∎ Supervisees: Construction Coordinator, Project Coordinator, Administration, Finance & HR Officer and External Consultants.
∎ Key functional relationships HFHB-National office: Program team, Finance team, HR and Administration team, Resource Development unit and Technical Experts.
∎ HFHI-Asia Pacific office: Country focal and technical experts.
∎ Open to Bangladeshi Nationals only
∎ The Program Manager will manage program development and planning, implementing and monitoring, along with resource mobilization, coordination, documentation, advocacy and representation of HFHB`s humanitarian response programs in Cox`s Bazar, Bangladesh. This includes providing leadership and strategic direction to HFHB humanitarian response programing aspects in Bangladesh. The Program Manager will focus on efficiency, sustainability and partnerships, the three components of HFHB strategy in Cox`s Bazar, to engage innovations and alternative actions in the implementation of the program.

Job Responsibilities:
∎ 1. Programming and Leadership
∎ Lead the further development of Cox's Bazar humanitarian response strategies/plan, clearly defining key priorities and goals in line with HFHB's expertise and vision in Cox's Bazar.
∎ Oversee management of approaches and activities as identified in Habitat's CXB humanitarian response strategy, ensuring that they are in line with HFHB's standard policies and procedures.
∎ Monitor and assess the evolution of the needs and context in camps by participating in coordination meetings with the sectors and local authorities.
∎ Lead and manage needs assessment and based on the outcome of the needs assessments, provide recommendations to the senior management team on programming options and priorities.
∎ Support the selection of and maintain partnerships with local and international partner organizations, ensuring alignment with HFHB's approach and programming priorities in humanitarian crises.
∎ Maintain relationships with current formal and potential partners and, develop a methodology to involve partners in a long-term strategy, including role & responsibilities.
∎ Support technical experts to ensure programs are of high quality and have direct positive impact on the crises affected communities.
∎ Ensure appropriate program quality standards are used in the design and implementation of projects, particularly SPHERE and the Core Humanitarian Standards (CHS).
∎ Overall responsibility for preparation of quality reports and updates for different HFH entities and external donor and government agencies.
∎ Lead, inspire and motivate program staff, fostering a culture of accountability, humility, courage, stewardship, learning, collaboration and teamwork.
∎ Ensure all Government standards of operations are respected and track collection of projects' documentations (certifications, approval letters, need assessments, etc.).
∎ Support national office, partners and network members for emergency preparedness, capacity mapping, monitoring of humanitarian crisis, needs assessment, response planning ensuring the quality and effectiveness of HFHB's humanitarian response programs within the designated area of responsibility.
∎ 2. Resource Mobilization
∎ Collaborate with internal and external stakeholders to formulate effective new ideas and innovative strategies for product development, project and program development, or partnership opportunities in alignment with the HFHB's strategy and standards.
∎ Work closely with HFHB Resource Development team and technical experts in developing competitive project proposals to increase funding opportunities and maximize impact.
∎ Together with the National Office team, maintain strong networks with sector leaders and donors, particularly with the Foundations, Organizations, Institutional donors to pre-position HFHB for upcoming funding opportunities.
∎ Build HFHB representation, visibility and attractivity up by promoting and sharing HFHFB vision and strategy during key meetings with local authorities, Sectors and organizations.
∎ 3. Representation, Communications and Coordination
∎ Communicate and coordinate activities with other local or international actors interested in learning and participating in the HFHB's response interventions.
∎ Maintain close relationship with local authorities/administrations such as Deputy Commissioner, RRRC and International Coordination Mechanism such as Inter Sector Coordination Group (ISCG), Sectors and working groups.
∎ In collaboration with HFHB Dhaka office, participate in the development of, and follow a communication plan with specific deliverables (e.g., user guide/illustrated manual, video, photographic catalogue, posters, images and key messages in support of social media HFHB promotion).
∎ Ensure regular communications with HFHB Dhaka office and relevant departments (Finance, HR, Program, etc.) to avoid misunderstanding and guarantee good internal coordination.
∎ 4. Administration, Finance and Human Resources
∎ Overall supervision of the HFHB-CXB team composition, ensuring clear reporting lines and job descriptions are in place.
∎ Supervise and build capacities of HFHB-CXB staff and provide them on-the-job coaching.
∎ Ensure all team members understand and carry out their duties in accordance with HFHB's humanitarian values and principles.
∎ Conduct performance appraisals for the team and ensure regular mentoring on individual performance is provided.
∎ Ensure that support functions are established in accordance with HFHB administrative policies and procedures.
∎ Ensure the development of FD-7, including activity descriptions, budget, planning and resources, for emergency operations in Cox's Bazar for both host communities and Rohingyas.
∎ Ensure the establishment of a functional procurement and supply chain management system together with the administration team.
∎ Develop appropriate operational budgets for emergency operations in coordination with Finance and program team.
∎ Ensure compliance with donor and Government requirements.
∎ 5. Monitoring and Reporting
∎ In coordination with the MEAL team in Dhaka, design and support the implementation of a M&E plan for the projects in Cox's Bazar.
∎ Work with the MEAL team and the program teams to ensure that program objectives and activities are agreed upon within the context of HFHB's values, aims and objectives.
∎ Ensure production and timely dissemination of high quality, analytical reports, supply of regular situation reports, and collection, analysis and dissemination of relevant information and data relevant to the response.
∎ Evaluate, monitor and review to ensure strict compliance of program activities with HFHB national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
∎ 6. Safety and Security
∎ In collaboration with the HFHB security focal, ensure all personnel understand individual and collective responsibilities for safety and security.
∎ Liaise with the HFHB security focal to ensure compliance with HFHB security guidelines and their effective application in the local context.
∎ Monitor the operational environment with respect to increased level of threat and advise the National Office and Cox's Bazar team.

Additional Requirements:
∎ More than 5 years' experience in management role in the development sector is mandatory.
∎ Minimum of 3 years' experience in humanitarian program management, preparedness and response in fragile or complex contents.
∎ Extensive experience working with Institutional donors and/or managing projects funded by Institutional donors.
∎ Experience in related field i.e., engineering, construction, housing and human settlements, management, disaster risk reduction and response, community developments, Water, Sanitation and Hygiene, etc.
∎ Previous working experience in Cox's Bazar would be highly preferred.
∎ Attention to detail and strategic thinking.
∎ Able to perform strategic planning including setting organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition in the for profit or non-profit sector.
∎ Able to design and coordinate detailed business planning that defines the implementation of strategic plans through a given period of time, with clearly defined metrics and outcomes.
∎ Results-driven and team player with highly developed interpersonal skills and communication skills including influencing, negotiation and coaching.
∎ Has well-developed understanding of project management cycle including proposal development, implementation and monitoring.
∎ Understanding of international humanitarian aid systems and agencies.
∎ Highly developed cultural awareness and ability to work well in an international environment with people from diverse background and cultures.
∎ Excellent reporting writing, presentation and analytical skills.
∎ Very good level of English skill is a must, understanding and/or speaking the Rakhine language would be an asset.
∎ Demonstrated leadership and decision-making skills.
∎ High moral character with integrity and honesty.
∎ Stewardship of resources, transparency and accountability.
