Job Context:
∎ Job opening for Support to the most vulnerable communities in Bangladesh due to COVID-19 crisis jointly funded by SDC and HEKS/EPER, implemented by HEKS/EPER through its implementing Partners
∎ Reportable to Manager-Market Development, HEKS/EPER
∎ Language Required Both English and Bengali
∎ Duty station HEKS/EPER Office, Dhaka, Bangladesh
∎ Duration 18 Months (Tentatively July 2020 to December 2021)
∎ COVID-19 Response and Rehabilitation Initiative (C2RI) for the Most Vulnerable Groups in Bangladesh:
∎ In the worldwide ongoing COVID-19 pandemic, peoples are suffering a lot due to normal lives hampering in many ways. In this COVID-19 pandemic, situation of the socially marginalized and bottom poor communities is worsening. These socially neglected and excluded communities covering Dalit, Adibashi and other bottom poor marginalized of the northwest Bangladesh and sex workers of Faridpur and Rajbari districts are suffering a lot as their income opportunities has been stopped. The Dalit, Adibashi and other bottom poor peoples are fully depending on manual toilet and drain cleaning, sweeping marketplace, rail station, bust stand, hear cutting and like other jobs. A large number of them depend on selling agriculture labour for their livelihoods. Sex workers` income has also been stopped.
∎ In order to stand beside the Dalit, Adibashi and other bottom poor marginalized communities and sex workers, HEKS/EPER has been undertaken a response and rehabilitation project titled "COVID-19 Response and Rehabilitation Initiative (C2RI) for the Most Vulnerable Groups in Bangladesh "for the said communities. This is an 18 months duration project, is jointly funded by SDC and HEKS/EPER and will be implemented by HEKS/EPER`s long-term partner organizations. The project objectives include- covering basic needs of beneficiary`s by emergency food and cash support, improve hygiene practice through installation of hand washing points and sustained livelihoods during and in the aftermath of the crisis through agricultural inputs and improved market linkages.
Job Responsibilities:
∎ The major Duties and responsibilities of the Project Officer- C2RI, will be the following but not limited to;
∎ Technical supports to the partner staffs for emergency cash and food-basket support
∎ Ensure Compliance for Humanitarian support based on Sphere Standard and CHS.
∎ Day to day coordination with partner organizations with frequent field visit.
∎ Provide technical support in initialization of hand washing points and their management
∎ Periodical report preparation and share with HOB.
∎ Provide technical support to partner staffs in regard to different input distribution, proper utilization of those in beneficiary's family production purpose and follow up rehabilitation activities
∎ Maintain close coordination with PO-HOB and MMD for overall implementation and compliance management.
∎ Monitor the implementation of the partners and report time to time to HEKS/EPER.
∎ Any other responsibilities assigned by the Management in line with the project intervention
Additional Requirements:
∎ Ability to work independently with communities and partners
∎ Builds strong relationships with communities, Market and other actors relevant with the project interventions
∎ Demonstrates good oral and written communication skills.
∎ Ability to work under pressure and handle diverse situation
∎ Experience:
∎ Minimum 8-10 years' experience in rural community mobilization preferably Dalit, Adibashi and other socially excluded communities
∎ Prior experience in market development works and relief distribution is essential
∎ Experience in monitoring, lessons leaning and reporting the significant changes in the lives and livelihoods of target communities
Salary:
∎ Remuneration BDT. 960,000 per annum
