Experience:
Master’s degree in Development Studies, Social Sciences, Climate Change, Agriculture, or a related field.
At least 5 years of professional experience, including 3 years in a managerial role in development, humanitarian, or climate resilience projects.
Proven experience in project cycle management, team supervision, and multi-stakeholder coordination.
Strong understanding of climate change adaptation, resilience, and livelihoods programming.
Experience working in Cox’s Bazar or similar humanitarian-development nexus contexts preferred.

Organizational Brief: The Center for Natural Resource Studies (CNRS) is a prominent environmental non-governmental organization (NGO) in Bangladesh, established in 1994. Since its inception, CNRS has actively engaged in its mission and has garnered recognition from various local, national, and international stakeholders, including government bodies and funding agencies, by showcasing innovative approaches and delivering significant learning outcomes.
Background: The FCDO Resilience and Adaptation Fund (RAF) project is funded by the Foreign, Commonwealth and Development Office (FCDO) and implemented with the technical support of the International Rescue Committee (IRC). It aims to improve access to food security, livelihoods, and resilience for vulnerable host community and refugee households in Bangladesh. With over 1 million Rohingya facing security threats, limited services, and economic challenges, the project will envisages to improve the livelihoods of economically vulnerable host and refugee communities and strengthen their resilience in the face of climate or economic shocks. At the individual level, the project will deliver market-relevant skill-building and strengthen income-generating capabilities of refugee and host communities practicing off-farm livelihoods, with a focus on building Green Skills. The project will also advocate with Camp in Charges (CiCs) to allow a pilot of a small market formalization component in the refugee camps. Food-insecure refugee and host community households will receive training on climate-smart agriculture, climate-smart livestock and refugees will receive training on climate-smart kitchen gardening to support the production of nutritious foods, acquire knowledge about food preparation and preservation. Host community farmers will receive market information and coaching to access and strengthen links with the local market actors. The livestock owners will be supported to access innovative livestock management services and insurance through training and linkages with private digital livestock service provider, which will help mitigate the impact of climate-induced disasters. At the community level, Locally Adapted Plans of Action (LAPA) will be developed in the areas most affected by climate change.
Job Purpose: The Project Manager will serve as the lead figure responsible for the overall strategic and operational management of the RAF project in Ukhiya and Teknaf. This includes providing direction, guidance, and oversight to the project team, ensuring that all activities are designed and delivered in a coherent, inclusive, and results-oriented manner. The incumbent will be accountable for planning, coordinating, and supervising day-to-day implementation across multiple sectors such as livelihoods, climate-smart agriculture, local adaptation planning, and community-based resilience initiatives. The Project Manager will ensure that all project interventions are executed on time, within scope, and in alignment with donor requirements, CNRS’s organizational standards, and IRC’s technical and compliance frameworks. This includes close adherence to the Government of Bangladesh’s policies, procedures, and regulatory requirements, particularly in relation to humanitarian and development programming in Cox’s Bazar. The role will also require strong leadership in fostering teamwork, building staff capacity, and maintaining effective communication and collaboration with stakeholders including local government institutions, Camp-in-Charge (CiC) offices, Union Parishads, community groups, and private sector actors. The Project Manager will serve as the primary point of contact for IRC and donors on all project-related matters, ensuring transparency, accountability, and effective coordination. Ultimately, the Project Manager will play a pivotal role in steering the project toward its goal of enhancing resilience, improving food security, and creating sustainable livelihood opportunities for both Rohingya refugees and host communities, while upholding principles of inclusion, gender equality, and climate-sensitive development.
Provide strategic and operational leadership for planning, implementation, and monitoring of project activities.
Ensure alignment of activities with project objectives, donor commitments, and government priorities.
Coordinate closely with IRC, CiCs, local administration, Union Parishads, and relevant stakeholders.
Supervise and guide project staff, including Technical Officers, Field Officers, and support staff.
Oversee the design and implementation of livelihoods, climate-smart agriculture, and resilience-building interventions.
Facilitate participatory processes for Local Adaptation Plans of Action (LAPA) with host communities and refugee groups.
Ensure gender and social inclusion in all aspects of project implementation.
Ensure timely collection, analysis, and reporting of data against project indicators.
Prepare high-quality monthly, quarterly, and final project reports for CNRS, IRC, and donor submission.
Conduct regular field visits to monitor progress, identify challenges, and support adaptive management.
Ensure sound financial management and compliance with budgetary provisions.
Oversee procurement and logistics in line with organizational and donor policies.
Manage project risks, including safeguarding, security, and operational risks.
Facilitate training, workshops, and orientation sessions for staff, volunteers, and community groups.
Strengthen linkages with government departments (Agriculture, Livestock, Disaster Management, etc.) and private sector partners.
Promote knowledge sharing, documentation of best practices, and policy advocacy for climate resilience.
