Job Context:
∎ Duration of the contract: up to 31 December 2020. (Possibility to extend)
∎ Reporting to: Country Representative of American Red Cross.
∎ The Program Coordinator will be responsible for bridging the coordination and communication requirements among the team working with cyclone preparedness, disaster risk reduction and emergency response interventions and provide technical and management support in order to ensure smooth and quality of implementation of CDRR program. The position would help in upholding the image of the BDRCS through internal and external representations involving BDRCS colleagues in Cox`s Bazar.

Job Responsibilities:
∎ Representation and Program Development:

∎ Support the Development/Implementation of the PMO DRR program including institutional preparedness interventions in line with evolving and potential scenarios together with BDRCS and IFRC/PNSs for the camp and host community in Coxs' Bazar.
∎ Contribute to develop strategy for the Disaster Risk Reduction interventions integrating Cyclone Preparedness Program (CPP) that includes the modality of work, coordination mechanisms, implementation methodology, etc. to position RCRC Movement in wider humanitarian arena in Cox's Bazar.
∎ Facilitate design & planning and implementation process of the Cyclone Preparedness Programme (CPP), Disaster Risk Reduction (DRR) program, translating BDRCS priorities into camp interventions.
∎ Coordinate program implementation with the executing/implementing agencies and monitor project progress, delivery and results.
∎ Promote and ensure the integration of Disaster Risk Reduction (DRR) actions in all sectoral interventions in the camp and development initiatives of the BDRCS in Cox's Bazar.
∎ Identify opportunities for joint project/programme with other Programme Unit and/or other camp agencies for ensuring convergence.
∎ Contribute to draft a program proposal and concept note withDRR components aligning with the HQ/BDRCS DRM strategy;
∎ Represent RCRC Movement at internal and external meetings, technical and coordination meetings, ceremonies and Red Cross Red Crescent functions.
∎ Network and establish functional relationships with key stakeholders, government agencies, NGOs, and movement-wide colleagues.
∎ Program Management:

∎ Promote wider integration among the CDRR program team members in terms of going for one team approach while planning and implementing the activities in the field.
∎ Facilitate accessibility and availability of technical and managerial assistances for team for quality implementation of the actions.
∎ Monitor and oversee program implementation and budgets based on approved project/program documents, log frames and action plans to adhere to various commitments related to National Society and external partners.
∎ Being a part of senior management of the CDRR, American RC, act proactively to make decision on the program implementation, budget, admin and human resources in collaboration with Dhaka office for smooth running of the interventions in the field.
∎ Facilitate active engagement of BDRCS and IFRC/American RC colleagues towards developing the program strategy and implementation guideline for quality and standard implementation.
∎ Effectively implement initiatives with BDRCS and partners by complementing their existing capacities and providing directed oversite and support where needed.
∎ Provide inputs as required to complete objectives, modify program implementation modalities as needed;
∎ Ensure professional administrative and logistics support is provided to the program.
∎ Manageprogram finances such as budgeting, cash requests, disbursement review, and expense authorizing.
∎ Provide technical support to BDRCS to design, organize and facilitate planning workshops;
∎ Review, assess, consolidate and update information on risks, mitigation, and response measures in host communities and camps;
∎ Facilitate effective use of translation services from TWB, Community Engagement and Accountability (CEA) and Protection Gender Inclusion (PGI) collaboration with IFRC and BDRCS colleagues while implementing the activities in camps and host communities.
∎ Networking and Coordination:

∎ Facilitate coordination effortswithin the RCRC Movement; various sector of BDRCS including DRR, IFRC, ICRC and other Movement Partners while planning and implementing the CDRR activities in the field.
∎ Coordinate with Cyclone Preparedness Program (CPP) in Cox's bazar and Dhaka office for strengthening community based early warning initiatives in camps and host communities.
∎ Network and maintain effective relations with relevant UN agencies, INGOs and NGO's engaged in DRR activities.
∎ In coordination with BDRCS, ensure that DRR activities are well coordinated with the District &Upazila office and other relevant Government agencies.
∎ In the event of a disaster, support in assessment, planning, implementation and co-ordination of relief operations.
∎ Capacity Building

∎ Facilitate identification and conduction of capacity strengthening needs of the staff working in disaster risk reduction, cyclone preparedness program, emergency response, MEAL and program support under CDRR program.
∎ Provide technical support in developing and finalizing the module, different guideline and IEC Materials for camp and host communities.
∎ Mobilize CDRR staff to design and conduction of lesson learned on the cyclone and monsoon preparedness and response initiatives events and case studies
∎ Ensure program resources are used properly and this also includes the BDRCS Logo while working with multi-stakeholders and in case of misuse bring it to the attention of the DD BDRCS.
∎ Provide assistance to organize and facilitate need based capacity enhancement events (i.e. Orientation, Training, Workshop and Stakeholder meeting, etc.) for internal and external DRR colleagues.
∎ Identify and document best practices and lessons learned linked to the Disaster Risk Reduction and mainstream resultant learning into BDRCS for advocacy and promotion.
∎ Monitoring and Reporting

∎ In collaboration with the AmCross and BDRCS, support the evaluation of the program and contribute to organizational lessons learnt based on implementation experiences.
∎ Assist program and MEAL colleagues to apply quality assurance and field monitoring tools to reflect on the quality program implementation and proceed for the actions that would uphold the image of the organization.
∎ Work in collaboration with BDRCS and IFRC for the timely submission of periodic, accurate, and professional progress reports to management and other stakeholders as required.
∎ Contribute to knowledge sharing, producing documentation for case studies and lessons learned.
∎ Conduct field visit to project sites on a regular basis for monitoring, provision of hands-on support and quality assurance.
∎ Ensure the detailed Program/DRR Work Plan (PWP) is developed, updated and regularly assess the progress made on the plan with the participation of the program team.
∎ Facilitate trainings and deliver technical presentations during training events and other meetings.

Additional Requirements:
∎ Experience in working with local communities, civil society, partners, and government officials.
∎ 7 years of relevant experience in the development sectors focusing DRR, Response, Organizational Development, Monitoring Evaluation and Learning.
∎ Experiences in designing and managing DRR related programs; ability to design and manage all stages of disaster risk mitigation, preparedness, recovery and rehabilitation projects.
∎ Experience in working with humanitarian organization and having understanding on the implementation modality of Red Cross/Red Crescent Movement.
∎ Experience in guiding research team to conduct action research for the program.
∎ Understanding of and/or experienced with Red Cross and Red Crescent Movement, refugee and emergency settings an advantage
∎ Experience identifying and establishing institutional capacity building initiatives.
∎ Facilitate the organizational planning process & Excellent budgeting and financial management capacities.
∎ Rounded computer skills (Windows, Spreadsheets, Word Processing).
∎ Hands on skill in operating Microsoft Office Package.
∎ Demonstrated collaborations with government agencies, UN, international organizations and working with local implementing partners.
∎ Ability to deal multi-agencies to establish the position for the RCRC in external platform.
∎ Excellent analytical and writing skill.
∎ Fluency in English and Bangla.
