∎ The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Senior Health Officer to support the IFRC Bangladesh Country Office in Dhaka.
∎ Job Purpose: Senior Health Officer will be responsible for supporting BDRCS health team to manage and effectively implement the health components of the any Emergency Plan of Action. The Senior Health Officer will be the key member of IFRC in supporting Bangladesh Red Crescent Society (BDRCS) and other partners in delivering the health-related projects. The incumbent mainly provides technical, monitoring and other implementation support to Bangladesh Red Crescent Society for ongoing projects and develops new concept notes for mobilizing additional resources. In addition to that he/she will support and ensure clinical processes in BDRCS health facilities are conducted in accordance with national and international clinical guidelines and regulations.

Job Responsibilities:
∎ Provide feedback to Management Team on country overall health situation which will help both in program design and business continuity. Provide technical support to Bangladesh Red Crescent Society (BDRCS) for developmental and implementation of health projects.
∎ Under the supervision of relevant Unit/Dept. (Manager), develop strategies and Health program initiatives related to Health operations/programmes in close collaboration with BDRCS, in country membership, Government and other stakeholders.
∎ Provide feedback to the relevant Manager and relevant units (PMER, Humanitarian Response, Livelihood & Cash, NSD, PRD, Logs & Procurement, Finance, HR etc).
∎ Liaise closely with UN agencies and Governmental bodies, help adapting practice and technical guidance to the national context.
∎ Analyse available data and advise on data collection required to monitor and inform the related activities. Monitor and ensure the quality of technical work implemented by the teams.
∎ Provide input to strategic decisions that affect the functional area of responsibility and provide input for developing plan of action along with budget.
∎ Provide technical advice related to IFRC wide staff health management.
∎ Represent IFRC in technical meetings, events, conferences etc.
∎ Work closely with RCRC sectors and partners to ensure minimum standards in Protection, gender and Inclusion are met from all BDRCS health facilities and services.
∎ Prepare and assist BDRCS Health team and PMER teams to prepare situation and operational reports.
∎ Develop health related project concept notes /project proposal in consultation with BDRCS and line manager and submit to potential donor.
∎ Ensuring linkages with relevant government department in Bangladesh and ensure coordination with UN and other NGOs.
∎ Participate health cluster meeting and share the updates with BDRCS and IFRC colleagues.
∎ Prepare weekly health bulletin and share with Asia Pacific Regional Office.
∎ Develop IFRC's operational plan on health and support regional office to raise funds.
∎ Organise and facilitate relevant health trainings, workshops and meetings in collaboration with BDRCS.
∎ Provide support to BDRCS to ensure timely and effective implementation of Women Empowerment Project.
∎ Support, monitor and oversee the program implementation based on approved budget, log-frame and PoA.
∎ Keep tracking on the financial management of the project and ensure timely cash forecast and cash request submission for the project.
∎ Monitor all project activities by regular field visits, produce monitoring report and ensure the recommendations/issues are discussed with IFRC senior management and are followed up.
∎ Ensure visibility of the project program in support of donor requirement.
∎ Ensure regular communication and coordination with program team, other department and senior management as well as the technical line manager.
∎ Prepare necessary report for project on a regular basis as required,
∎ Assist for coordinating, developing proposal and POA, strategies and other aspect of the Women Empowerment/Livelihood Program,
∎ Provide support to maintain liaison and coordination with other stakeholders, Govt. and other relevant DRR/Women Empowerment/Social welfare and economic development Agencies.
∎ Maintain a regular flow of information on the project to the senior management,
∎ Support IFRC and BDRCS in documenting case studies, stories, visibility etc. and assist in profiling good practice,
∎ Facilitate the process of IEC material development, dissemination, evaluation at field level,
∎ Respect and follow the key Federation technical documents (Health & Care policies, Strategy 2020, GWSI, MDGs, SPHERE, PHAST etc.,) and contribute where appropriate to the Global Federation Health agenda.
∎ Provide any other support as required by line manager and management of IFRC.

Additional Requirements:
∎ Minimum of 5 years professional experience with health projects.
∎ Demonstrated experience and achievements in developmental and emergency health projects are required.
∎ Experience of project planning & budgeting, supervision, and management to include monitoring and evaluation.
∎ Experience of producing project proposal/project concept notes, narrative, and financial Reports.
∎ Preferably, experience on working emergency health preparedness and response.
∎ Also, experience in the management of outbreaks of vector-borne diseases, vaccine-preventable diseases, or other health emergencies.
∎ Knowledge and Skills:
∎ Self-supporting in computers (Windows, spreadsheets, word processing, email and internet).
∎ Highly motivated, self-starter able to lead a process, engage others and create ownership.
∎ Flexible and willing to deal with ambiguity, changes and challenges.
∎ Able to prioritize work, multi-task and meet deadlines.
∎ Skilled in training, mentoring and coaching individuals and groups, as appropriate.
∎ Willing to travel and operate in a demanding working environment.
∎ Languages:
∎ Fluently spoken and written English.
∎ Fluently spoken and written Bangla.
