∎ Overview: The International Federation of Red Cross and Red Crescent Societies (IFRC or "the Federation") is the world`s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
∎ Swedish Red Cross (SweRC) has been supporting Bangladesh and the Bangladesh Red Crescent Society (BDRCS) since 1971, mainly through the IFRC.
∎ In 2021, the SweRC is working mainly in 3 different locations in Bangladesh:
∎ • Dhaka at the BDRCS National Headquarters.
∎ • Jamalpur district (north part of Bangladesh) on a bilateral resilience program named Integrated Resilience Program (IRP).
∎ • Cox`s Bazar district to support the Population Movement Operation (PMO) with WASH, PGI and Green Response program - in partnership with the BDRCS, the IFRC, and the British Red Cross (BRC).
∎ The Programme Manager, reporting to the SweRC Country Representative, is part of the SweRC field programme team in PMO sub-office of the IFRC Bangladesh Country Office. The PM serves as the SweRC focal point in Cox`s Bazar / PMO.

Job Responsibilities:
∎ Job Responsibilities: The Programme Manager will lead a team in Cox's Bazar in coordination with BDRCS, ensuring the day-to-day management and delivery of the SweRC-funded team and activities at the PMO. S/he will develop and coordinate high-quality programs, mainly on WASH, Protection, Gender, and Inclusion (PGI) mainstreaming and Green Response (environmental sustainability) but not limited to. S/he will lead on all aspects of project cycle management (eg. Planning, implementation, monitoring, reporting and budget control), conduct regular monitoring visits with BDRCS WASH representatives, coordinate evaluations and audits and follow-up financial and risk management.
∎ One key responsibility will be to bring the necessary managerial support and advice to the BDRCS WASH teams in rolling out the BDRCS PMO WASH Strategic Plan 2021-2023 with the ultimate aim to transition the SweRC partnership to full bilateral setting.
∎ The position demands flexibility, diplomacy, and ability to adapt to new priorities.
∎ S/he will be responsible for to carrying out following responsibilities.
∎ Main Responsibilities:
∎ Ensure timely, effective, transparent, and accountable allocation of the SweRC resources in partnership with the BDRCS PMO, including internal and external reporting.
∎ Be the key RCRC partner supporting BDRCS PMO and its WASH partners towards tangible progress on developing and rolling out the BDRCS PMO WASH Strategic Plan.
∎ Assess, with BDRCS and the SweRC Country Representative and HQ, if the "key milestones" to transition to a full bilateral setting between BDRCS and SweRC are reached by January-February 2022.
∎ Maintain and consolidate working relationships with the BDRCS, within the wider RCRC Movement and with external stakeholders as requested.
∎ Programme Management
∎ Design and deliver a high-quality response and recovery program in close cooperation with the BDRCS, the IFRC and the SweRC Country Representative.
∎ Contribute / support any emergency which might occur in Cox's Bazar, under the leadership of the BDRCS / IFRC.
∎ Accountable for all internal / external reporting, monitoring and evaluation, ensuring they are of a high standard, including donor reports.
∎ Draw regular lessons learnt analysis / workshops with the SweRC team (and BDRCS-IFRC) towards improved approaches and consolidated intervention modalities of the BDRCS.
∎ Ensure full accountability to donors and beneficiaries according to the IFRC standards. Ensure the BDRCS understands and fulfils SweRC donor compliance requirements.
∎ Establish, with the SweRC and BDRCS teams, detailed funding proposal and budgets considering all the needs for adequate support of the PfR in camps and the donors' requirements.
∎ Define the Human Resources needed for adequate response in the camps in alignment with the BDRCS PMO WASH Strategic Plan 2021-2023.
∎ Anticipate and propose to the SweRC Country Representative technical supports needed from SweRC HQ.
∎ Encourage BDRCS fully integrate PGI into the WASH programme supported by SweRC in 2022. Support the BDRCS becoming a "Green Response champion" and the IFRC with cross-cutting thematic e.g. CEA (Community Engagement and Accountability).
∎ Resource Management:
