Job Context:
∎ Nazrul Smriti Sangsad-NSS is a non-government Humanitarian Organization working for advancement of poor men, women, children, youth, excluded people and person with disability since 2000. It is a non-profitable, non-political, child and gender sensitive organization. ∎ NSS is going to implement a project titled"Partnerships for Improved Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) in Coastal Bangladesh" which is funded by Margaret A. Cargill Philanthropies (MACP) andsupported by Concern Worldwide. The project will be implemented at Amtaliand Taltoli upazilas under Barguna district. The project duration is January 2023 to December 2026. NSS is seeking a competent Project Coordinator tolead the project team for successful accomplishment ofthe project activities towards achieving its results. The PC is responsible for daily oversight of the project activities including close monitoring and coordination with donor`s assigned person and NSS Management. He/She will lead the project team and coordinating with the wide range of stakeholders including the Govt. Officials of the project aligned Departments, Upazila Administration, Civil Society, LGIs and District/Divisional level Govt. Officials (if needed). He/She needs to prepare the budgetary plan and allocation against different sector wise activities.
∎ Job Location: Amtaliand Taltoli Upazila of Barguna District.

Job Responsibilities:
∎ Planning, implementing and coordinating the overall progress of the project activities to achieve the project Objectives and Goal.
∎ Organize meeting, workshop, seminar, public hearing and dialogue with policy makers for ensuring health rights and entitlements as well as access to government services.
∎ Establish and maintain close working relationship with the Government, NGOs and donors to foster a learning environment through the project implementation process.
∎ Develop capacity of team members for excellent implementation of project activities to achieve the objectives of the project.
∎ Conduct needs assessment of the team members and take initiative to improve the capacity of gaps considering the planning matrix.
∎ Monitor the progress of the project regularly basis with at least70% time in field visit and supervise the subordinate colleagues in supportive role.
∎ Maintain communication and liaison with LGIs, Government's respective line departments, UNO and other NGOs(including I NGO).
∎ Maintain relationshipwith Community Clinics, Union Health Centers, UpazilaHealth Complex representatives to strengthen health service for community people.
∎ Oversee the assigned day-to-day activities and develop checklist in accordance with the detailed activity plan.
∎ Ensure close monitoring for provided alternative child well-being support facilities and their families life savings support.
∎ Collect, update and process information related to impact monitoring of child well-being related impact indicators.
∎ Evaluate program effectiveness and monitor program expenditure ensuring budget allocations are adhere to.
∎ Ensure supportive supervision to the filed staffs and facilitators based on work plan and program schedule.
∎ Develop IEC materials, training modules, session plans, schedules, leaflets, brochures, factsheets, posters, booklets, flipcharts and audio-visual documents.
∎ Attend NGO Coordination Meeting at Upazila and District level and share the progress of the project with different stakeholders in the meeting and collect meeting minutes and preserve it for future reference.
∎ Build strong relationships with top-tier policy makers of Government and Divisional, District and Upazila level Government Health and Family Planning Officials, Local Government representatives, and CSO and other outlets so that our stakeholders efforts receive the best coverage for advancing their goals.
∎ Develop a good relationship, maintain liaison and advocacy with different government and NGO officials to ensure different services for the target population
∎ Participate in the district and upazila level GO-NGO, coordination meetings and Hospital Management Committee meetings.
∎ Captured good practices, case story, life stories, lesson learnt and success stories.
∎ Prepare reports and documents on meetings, workshops, seminars and other activities or on the impacts of the project.
∎ Prepare monthly, quarterly and annual reports as required by the project and share them with donor as well as other stakeholders for review and feedback to improve the areas.
∎ Evaluate program effectiveness and monitor program expenditure ensuring budget allocations are adhere to.
∎ Check financial documents, petty cash and financial transactions regularly with finance team.
∎ Support to ensure internal control system and carry on procurement related procedures as per policy of NSS.
∎ Budget review, budget variance analysis and develop plan for effective utilization of the budget.
∎ Day-to-day administrative issues in collaboration with Admin Officer, HR Coordinator, Finance Coordinator etc.
∎ Always get ready to facilitate the progress of the project with internal and external visitors.
∎ Practice, promote and endorse PSEA policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Carryout administrative functions as desired by the project to meet the policy requirements of the organization and donor compliance. Assist the higher management in planning and decision making.
Additional Requirements:
∎ Age at most 45 years
∎ An advance University Degree preferably Master of Public Health/MBBS/Master of Development Studies/Mater of Social Science with experience in the related field.
∎ Minimum 8 years of experience in health systems strengthening and or similar type of project management in development sectors (NGOs) preferably with international and national organizations.
∎ Skilled in motorcycle driving with valid driving license is priority.
∎ Knowledge about FD-6, FD-2, FD-3, FD-7 etc. will be added value.
∎ High level of IT skill especially in Microsoft Word, Microsoft Excel, Power Point, sound knowledge in operating graphical software(s)and internet communication.

∎ His/ Her main contact with Executive Director, Concern Worldwide Team, Director Program, Finance Coordinator, Coordinator Admin and HR and other members of the Partner.
∎ Additional Job Requirements
∎ Proven experience in leading the implementation of health systems strengthening project in direct liaison and coordination with government district and below level health, family planning and local government managers
∎ Experienced in monitoring and supervision, project cycle management, donor reporting for reproductive health, maternal, neonatal, child and adolescent health projects.
∎ Excellent coaching and mentoring a team with proven experience of team management.
∎ Sound knowledge in project proposal and budget development (LFA and TOC) and review.
∎ Proven writing and oral communication skills in English and Bengali.
∎ Excellent knowledge on policies and laws of the country those are relevantforhealth, family planning, disaster and local government related projects.
∎ Experience in liaison and networking with division, district and upazila level government health, family planning and local government officials and other GO-NGO stakeholders.
∎ Excellent leadership capacity to maintain excellent team building and conflict response management.
∎ Excellent interpersonal and communication skill.
∎ Strong capacity to influence policy maker and government officials and public representatives. Solid expertise and practical experience in resource mobilization and working with government authorities
∎ Pro-active, self-starter and result oriented, strong analytical and problem-solving skills.
∎ Sound knowledge on advocacy and lobby.
∎ Able to work under pressure and meet deadlines.
∎ Clear knowledge on gender norms and sensitiveness
∎ Always be ready to carry out any assignment for the sake of the project, donor, or for the organization.

Salary:
∎ TK. 65,000 per monthwith other admissible benefits according to the project budget.
