- Minimum 5 years of progressively responsible experience in nutrition, food security, nutrition-sensitive agriculture, or integrated humanitarian programming, including at least 3 years in project management.
- Demonstrated experience in budget management, donor compliance, staff supervision, and coordination with government and humanitarian stakeholders.
- Experience implementing integrated nutrition-sensitive and food security programmes in humanitarian or development settings; experience in the Rohingya response is highly desirable.
- Strong technical knowledge of MIYCN, nutrition-sensitive agriculture, climate-smart agriculture, household food security, and community-based programming.
- Excellent report writing, analytical, facilitation, and communication skills in English.
- Proficiency in Microsoft Office and digital data management systems.

Responsibilities & Context: JOB DESCRIPTION
Society for Health Extension and Development (SHED), a national NGO working in Cox’s Bazar district is implementing the “Nutrition Sensitive food security interventions” Project in Rohingya Refugee Camps in Cox’s Bazar from August 2026 to December 2026, funded by CWW.SHED is looking for qualified candidates for the following positions.
Job Purpose: The Programme Manager is responsible for the overall leadership, planning, implementation, coordination, monitoring, budget management, and quality assurance of integrated nutrition-sensitive and food security interventions. The position ensures that project activities are implemented effectively, efficiently, and in compliance with organizational policies, donor requirements, humanitarian standards, and government regulations. The Programme Manager provides technical and managerial leadership to the project team, ensures timely delivery of project outputs, promotes integration between nutrition and food security interventions, and strengthens collaboration with government authorities, donors, sectors, and other stakeholders to achieve sustainable programme outcomes.
Liaises with
Internally: Project Officer-Agriculturist, MEAL Officer, Finance and Admi Officer, HR, Logistics and Procurement staff, Community Mobilizers and other programme support teams.
Externally: Government authorities (RRRC, CiC, Department of Agricultural Extension, relevant line departments), UN agencies, donors, Nutrition Sector, Food Security Sector, implementing partners, local NGOs, community leaders, and other humanitarian stakeholders.
Main Duties and Responsibilities
1. Project Management and Technical Leadership
- Lead the planning, implementation, supervision, and quality assurance of integrated nutrition-sensitive agriculture and food security interventions in accordance with project objectives, work plans, and donor requirements.
- Develop detailed implementation plans and ensure timely execution of project activities, including beneficiary selection, support group formation, nutrition education, homestead gardening, climate-smart agriculture, capacity building, and distribution of project inputs.
- Ensure quality integration of nutrition, food security, and behaviour change (SBCC) interventions to improve household food security, dietary diversity, and nutrition outcomes.
- Provide technical guidance, coaching, and supportive supervision to project staff to ensure high-quality service delivery.
- Conduct regular field monitoring visits and take corrective actions to address implementation challenges and improve programme quality.
2. Budget and Resource Management
- Manage the project budget and ensure efficient utilization of financial resources in accordance with approved budgets and donor regulations.
- Monitor budget utilization, expenditure forecasts, procurement plans, and activity implementation schedules to ensure value for money and timely delivery of project outputs.
- Work closely with Finance and Procurement teams to ensure timely procurement, distribution, and accountability of project resources.
- Ensure compliance with organizational financial policies, internal controls, and donor compliance requirements.
3. Coordination and Partnership
- Establish and maintain effective coordination with government authorities, RRRC, CiC offices, Department of Agricultural Extension, Nutrition Sector, Food Security Sector, UN agencies, implementing partners, and other stakeholders.
- Represent the organization in coordination meetings, technical working groups, and sector forums, and contribute to technical discussions and knowledge sharing.
- Strengthen collaboration with relevant stakeholders to ensure complementarity, integration, and effective implementation of project activities.
- Maintain effective communication with local authorities and communities to facilitate project implementation and obtain required approvals.
4. Human Resource Management
- Provide leadership, supervision, mentoring, and performance management to project staff to ensure effective implementation of project activities.
- Identify staff capacity gaps and organize technical training, coaching, and professional development opportunities.
- Promote teamwork, accountability, safeguarding, staff well-being, and a positive working environment.
5. Monitoring, Evaluation, Accountability and Learning
- Ensure effective implementation of the project's MEAL system, including routine monitoring, data quality assurance, beneficiary feedback mechanisms, and performance tracking against project indicators.
- Review monitoring findings, data analysis, and beneficiary feedback to support adaptive management and continuous programme improvement.
- Ensure documentation of lessons learned, best practices, innovations, case studies, and success stories to strengthen programme quality and organizational learning.
- Promote accountability to affected populations by ensuring effective implementation of feedback and complaint mechanisms.
6. Reporting and Documentation
- Ensure timely preparation and submission of high-quality weekly, monthly, quarterly, annual, and donor reports in accordance with agreed reporting schedules.
- Review project progress against work plans, indicators, and budgets, and provide evidence-based recommendations to improve programme performance.
- Maintain complete project documentation, including technical reports, monitoring records, distribution documentation, meeting minutes, and donor compliance records.
7. Safeguarding, Compliance and Risk Management
- Ensure compliance with organizational policies, donor requirements, safeguarding standards, Protection from Sexual Exploitation and Abuse (PSEA), Code of Conduct, Core Humanitarian Standards (CHS), and relevant government regulations.
- Promote community participation, transparency, inclusion, and accountability throughout project implementation.
- Identify programme risks and develop appropriate mitigation measures to ensure effective and compliant project delivery.
8. Other Responsibilities
- Perform any other duties assigned by the Executive Director or designated supervisor to support organizational objectives.
