Educational Requirements:

Job Context:
∎ Duration of the contract: up to 31 December 2020. (Possibility to extend)
∎ Reporting to: DRR Programme Coordinator.
∎ The Senior Program Officer is responsible for providing the timely and accurate administration and programmatic support to the Cyclone Preparedness components of the Coastal Disaster Risk Reduction (CDRR) program of BDRCS in camps and host community, particularly the Cox`s Bazar office. This position is based in Population Movement Operation office, Cox`s Bazar.

Job Responsibilities:
∎ Assist DRR Program Coordinator to implement the CPP Plan of Action in the camp settlements and host communities
∎ Support the DRR Program Coordinator and BDRCS/CPP program staff to organize trainings, orientations, simulation exercises in the camps and host communities
∎ Liaise with camp in-charges, site management agencies and relevant actors to ensure smooth implementation of program activities including Disaster Preparedness and First Aid training.
∎ Provide coordination and management support to cyclone preparedness campaign during two cyclone seasons in the camps and hosts communities.
∎ Pro-actively engage with the disaster risk reduction initiatives planned for the camps and host communities and provide support to BDRCS colleagues for smooth implementation of the actions.
∎ Provide supervision and technical support to the Cyclone Preparedness volunteers while implementing preparedness activities in the camp settlements.
∎ Support in procurement process of IFRC/BDRCS/AmRC/CPP as per policies and program requirement
∎ Work closely with the program team members and BDRCS colleagues at all aspects
∎ Assist the program team in ensuring CEA process while implementing any activities in camps and host communities
∎ Assist DRR Program Coordinator to prepare reports, meeting minutes and IEC materials
∎ Assist to prepare budget and plan of the future DRR project to be undertaken in the coastal areas
∎ Check and verify all program bill, vouchers and forward to PMO's financial department
∎ Establish and ensure effective working relationships with members in the team of AmRC/IFRC, PNSs, PMO team and respective RC unit;
∎ Assist procurement for the Cox's Bazar Sub-Office as needed, and ensure that purchases and procurement comply with IFRC and American Red Cross procurement policy and procedures;
∎ Assist CPP team to ensure proper filing of all documents related to procurement, logistics, transportation and such;
∎ Assist team to provide logistical support and administration for special events, meetings, trainings, workshops, and so on;
∎ Assist with correspondence, small translating tasks, managing larger translating tasks using service provider(s), copying and printing documents as needed.
∎ Frequently visit the project areas and support the implementation of program activities
∎ Monitor and review project budget- prepare monthly budget overview in consultation with the finance team and support the financial management of the programme/project;
∎ Provide support IM and MEAL team in maintaining central database system/MIS to facilitate the quality assurance of the DRR program.
∎ Attend different meetings/platforms at ISCG level to bring CPP activities in front
∎ Provide need-based support to ensure inclusion along with Protection and Gender aspects while planning or implementing program activities
∎ Maintain close coordination and collaboration with BDRCS unit office and stakeholders along with working partners
∎ Provide support in activity designing and implementation strategy development
∎ Provide support to develop Lesson Learnt documents along with capturing good practices and shortcomings to help management in effective planning for CDRR intervention
∎ Perform other duties as per program requirement and assigned by line manager

Additional Requirements:
∎ Experience in working for a Humanitarian organisation and/or the Red Cross/Red Crescent Movement.
∎ Minimum 2 years of relevant experience on DRR.
∎ Experience in working with local communities, civil society, partners, and government officials.
∎ Proficient in MS Office.
∎ Knowledge of general administration and procurements.
∎ Knowledge of operational manual, guideline and tools.
∎ Able to influence, communicate, co-operate and negotiate with a wide range of people and organizations
