
∎ 5. Implement and update effective service provider referral mechanisms in close collaboration with relevant stakeholders. Conduct referrals as necessary.
∎ 6. Work with IOM and other Site Development & Improvement actors to identify and prioritize works at a site level
∎ 7. Participate in negotiations with the local government and land owner on the use of land or facilities for Site Management and Site Development operations purposes.
∎ Program Support
∎ 1. Provide support in the development, implementation and timely submission of weekly reports to PSU
∎ 2. Facilitate in requesting and processing Site Management Team's administrative, HR and logistical needs.
∎ 3. Assist Site Management Officers on the hiring process of the team leaders and volunteers under the third party EnRoute and ensure coordination to PSU and HR.
∎ 4. Provide guidance and training to other staff.
∎ 5. Perform such other duties that may be assigned by the supervisor.

Additional Requirements:
∎ Practical experience in Site Management Operations and liaison
∎ Knowledge of structures and functions of national and international organization.
∎ Experience in Camp Coordination and Camp Management, relocation, cash for work, ES/NFI, CWC