∎ Lead the SweRC team in Cox's Bazar (national staffs) and ensure individual objectives are set and monitored according to the IFRC HR regulations. Identify and propose potential training opportunities to the SweRC and BDRCS team as well as linkages with SweRC Myanmar as appropriate.
∎ Organise monthly meetings in Cox's Bazar with the SweRC team and report on the progress and challenges towards the achievement of the BDRCS-SweRC objectives.
∎ Follow-up, support, and remain accountable for the SweRC procurement engaged with funds under his/her responsibilities (e.g. procurement requests respect the IFRC procurement policy, are clear, concise, and comprehensive).
∎ Regular coordination with the SweRC Country Representative and provide formal weekly reports every Thursday.
∎ In charge of the good financial management of SweRC resources including a) checking eligibility of program costs, b) monthly review of transactions in the accounting system, c) review and ensure quality of monthly and quarterly financial reports, d) review supporting documentations to ensure compliance with SweRC requirements, e) review actuals vs. budget planned, f) review cash requests.
∎ Fully adhere and comply with the SweRC "handbook" stating the financial and risk management procedures.
∎ Partnerships:
∎ Support the BDRCS WASH department reaching / rolling out an integrated and harmonised BDRCS 1 WASH program in line with the BDRCS PMO WASH Strategic Plan 2021-2023 under development. Ensure relevance vs. the UN Joint Response Plan.
∎ Work with the BDRCS towards transitioning from "coordinated bilateral" to full bilateral setting by 1 April 2022 the latest.
∎ Propose specific technical supports to the BDRCS in line with the SweRC available technical and financial resources (WASH, PGI, and Green Response at HQ).
∎ Identify further areas where the SweRC could provide added value to the Movement-wide response in Cox's Bazar and discuss with the SweRC Country Representative.
∎ Work with other Partner National Societies (PNS), the IFRC and the ICRC to undertake capacity analysis, capacity building and organisational development of the BDRCS.
∎ Representation, Relationship and Communication:
∎ In close coordination with the SweRC Country Representative, the PM is the SweRC focal point in Cox's Bazar with BDRCS, Movement partners and all stakeholders including donors (SIDA, Swedish Embassy, etc.).
∎ Organise and participate to field visits as requested.
∎ Liaise with the SweRC HQ Advisors as required and requested by the SweRC Country Representative.
∎ Security:
∎ Fully comply with the IFRC security regulations and ensure the compliance of the SweRC team in Cox's Bazar
∎ Ensure new SweRC staff and visitors are aware of the IFRC security regulations and have formally acknowledged them.

Additional Requirements:
∎ Experience

∎ At least 5 years working experience in the humanitarian or development sector, with a focus on WASH.
∎ Demonstrated professional credibility in the sector and experience working in an international or cross-cultural environment.
∎ Demonstrated experience implementing WASH Programmes.
∎ Experience working in a RC/RC National Society and/or Federation/ICRC
∎ Previous experience working in Cox's Bazar is preferable.
∎ Knowledge:
∎ Knowledge of WASH and public health and experience in practically applying this knowledge in humanitarian context.
∎ Programme and project management experience.
∎ Knowledge of Green Response / Environmentally sustainable programs
∎ Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.
∎ Outstanding networking, representational, communication and negotiation skills. An ability to be proactive and persuasive.
∎ Knowledge of capacity building, and a desire and interest in building the capacities of partners
∎ Professional credibility, able to work effectively at all levels across the organisation.
∎ Proven good judgment and ability to work with complete integrity and confidentiality.
∎ High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
∎ Ability to work within a multi-cultural, multilingual, multidisciplinary environment.
∎ Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge and new approaches to engaging partners is preferable.
∎ Knowledge and previous experience in monitoring, evaluation and reporting is also preferable.
∎ Languages: Fluency in English and Bangla.
