∎ Overview:
∎ The incumbent is responsible for the procurement and logistics support of the country office irrespective of projects. Also ensure the inventory record/IntelliTrack System update as per Jhpiego policy including the physical verification of assets and equipment (NXP) as and when required (at least once in a year either in June or December). Disposal of old or unused items as per management decision along with proper documentations.
∎ This position is also responsible for day-to-day procurements of projects and country office with the aim of ensuring delivery of items for the interest of project activities and office function. The person needs to work closely with the project team(s) and the country office management for smooth procurements in compliance with Jhpiego policy and procedures and the country tax and VAT rules.
Job Responsibilities:
∎ Ensure Jhpiego Country Office's procurements including projects and maintain records as per organizational policy & procedures.
∎ Compile vendors and suppliers preferred list, with contact information, for major categories/items of procurement.
∎ As per request from staff and project managers and leaders - prepare and execute a procurement plan, ensure the supply of procurement items and monitor the progress and delivery maintaining the timeline.
∎ Based on approved purchase requests (PRs), follow all internal processes (i.e., quotation invitation, comparative statement of bid analysis, complete BVS (basis of vendor selection) process if the procurement is more than $1,000, issue work order/PO to the selected supplier or vendor) that need to be completed to ensure procurement is done within 15 days from the approval of PR. Follow up with the vendors/suppliers for timely delivery of items in consultation with the program/technical team.
∎ Support the processing of work orders/POs through QBE.
∎ Process goods and materials receiving notes ensured (GRN) and ask finance for processing the payment.
∎ Monitor and arrange availability of supplies and performs any kind of procurement happened by the project staff.
∎ Maintain the full record of Inventory/Asset management by using Jhpiego's standard IntelliTrack System and assign asset tags.
∎ Conduct physical verification of assets and equipment (NXP items) at least once in a year (preferably either in June or December).
∎ Update inventory as needed (new items, changes in condition of items, etc.) as per organizational policy.
∎ Provide procurement support in preparation to events, conferences, meetings, workshops and project visit missions etc.
∎ Complete any other tasks and assignments given by the supervisor.
Additional Requirements:
∎ At least 5 - 6 years of procurement/directly relevant experience in managing medium to large size organization, or an international non-governmental organization, USAID, other donor agency.
∎ Adequate knowledge of Bangladesh tax and VAT requirement of different kinds of items/procurements
∎ Experience of inventory record maintenance and management; capable to work under the supervision of experienced senior staff
∎ Supervisory experience highly preferable
