∎ Project Background:
∎ The World Health Organization (WHO) estimates that drowning claims the lives of more than 60,000 children under the age of five and more than 360,000 people globally. In Bangladesh, drowning is the leading cause of death for children under-five. A Johns Hopkins Study shows that most of these drowning deaths occur in small bodies of water, within 20 meters of home, and particularly during hours when adults are working, and children often go unsupervised. To directly address these two major factors in preventable child drowning deaths, Bloomberg Philanthropies` (BP) implemented a multi-year study to test the effectiveness of playpens and community daycare ("crèche") as prevention measures in Bangladesh. The program found community daycares to be very effective in preventing drowning in children under five. With this proof-of-concept, Bloomberg Philanthropies appointed Synergos, to help expand community-based daycares in Bangladesh to reduce child drowning by pursuing a sustainability strategy to institutionalize daycares or childcare centres into a national program.
∎ The Role of Drowning Prevention Partnership (DPP) Project:
∎ The Drowning Prevention Partnership, facilitated by Synergos started work in Bangladesh in 2018 with an objective to find a scalable and sustainable solution to child drowning. Over a period of three years DPP-Synergos convened a broad network of allies for child drowning prevention, beyond injury prevention to collectively design a business case for integrated childcare, development, and protection services to elevate policy priority, action, and investment on the broader issue of childcare and protection. Together with drowning prevention partners and Bangladesh ECD Network (BEN), DPP-Synergos leveraged 80% funding commitment from the Ministry of Women and Children`s Affairs (MoWCA) for a Development Project Proforma (DPP) on Integrated Community based Centre for Childcare, Protection and Swim safe Facilities Project over three years. The proposed project has passed important stages of the approval cycle and will soon be implemented by the Bangladesh Shishu Academy. Once the DPP is approved, DPP-Synergos will provide strategic and technical support to the government managed Project Team towards implementation and leadership capacity development for delivery of integrated childcare services. In addition, Synergos will provide overall coordination support between Bloomberg Philanthropies and the government project team to improve their effectiveness as partners over the course of the three-year DPP.
∎ Position Background:
∎ The Program Manager is a senior position who will serve as a full-time DPP-Synergos project team member. The appointment is initially for six-months that is contingent on grant funding and is highly likely to be renewed. Primarily, the PM will operate as an interface between DPP-Synergos, and the government project team embedded in Bangladesh Shishu Academy (BSA). The role also entails liaising with NGOs and other partners working on the proposed project. Overall, the position will serve as a co-facilitator to provide technical and strategic support to the government-managed Project Team to implement the project. Overall, with deep understanding of the adaptive integrated design of the proposed project and project implementation budget, and the MoA agreement.
∎ Recruitment Process:
∎ This position will be based in Dhaka, Bangladesh and the post holder is require to occasional travel (domestic). Interviews are expected to be held in December 2021 and only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence in December 2021 for an initial six (6) months temporary contract, with the possibility of contract renewal depending on performance and funding availability.

Job Responsibilities:
∎ Work closely with the DPP-Synergos Project Lead to deliver the scope of work and schedule of activities stated in the grant agreement awarded by the donor.
∎ Assist in creating a relationship of trust and collaboration between Synergos team and the government managed Project Team led by the Project Director (PD). This may involve developing a coordination system between the government, DPP-Synergos and other Bloomberg supported technical partners.
∎ Assist in engaging with broader stakeholders/networks and help in developing a strategy of managing multi-stakeholder partnerships. Develop and maintain strong systems to facilitate smooth and effective internal communication between project stakeholders, including the government managed project team.
∎ The coordination support will also include assisting the Project Director of the proposed government project to set an accountability mechanism and reporting standards for the Bloomberg appointed Technical Assistance (TA) partners.
∎ Organize events and workshops for national and local govt officials and stakeholders on leadership for cross sector coordination for integrated childcare service delivery, sustainability measures along with awareness on the necessity of early childhood care and development services.
∎ Organize coordination and other related partnership meetings and assist with documentation and circulation of meeting minutes.
∎ Assist the DPP-Synergos Project Lead to prepare documentation for presentation at high level government meetings, e.g. Project Implementation Committee (PIC) and Project Steering Committee (PSC) meetings.
∎ Publicly represent DPP initiative to a range of external stakeholders, including senior government officials, donors, business leaders, media representatives and others.
∎ Work together with DPP-Synergos, CIPRB and the PD's team to produce a project brochure/leaflet and folder and learning toolkit on Drowning Prevention in English and Bangla.
∎ Assist the DPP-Synergos Project Lead in managing consultant/contractor assignments.
∎ Participate in weekly Synergos team meeting, monthly Bloomberg Partner meeting and others as necessary.
∎ Other related responsibilities/tasks as may be required by the Project Lead and the US based Director, Programs.

Additional Requirements:
∎ This job is open to Bangladesh Nationals with the following skills and qualifications:
∎ At least 5 years' professional experience that includes work with government and NGOs across sectors, as a Program or Partnership Manager or equivalent position.
∎ Experience with collaborative and participatory approaches to social and economic development.
∎ Ability to communicate effectively and balance interests across diverse audiences, including those in government, NGO and academia - at a national and international level.
∎ Experience in report writing both in English and Bangla and able to effectively communicate orally.
∎ Ability to operate effectively in Bangladesh, and to engage with a broad range of stakeholders including government, civil society, communities and business.
∎ Ability to travel independently outside Dhaka, as and when needed, to meet with partners and other stakeholders.
∎ Desired Skills and Qualification:
∎ Amiable, patient and have commitment to a collaborative leadership style.
∎ Passionate about working on issues of social justice, child development, systems change, and public health transformation.
∎ Preferably experienced in preparing project budget, financial reporting, especially using Microsoft Excel.
∎ Experience in managing large NGO networks and working for international agencies.
