∎ AGRAJATTRA is Women headed non-profitable, non-political, non-governmental voluntary, L/NNGO based in Cox`s bazar, Bangladesh. AGRAJATTRA`s vision is a fair society where peace, social justice, good governance and gender equity will remain. Our main areas of work include Child protection, prevention of violence against women and girls, women`s empowerment, life-skills education, and humanitarian response & DRR in emergency situations as well as Rohingya crisis (Food security & livelihoods, Shelter development, WASH, Health and hygiene, Protection, Education, Energy and Environment) etc.
∎ AGRAJATTRA is looking for an experience, competent and dedicated Project Manager for the project titled "Health, protection, and cash assistance for refugees and host communities in Cox`s Bazar". The project is funded by GFFO & Comic relief inc. partnering with International Rescue Committee - IRC.
Job Responsibilities:
∎ General:
∎ Develop, monitor and keep all project staff aligned to project work plan (based on knowledge and understanding of project activities, outputs, targets and timelines)
∎ Guide the project team and supervise and coordinate all project activities in liaison with communities, government and child protection agencies working on the Rohingya Refugee response;
∎ Liaise with the admin and finance team to plan, manage, and monitor ongoing levels of expenditure of the project as against budget and provide timely advice on likely overspends and/or under spends.
∎ Lead and coordinate, in conjunction with the M&E manager, project monitoring, as well as baseline, mid line and end line assessment process, as well as qualitative evaluation of all activities.
∎ Plan and coordinate periodic monitoring and observation visits to observe and facilitate the project activities.
∎ Coordinate Needs Assessment for the "Health, protection, and cash assistance for refugees and host communities in Cox's Bazar" project and the preparation of reports.
∎ Coordinate with RRRC office, deputy commissioner and upazila Nirbahi office for the assistance of project implementation approval,
∎ Monitor day-to-day activities in programmes to ensure best practice is adhered to in provision of psycho-social support for children, community-based response mechanism, case management of children at risk;
∎ Follow up regular activities of CP & Youth Development Officers and field staffs as per work plan.
∎ Ensure coordination with relevant all technical sectors (Protection - CP, Youth, Livelihood, Gender, GiHA, PSEA) to ensure a rapid, proportionate and effective response;
∎ Work with Adolescent and child protection committee members to ensure that they are addressing child protection concerns within their respective communities;
∎ Oversee the implementation of capacity building programs with parents/stakeholders;
∎ Introduce case files and follow up report at coordination level with other Child Protection Groups;
∎ Supervise case management to ensure regular follow up of case files of children at risk.
∎ Follow AGRAJATTRA guidelines, policies and procedures and ensure that all applicable organizational policies have been properly applied by project staff.
∎ Develop and engage regular capacity building, coaching, mentoring, and monitoring of project staff Willingness to travel / be in the field regularly.
∎ Identify gaps in service provision to children and proactively refer and advocate for those gaps to be addressed by the relevant bodies.
∎ Lead on implementation of project activities through following-up on work plans, expenditure, procurement, progress against indicators and capacity needs.
∎ Address difficulties to implementation of activities through field visits, staff discussions, problem solving and regular discussion with the partner as per the project need.
∎ Contribute to learning through ongoing and end-of-project monitoring and evaluation and develop an action plan in this regard (qualitative and quantitative)
∎ Ensure quality implementation of Child protection and Gender based Violence activities, including contribution to the development of technical tools and materials (CM, PSS, community-based, gender).
∎ Ensure strong coordination and collaboration with others project and achieve the cumulative targets and goal of the project.
∎ Staff Management and Capacity Building
∎ Ensure all new staff including volunteers, outreach workers receive a quality, standard and comprehensive induction on CP, Child Protection, PSEA and Code of Conduct .
∎ Ensure all staff in the team have a personalized capacity building plan that includes both CP technical competencies and professional competencies and receive regular feedback on their performance with recommendations for improvement.
∎ Ensure that child protection principles, CPMS and AGRAJATTRA Child protection in Humanitarian crises policy are being incorporated into all aspects of implementation.
∎ Monitor performance of team members on the job, providing coaching, mentoring and linking them to training opportunities when needed.
∎ Support team members to positively address disagreements / resolve disputes and ensure staff care.
∎ Initiate and ensure Community capacity assessments and contribute to the drafting and finalization of the capacity building plan
∎ Support in Drafting/update Job Descriptions of Community based committee members ensuring standardization through the relevant technical support staff.
∎ Prepare project-specific implementation plan, reporting templates and tools.
∎ Provide guidance and coaching/ necessary technical assistance to partners throughout project implementation.
∎ Ensure partners networking with other stakeholders and presence in project related workshops, trainings, seminar and meetings arranged by AGRAJATTRA and relevant stakeholders
∎ Conduct kick-off meeting and close-out meetings of the project to communicate grant-specific information
∎ Liaise between different technical team members of AGRAJATTRA like Protection Focal, Psychologist, PSS, Outreach, Health, WASH and support departments.
∎ Reporting:
∎ Should have excellent skills of report writing and documentation.
∎ Keep the Program Director (PD) informed on the activities of the project by providing relevant correspondence, reports and meeting minutes as well as making regular updates.
∎ Responsible for prompt submission of regular milestone, periodic, and final reports to the Program Director (PD).
∎ Lead preparation of reports to the donor and to the government.
∎ Networking :
∎ Responsible for co-ordination and liaising between AGRAJATTRA and partners/other agencies/ local government/local communities/displaced community, as regards to AGRAJATTRA's GFFO & Comic relief inc. project.
∎ Represent AGRAJATTRA at the stakeholders meeting as necessary e.g. Child Protection Sub-Sector, Protection, Case Management Working Group, GiHA etc.
∎ Coordination and representation :
∎ Represent AGRAJATTRA at field coordination meetings including protection coordination meetings and advocate with the Government stakeholders and other agencies to address the protection risks and concerns at camp level.
∎ Ensure effective cooperation, coordination and representation of the project with local stakeholders including Government authorities in working areas for effective implementation of the project interventions.

∎ 1) Contribute to project development through narrative writing of concepts notes and proposals, log frame indicator and target, budget, workplan, procurement and monitoring & evaluation plans development.
∎ 2) Contribute and feed into project design stage through facilitating and coordinating internal and inter agency technical needs assessments, drawing lessons learned from previous or external interventions, staff and community consultations (including with children)
Additional Requirements:

∎ Five years progressively responsible experience in Child Protection, preferably in humanitarian context.

∎ Experience in managing large teams and coordinating with internal and external departments and government authorities and non-government stakeholders.
∎ Programmatic experience in CP case management, PSS, PM+, gender and disability is mandatory
∎ Experience developing Child Protection proposals, internal and external report drafting
∎ Competencies.
