∎ Fluency in English and Bangla required. Fluency in Chittagong is desirable.

Responsibilities & Context:
∎ Coordination and communication:
∎ Communication and coordination with the project team and management.
∎ Coordination, liaison & networking with government representatives especially with ‘RC and CIC Service, local elected bodies, law enforcement agencies, Child Welfare Board, Community Based Child Protection Committee-CBCPC, national and international NGOs, and other service providers.
∎ Represent BTS in field base multi-agency and overall interagency cluster where appropriate;
∎ Regular visits to project areas.
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
∎ Support the PM in reporting to donors through both formal and informal briefings, annual and semi-annual reports, and maintain ongoing dialogue.
∎ Coordinate and supervise the CP intervention by planning, monitoring, and evaluating project activities following IRC grant agreements and quality standards.
∎ Project Planning and Implementation:
∎ Ensure the quality, effective, and efficient management of Child Protection (CP) projects at all stages of the project cycle both through staff management and technical supervision.
∎ Contribute and feed into the project design stage through facilitating and coordinating internal and inter-agency technical needs assessments, drawing lessons learned from previous or external interventions, staff and community consultations (including with children
∎ Contribute to project development through narrative writing in concept notes and proposals, log frame indicator and target, budget, work plan, procurement, and monitoring & evaluation plan development.
∎ Lead on implementation of project activities through following up on work plans, expenditure, procurement, progress against indicators, and capacity needs.
∎ Prepare detailed planning and budgeting of project activities and implement them as per the plan
∎ Provide technical and supervisory support to ensure the quality implementation of the project activities
∎ Participate in the planning of new project proposals and the implementation of assessments for new projects based on the strategy approved by the Delegation.
∎ Coordinate and supervise the CP intervention by planning, monitoring, and evaluating project activities by IRC grant agreements and quality standards.
∎ Assure that child protection standards are understood and applied and support the Team Leaders in establishing a clear referral system
∎ Coordinate to conduct baseline and end-line study and Service mapping,
∎ Organize and facilitate capacity-building training for the project staff,
∎ Organize and facilitate capacity-building events, dialogue, and sharing meetings with the government authorities and relevant stakeholders,
∎ Support Upazilla and RC & CIC, functioning the Child Welfare Board and CBCPC,
∎ Assist program staff in planning, implementing, and reviewing project activities, ensuring adherence to technical standards, learning, and good practices.
∎ Coordinate and supervise the CP intervention by planning, monitoring, and evaluating project activities by IRC grant agreements and quality standards.
∎ Manage the case management component by ensuring proper referrals and follow-. Up
∎ Prepare, in coordination with key staff, work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections, and evaluation tools;
∎ Update, in collaboration with the team, the outputs of the program and propose adjustments if necessary for ongoing activities.
∎ Constantly updates the PM on the project progress or on any modifications that need to be taken regarding the implementation process;
∎ Ensure the best use of resources and support the Financial Officer in the preparation of sound budgets and monitoring project expenses;
∎ Prepare, in coordination with key staff, work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections, and evaluation tools;
∎ Develop Training and Session guidelines and materials:
∎ Play a leadership role in developing training modules and session guidelines in a working team.
∎ Develop materials for training and sessions.
∎ Capacity building of the staff on both CP technical competencies and professional competencies and receiving regular feedback on their performance with recommendations for improvement.
∎ Finance and Administrative:
∎ Maintain compliance, rules, and regulations (financial and administrative) of the development partner organization and BTS,
∎ Manage the recruitment process for any position in the team, including drafting technical tests, and interview questions and following up on screening, shortlisting, interviews, and offers with HR.
∎ Support to Finance and Admin section in financial and logistics management,
∎ Support to Finance and Admin section in financial visit/audit.
∎ Support all financial and accounts-related documentation.
∎ Monitoring & Evaluation:
∎ Ensure the MEAL system is in place at the project level in line with guidelines and structure developed jointly with the Development Partner,
∎ Support the project monitoring focal to develop tools including an M & E plan and ensure proper use of those for M&E.
∎ Coordination of baseline and final evaluation process,
∎ Ensure all components of the project are monitored and the results are evaluated in line with the indicators.
∎ Facilitate the local-level advocacy process:
∎ Linkage with multi-stakeholders for referral mechanism,
∎ Regular visit the RC & CIC, Upazila, and District administration office and ensure communication with them,
∎ Facilitate joint action with other actors to strengthen the Child Protection System in the working community.
∎ Reporting & Documentation:
∎ Prepare monthly, quarterly, half-annual, annual, and project completion reports of the project,
∎ Ensure quality of process and learning documentation.
∎ Constantly updates the Program Manager on the project progress or any modifications that need to be taken regarding the implementation process.
∎ Safeguarding Focal Point:
∎ To play the role of ‘Child Safeguarding Focal Point’ in the mentioned project
∎ Child Protection/ Safeguarding
∎ Promote inclusion and equal access for every child, paying particular attention to the most vulnerable and at-risk children and children with disabilities
∎ Always maintain strict confidentiality regarding information and data of beneficiaries
∎ Ensure Child Protection Minimum Standards are mainstreamed into all the PSS activities
∎ Report serious cases of abuse committed against children to the CP Project Manager/coordination team. Strict confidentiality must be respected.
