Experience Requirements:

  • At least 3 years of relevant experience in child protection and adolescent/youth development.
  • Experience working with community structures and vulnerable populations, preferably in Rohingya response settings.
  • Experience in working with or through partner organizations is a plus.

  • Good understanding of Child Protection Frameworks and Activities.
  • Strong facilitation and communication skills, especially with adolescents and youth.
  • Ability to work effectively with community groups and volunteers.
  • Competency in basic reporting and documentation.
  • Basic knowledge of the Rohingya language is preferred.
  • Proficient in MS Office tools (Word, Excel, PowerPoint).


Responsibilities & Context:

Job Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project named ‘Protecting Children in War and Conflict (PCWC) Project” at Ukhiya and Ukhiya in Cox’s Bazar districts. The project will be implemented by the support of SCI. BTS is going to recruit Ga ‘Project Officer’ for the mentioned project the position’s desk office will be at Ukhiya in Cox’s Bazar District.

Job Description / Job Responsibilities:

A: Team management, Capacity Building and Programme implementation:

  • Support and manage the Assistant Project Officer and Volunteers who are responsible to organize and implement the day to day of field level activity.
  • Ensure quality implementation of Adolescent Group meeting, Parents Group, CBCPC meeting, Child & Adolescent Club member’s meetings, Awareness-raising sessions for parents/caregivers’ members and community people and CP awareness video show targeting parents, caregivers, and mass community people for achieving the objectives and intended program results.
  • Conduct performance reviews for staff; support them to set performance objectives and monitor progress.
  • Prepare Plan to monitor and evaluate project progress, ensuring timely and quality project delivery, flagging any issues to the line manager.
  • Provide coaching, mentoring and capacity building support to Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer
  • Ensure all child protection concerns identified are communicated in timely manner for response to the coordinator.
  • Ensure adherence to the Child Safeguarding Policy and reporting procedures.

B: Strengthen Community based child protection:

  • Responsible for strengthening sustainable child protection through community engagement and structures.
  • Lead in the formation and functioning of Adolescent Group meeting, Parents Group, CBCPC, Child & Adolescent Club with Asst. Project Officer, Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer to ensuring bi-monthly meetings are taking place and minutes are documented.
  • Manage and deliver trainings for Adolescent Group, Parents Group, CBCPC, Child & Adolescent Club members with collaboration of Save the Children.
  • Development of key messages, session plans and monitoring activities.
  • Ensure the effective running of Adolescent Group, Parents Group, CBCPC, Child & Adolescent Club members.
  • Organize and facilitate trainings, workshops and meetings with government officials, Local Elected Bodies and community influential with collaboration of Save the Children.
  • Strengthening coordination mechanism with relevant stakeholders and Govt. Offices.

C: Supervision and management of child protection services:

  • Supervise and coach Asst. Project Officer, Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer, Chaperone, Guard cum Cleaner and other relevant actors on the identification, assessment, documentation, case planning, service provision and referral (to relevant services) and follow-up of at-risk children and families.
  • Support for case management services and alternative care are provided in line with the children act 2013 and SOP case management
  • Support outreach and awareness raising activities to identify vulnerable
  • Support to the project management team to ensure close links between case management and project activity with CBCPC.
  • Oversee the appropriate identification and screening, as well as follow up and monitoring, for foster families.
  • Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred
  • Support the respective project officials (Project Focal, Technical Officer (MEAL), and Asst. Finance Office) in the ongoing capacity building of Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer, Chaperone, Guard cum Cleaner.
  • Oversee to ensure emergency need-based support to vulnerable children with collaboration of SCI.
  • Promote and facilitate Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer access to support to the vulnerable children and their families
  • Share information on field-level successes and challenges with the Coordinator & Project Manager.
  • Ensure that major challenges are flagged early, and addressed in an appropriate way.

D: External and internal coordination and representation:

  • Support on and keep up-to-date a map of existing services to which children and families can be referred
  • Build collaborative relationships with organization and service providers at the field level and support Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer to ensure effective referrals and collaboration.
  • Work in close collaboration with CBCPCs to strengthen our relationship with the community and to strengthen the referral system.
  • Coordinate with other agencies offering case management services to children on referral and transfer of cases
  • Ensure constant and transparent communication and collaboration with relevant stakeholders, Camp in Charge (CIC), Majhi, including local elected bodies, community members, community leaders and families.
  • Represent the organization in the community and different platform & actors related to Child Protection.

E: Data management and data protection principles:

  • Ensure that Facilitators, Co-facilitators, Mobilizer, Asst. mobilizer respect confidentiality and follow ethical guidelines
  • Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Union Facilitators adhere to Information Sharing and Data Protection Protocol
  • Ensure accurate case files are completed and that case management forms are utilized appropriately with collaboration of SCI.

F: MEAL and Reporting:

  • Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements.
  • Provide timely and quality inputs to meet reporting requirements and timeline.
  • Support in preparing quality and timely reports for donors and Senior Management with relevant materials.
  • Ensure good practices are captured, documented and disseminated at project level and thematic programme level.
  • Support to monthly report, quarterly report, half yearly report and annual report preparing.

Others:

  • Be able and willing to respond to natural disasters or emergencies, when needed, and any other task assigned by the Supervisor and /or Senior Management of BTS.

Tenure of Services Contract:

  • 3 (Three) months probation period.
  • After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.

    Gross: Taka 50,400/= Per Month 2 days weekend Office time, Annual Leave, Increment & other facilities will be applicable as per `Recruitment and Human Resource Management Policy` of Breaking the Silence.
