Job Context:
∎ The Programme Admin and Finance Officer will be based in Dhaka for the duration of the programme.
∎ The duration of the contract will be till 31 January 2020. The contract may be extended subject to the extension of the project.

Job Responsibilities:
∎ To support the development of relationships with local, regional and national organisations and individuals within Bangladeshi civil society (including NGOs, CSOs, media, academic and religious institutions, and the private sector) in relation to design, development and implementation of the Programme
∎ To ensure effective and efficient transaction accounting and management accounting in relation to all Programme activities
∎ To support the logistics for the implementation of identified project activities commissioned under the Programme
∎ To manage procurement and office resources and have oversight of all necessary procurement within the office including vehicles, stationary, furniture etc
∎ To support all administrative tasks including IT issues and office management
∎ To support on Human Resource issues including: recruitment and training
∎ To contribute to the development of quality documents including quarterly/annual reports, office manual, financial guidelines for the management unit and grantees
∎ To support the Programme Manager/Admin Manager in the establishment and successful delivery of grant making systems
∎ To support with the financial record keeping system and to ensure that all records are kept in accordance with BC standards and EC audit procedures
∎ To be responsible for ensuring logistical arrangements are in place for visiting consultants

Additional Requirements:
∎ Clear knowledge about procurement procedures;
∎ Prior experience in invoice, procurement and financial management;
∎ Good analytical and communication ability both in Bangla and English.
∎ Proven experience of:
∎ Supporting large scale complex projects
∎ Devising and/or implementing annual work plans
∎ Working with partners and sub-contractors in delivering programme objectives and activities
∎ Financial planning and budget support
∎ Dealing with large scale vendors
∎ Experience and networks of working with CSOs in Bangladesh
∎ An understanding of business planning principles and processes
