Responsibilities & Context: Position Overview:
The Senior Finance Officer is a key position within the finance department, responsible for managing financial activities, ensuring compliance, and providing support for effective financial decision-making within the projects (Safe Plus, WEARS, PGJ, and LA) under the gender justice and economic justice cluster.
Key Responsibilities:
1. Financial Management:
- Ensure day-to-day financial operations, including accounts payable, accounts receivable, and general ledger activities.
- Ensure timely disbursement of funds as per projects under the cluster needs.
- Prepare the project budget following the logical frame and project proposal in collaboration with cluster and programme specialists.
- Ensure payments to vendors for goods and services within a reasonable time and certainly within the contract period.
- Prepare for generating/adjusting journal entries timely and accurately if so, required for adjusting and correction purposes.
- Checking bank reconciliation statements at the end of each month
- Ensure accurate and timely recording of financial transactions following organizational policies and accounting standards through accounting software (tally).
2. Budgeting and Forecasting:
- Collaborate with programme specialists, cluster leads and other departments to assist in the development and monitoring of budgets.
- Prepare/consolidate project budgets as required and oversee implementation and use of budgets.
- Monitor progress on expenditure and prepare regular reports to the Donors add NGO Affairs Bureau
- Assisting in preparing the annual/periodic budget following the project
- Provide support in financial forecasting and analysis to assist decision-making processes.
3. Financial Reporting:
- Prepare regular financial reports e.g. Balance Sheets, Income and Expenditure Statements, Receipts and Payments Statements etc. for internal management and external stakeholders.
- Submit financial statements and program/activity-wise analysis of expenditure and receipts as per the accounts manual to the management.
- Ensuring periodic (monthly/quarterly/ half-yearly and yearly) financial reports for donors.
- Ensure compliance with donor requirements and reporting guidelines for funded projects.
4. Grant Management:
- Work closely with cluster teams to review and monitor project budgets related to grants.
- Prepare FC-1, FD-2, FD-3 and F-6 for new project budget and revised budget
- Support in preparing financial reports for grant-funded projects and liaise with donors and NGOAB as necessary.
5. Audit and Compliance:
- Assist in the preparation for internal and external audits, ensuring all necessary documentation is readily available.
- Ensuring deduction of tax and VAT at source from the suppliers and service providers.
- Ensuring that tax deducted at source have been deposited to the govt. exchequer on a timely basis.
- Ensure compliance with financial policies, procedures, and relevant regulations.
6. Capacity Building:
- Provide training and support to staff on financial policies and procedures.
- Contribute to the development of financial literacy programs for non-finance staff.
7. Accounting Software Management:
- Oversee and ensure that the Finance and Accounting Officers are posting the vouchers to Accounting Software (Tally) regularly and appropriately.
- Oversee and maintain asset management for asset tracking and monitoring by Accounting Software (Tally)
8. Other Tasks: Performing any other duties as and when required by the BLAST management and in line with BLAST’s mission and vision.
