Required Qualification

  • Minimum 4 years of professional experience in agriculture, nutrition-sensitive agriculture, food security, or livelihoods programming, preferably with national or international NGOs.
  • At least 2 years of experience implementing agriculture or food security programmes in humanitarian settings, preferably in the Rohingya response.
  • Demonstrated experience in climate-smart agriculture, homestead gardening, sustainable food production, and community-based agriculture interventions.
  • Experience in staff supervision, stakeholder coordination, technical training, and field monitoring.
  • Strong analytical, report writing, facilitation, and communication skills.
  • Proficiency in Microsoft Office applications and digital data collection tools.
  • Ability to work independently and effectively in multicultural and challenging environments.

Responsibilities & Context:

JOB DESCRIPTION

Society for Health Extension and Development (SHED), a national NGO working in Cox’s Bazar district is implementing the “Nutrition Sensitive food security interventions” Project in Rohingya Refugee Camps in Cox’s Bazar from August 2026 to December 2026, funded by CWW.SHED is looking for qualified candidates for the following positions.

Job Purpose: Project Officer- Agriculturist is responsible for providing technical leadership and operational support for the implementation of nutrition-sensitive agriculture and food security interventions. The position ensures the quality implementation of climate-smart agriculture, homestead gardening, and livelihood activities, while strengthening the capacity of project staff and beneficiaries. Project Officer- Agriculturist works closely with the Programme Manager, MEAL team, government counterparts, and other stakeholders to ensure effective planning, implementation, monitoring, coordination, reporting, and continuous improvement of agriculture interventions.

Liaises with: Project Officer- Agriculturist works closely with the Programme Manager, MEAL Officer, Finance and Admin Officer, Community Mobilizer, and other project staff to ensure integrated programme implementation.

Main Duties and Responsibilities

Technical Leadership and Programme Implementation

  • Lead the planning, implementation, and quality assurance of nutrition-sensitive agriculture and food security interventions in accordance with project objectives and donor requirements.
  • Provide technical guidance and capacity building to field staff, volunteers, and beneficiaries on homestead gardening, kitchen gardening, climate-smart agriculture, composting, integrated pest management, water-efficient cultivation, seed preservation, and other sustainable agricultural practices.
  • Promote year-round household food production through context-appropriate gardening approaches that improve dietary diversity and household resilience.
  • Identify, pilot, and scale up innovative and sustainable agricultural practices suitable for the Rohingya camps and host communities.
  • Support the development, adaptation, and dissemination of technical guidelines, training manuals, and IEC/BCC materials for agriculture and nutrition-sensitive interventions.
  • To maintain regular liaison with Nutrition facilities in camps and other relevant sectors’ colleagues.

Staff Management and Capacity Building

  • Provide day-to-day technical supervision, mentoring, and coaching to agriculture field staff and volunteers to ensure quality implementation of programme activities.
  • Prepare work plans, monitor staff performance, identify capacity gaps, and facilitate technical training and on-the-job coaching.
  • Ensure field teams follow technical standards, project guidelines, safeguarding principles, and organizational policies.

Monitoring, Evaluation and Programme Quality

  • Develop agriculture monitoring plans and tools in collaboration with the MEAL team.
  • Conduct regular field monitoring visits to assess the quality, effectiveness, and progress of agriculture activities and provide technical recommendations for improvement.
  • Monitor beneficiary adoption of promoted agricultural practices and assess programme outcomes related to food production, dietary diversity, and household resilience.
  • Support baseline, endline, assessments, post-distribution monitoring, and operational research related to agriculture interventions.
  • Document best practices, lessons learned, innovations, and success stories to strengthen programme quality and organizational learning.

Coordination and Stakeholder Engagement

  • Establish and maintain effective working relationships with government departments, CiCs, camp authorities, local administration, agriculture extension services, UN agencies, NGOs, and other relevant stakeholders.
  • Represent the organization in Agriculture, Food Security, Nutrition, and other relevant coordination meetings at camp, upazila, district, and sector levels as delegated by the Programme Manager.
  • Liaise closely with programme teams to ensure effective integration of agriculture, nutrition, livelihoods, and community engagement activities.
  • Coordinate with suppliers, service providers, and relevant partners to ensure timely delivery of agricultural inputs and technical support.

Budget and Resource Management

  • Support the Programme Manager in preparing activity budgets, procurement plans, and technical specifications for agriculture-related inputs and services.
  • Monitor utilization of agriculture resources and ensure activities are implemented within approved budgets and organizational financial procedures.
  • Ensure appropriate use, maintenance, and accountability of project assets, tools, and agricultural equipment.

Reporting and Documentation

  • Prepare high-quality weekly, monthly, quarterly, and donor reports on agriculture and food security activities.
  • Maintain accurate technical records, beneficiary databases, field monitoring reports, and activity documentation.
  • Contribute technical inputs to project proposals, work plans, assessments, evaluations, and donor reports.

Accountability and Safeguarding

  • Promote community participation and accountability throughout programme implementation and ensure beneficiary feedback is incorporated into programme improvement.
  • Support the implementation of the Complaints and Response Mechanism (CRM) and ensure beneficiaries are aware of available feedback channels.
  • Ensure compliance with organizational safeguarding policies, Protection from Sexual Exploitation and Abuse (PSEA), the Code of Conduct, Core Humanitarian Standards (CHS), and all donor requirements.
  • Perform any other duties assigned by the Programme Manager.
