∎ ICCO Cooperation is a leading INGO working for securing sustainable livelihoods, justice and dignity for all in Bangladesh since 1972. Our interventions are in food security, livelihoods, WASH and DRR in the geographical areas at risks of vulnerable and affected. In Rangpur region, ICCO Cooperation is being implemented number of project projects in different district. Now ICCO is looking for an experienced and ambitious professional for the position of Project Officer (PO) to implement its RICE (Resilience Interventions for Community Empowerment) project.
∎ The Project Officer (PO) be responsible for project planning and implementation under direct supervision and guidance of the Project Coordinator. S/he will supervise and manage project frontline field staff members. S/he is an individual committed to maintaining transparency and accountability in project implementation and ensuring two-way communication.
∎ Key contacts:Project manager/ project coordinator, training expert, monitoring expert, community mobilizers., donors, GoB-NGOs stakeholders, participants, counterparts and liaison with other official as appropriate
Job Responsibilities:
∎ Responsibility # 1: Planning and Project Implementation:
∎ Develop project implementation plan quarterly and monthly, and facilitate same to field staff
∎ Conduct regular field visits, follow up support
∎ Coordinate and ensure implementation of the project interventions smoothly, effectively and efficiently using participatory experiential learning process.
∎ Supervise and coordinate a team of community mobilizers to deliver activities on time, and to a high standard.
∎ Lead at the field level for the beneficiary selection process, following ICCO's criteria and procedures, and finalizing a verified beneficiary list.
∎ Ensure project logistics and fund to the field staff timely
∎ Monitor the expenses in relation to the approved budget and make sure that all expenses are incurred for appropriate and approved purposes and in a cost-effective manner.
∎ Implement activities in line with the Core Humanitarian Standards (CHS), and actively ensure that programming is in line with these commitments
∎ Responsibility # 2: Staff Management and Development:
∎ Provide leadership and motivation to the staff for effective and efficient project management
∎ Identify appropriate staff development activities and initiate/arrange implementing those.
∎ Create congenial/friendly working environment for all staff members and learning culture.
∎ Arrange for informal and formal training for staff members and stakeholders / project participants as required.

∎ Responsibility # 3: Communication, Coordination and Partnership:
∎ Maintain effective communication and update field staff back and forth.
∎ Keep update and make aware the staff members on new priorities and the changes
∎ Represent ICCO Cooperation to other organization and forum and the communities.
∎ Collect information from a community level and provide recommendations to the supervisor.
∎ Be aware and update of services and facilities available for our beneficiaries.
∎ Ensure appropriate utilization of project resources, logistics and materials
∎ Responsibility # 4: Monitoring and Reporting:
∎ Assist M&E Officer in development of monitoring plan and framework
∎ Regular monitor of project progress, feedback share and corrective measure
∎ Guide the field staff in collecting and providing data/information as project requires
∎ Prepare monthly and quarterly reports and assist supervisor in preparing other reports required by government/ donors
∎ Ensure that copies of important communications, documents and reports are filed and stored and circulated appropriately.
Additional Requirements:
∎ Working days from Sunday to Thursday 40 hours per week. This position may be required to work some overtime hours.
∎ Any other tasks assigned by the supervisor from time to time.
∎ Yearly renewable contract based on fund availability and performance.
∎ At least 5 years professional experience on DRR/ livelihood related/ humanitarian projects
∎ Experience in supervision and monitoring of the field-based activities and staff management
∎ Experience in facilitation community mobilization, need assessment, beneficiary's selection, input distribution and training conduction.
∎ Experience in working in cash transfers (CFW), food distribution, market systems, women empowerment (SGVB)
∎ Strong skills in Networking and liaison with local counterparts
∎ Good knowledge and experience in electronic communication and MS Office.
∎ Skills in written and oral communication in English and fluence in Bangla
∎ Ability to cope up and mix up with multicultural people and multi-tasks
