Job Context:
∎ Position description :
∎ The USAID`s Alliance for Combating TB in Bangladesh project will develop a dynamic, strategic, and fresh approach to accelerate Bangladesh`s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas - increased TB detection, decentralized DR-TB management, child TB, expanded prevention and others.
∎ The Senior Budget and Cost Officer will report to the Senior Budget Coordinator. The position will be responsible for supporting the development, updating, charging and reporting of budgets with the objective of effectively tracking and managing project expenses. S/he will be accountable for ensuring the highest level of compliance with organizational policies and procedures, and acceptable standards.

Job Responsibilities:
∎ Budgeting :
∎ Review budget proposals for adherence to USAID agreement, center policy, vendor agreement and other legal aspects;
∎ Seek clarification and escalate issues to Senior Budget Coordinator to support preparation of budgets which meet icddr,b and other legal guidelines;
∎ Review agreements for compliance;
∎ Arrange first-level approval of budgets;
∎ Track expenses against budgets monthly/quarterly;
∎ Reconcile and Monitor budget and actual expenses and communicate with concern person;
∎ Follow-up to receive new/ revised budgets.
∎ Financial Reporting and Fund Management:
∎ Coordinate all financial functions (e.g. tracking budgets and expenditure, processing draft invoices, creating draft financial reports) between USAID, partner organizations and icddr,b with regards to project grants;
∎ Arrange approval on vendor-related payments from project cost upon reviewing contract terms;
∎ Track receipt of donor funds;
∎ Monitor fund distribution to partner organization as per contract specifications;
∎ Coordinate to release payments against invoices received from partner organizations;
∎ Review utilization of funds against budgets, burn rates, and initiate corrective action, if required.
∎ Cost Analysis:
∎ Review the budgets and expenditure for USAID funded projects, Assist PI/CoP/Head Admin/ PC/ Sr. BC for proper management of the annual budget and costing;
∎ Prepare cost analysis for the team lead (specially for PI & CoP) for key decision making related to the ACTB project.
∎ Cash Flow Management, Reports and Presentation:
∎ Collect information for reports and presentations for PI, CoP, Head Admin and PC;
∎ Prepare draft report that shows how much funds received against each invoice raised for ACTB project;
∎ Forecast cash flow and ensure funds are available as forecasted;
∎ Ensure proper GL allocation as per budgeted in order to maintain each line item containing proper cash balance.

∎ Demonstrated experience of budgeting;
∎ Proven ability of cost management.
∎ IT Operation:
∎ Demonstrated experience in database management;
∎ Extensive knowledge on ERP software;
∎ Extensive knowledge on Microsoft package.

Salary:
∎ Annual Tk. 755,470/- inclusive of house rent and conveyance allowances and other admissible benefits.

Compensation & Other Benefits:
∎ 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
