∎ The Nutrition Surveillance Head of Department will be responsible for leading and coordinating health and nutrition assessments e.g. integrated anthropometric nutrition surveys (SMART/SENS), nutrition coverage assessments (SQUEAC, SLEAC), emergency nutrition surveillance system (NESS), needs assessments and any other assessments for Action Against Hunger-Bangladesh.
∎ Will work in close collaboration with the Health and Nutrition Head of Department, MEAL, Human Resource, Logistics and Finance departments as well as international and national partners to ensure coordination, collaboration, integration and quality of the health and nutrition surveillance activities.

Job Responsibilities:
∎ Mission 1: Develop Annual Health and Nutrition Surveillance Strategy; prepare department budgets, Lead Health, and Nutrition Assessments/surveys In Partnership with key stakeholders.
∎ Identifying needs for health and nutrition assessments/surveys through regular context monitoring and gaps analysis. Contribute to set up or improve NIS, NESS. Gather information from DHIS 2, EWARN and other relevant sources to monitor the health and nutrition situation in Bangladesh
∎ Development of assessment retro plan for both the camps and the host communities Cox Bazaar but also for areas in Bangladesh in coordination with Action Against Hunger program team and health/nutrition sector partners. SMART, SQUEAC, SLEAC, Rapid SMART, L-NCA should be considered as well as SENS or health assessments.
∎ Based on the surveillance strategy, design projects and budgets for health and nutrition surveillance and engage discussions with potential donors/support mission fund-raising efforts if needed.
∎ Development of assessment protocols in collaboration with the Health and Nutrition Head of Departments, and partners (health and nutrition sectors) and work with the HQ Health and Nutrition advisor for validation of the assessment/survey protocol.
∎ Secure assessment/survey approval from Government authorities and ensure adherence between field activities and Government of Bangladesh procedures, protocols and guidelines.
∎ Development of assessment/survey questionnaires in Epi-Info 7 (or other designated software) and/or other mobile data collection tools (e.g. ODK/KOBO) in collaboration with the MEAL department, Carry out supportive supervision and monitoring of assessment/survey teams.
∎ Ensure data quality through plausibility checks, supervision and monitoring of the assessment/survey teams
∎ Contribute to the global monitoring and analysis of the nutrition and health situation in Bangladesh through implication in NIS, NESS but also in other mechanism such as DHIS2 or EWARN.
∎ Perform analysis and report writing and/or support consultant in drafting and finalization of survey reports in collaboration with AIM-TWG, ACF France HQ, ACF UK Coverage and ACF Canada SMART Teams.
∎ Presentation and dissemination, including action planning of the surveys/assessment results at national and local level to partners and relevant stakeholders, Contribute to any studies/research projects related to Health and Nutrition conducted by AAH in Bangladesh. Contribution will happen for revising methodologies, study/research reports, but also for direct support during field implementation (e.g.: on job support/training for field data collection) and training sessions.
∎ Capitalize all work and experiences carried out by the surveillance department and contribute to learning process
∎ Mission 2: Provide Technical Support and Lead the Nutrition Sector Assessment and Information Management Technical Working Group (AIM-TWG) in collaboration with the Nutrition and Health Head of Department
∎ Lead the AIM-TWG and represent the working group in the different technical and programmatic meetings with other sectors and teams.
∎ Lead in-depth technical discussions to find the best evidence-generating solutions by coordinating expert opinions and disseminating it through different platforms.
∎ Work in close collaboration with the AIM-TWG members for validation of survey methodology, protocol and results.
∎ Present and disseminate to relevant partners and government authorities the assessment/survey reports after validation by the AIM-TWG
∎ Support in country capacity building on nutrition assessment for AIM TWG member's/partners staff when needed
∎ Mission 3: Human Resources Capacity Building, Logistics Arrangement and Financial Management.
∎ Ensure the recruitment of survey teams in collaboration with HR and support team as needed.
∎ Develop training session's plans and methodologies on Nutrition and health surveys/Assessments (SMART, SENS, Coverage etc.) in collaboration with the support team.
∎ Lead, organize and facilitate the trainings on specific assessments/surveys for Action Against Hunger and partner staff.
∎ Manage survey budgets, control expenditures and report on the same.
∎ Develop survey budgets and prepare monthly financial projections
∎ Collaborate with the logistic and finance departments for supplying different materials for the survey and field movement. Ensure procurement of assessment/survey equipment and logistics in a time manner.
∎ Conduct the appraisal of surveillance team members as per the HR procedures
∎ Mission 4: Maintain Collaboration with ACF internal departments as well as with ACF HQ-France, Survey Experts, NNS, IPHN, RRRC and Civil Surgeon Office, UN organizations, INGOs, Nutrition Cluster/ Sector, Donors and Other Stakeholders.
∎ Liaise with donors in a general effort to mobilize funding for surveillance surveys/assessments. Ensure the external representation of the health and nutrition Sectors and ACF in large meetings and forums
∎ Maintain collaboration with ACF nutrition/health, FSL, MHCP, WASH, MEAL, Logistics, HR and Finance program managers & Head of Departments.
∎ Maintain collaboration with ACF HQs and technical Head of Departments for validation of methodology and assessment report.
∎ Ensure the implementation of the assessments/surveys in collaboration with the national and local government authorities (e.g. NNS, IPHN, RRRC and Civil surgeon office) and UN organizations (e.g. UNICEF/WFP/UNHCR/IOM), INGOs and other stakeholders.
∎ Develop partnership for comprehensive and sustainable health and nutrition surveillance system. Knowledge transfer should be at the center of the partnership.

Additional Requirements:
∎ 5-7 years of professional experience in nutrition survey and surveillance project along with at least 1 (one) year experience in CMAM program
∎ Experience in conducting nutrition surveys: SMART, SENS, SQUEAC, SLEAC,
∎ Experience in working with nutrition sector/cluster's Technical Working Group, Nutrition Sector partners, UN Agencies (UNHCR, UNICEF, WFP, and IOM), National Nutrition Services (NNS), IPHN, Civil surgeon and RRRC office, ISCG, and SMART and Coverage experts (e.g. ACF UK, ACF Canada, CDC), Experience in Nutrition Information System (NIS)/Nutrition Emergency Surveillance System (NESS)
∎ Experience in donor relation and proposal writing
∎ Skill:
∎ Excellent leadership skills and capacity to lead working groups,
∎ Energy and positive, constructive approaches to work
∎ Excellent coordination, negotiation and diplomatic skills
∎ Statistical software skills mainly: ENA for SMART, Epi Info 7 and SPSS.
∎ Strong skills in developing digital data collection and real time data visualization platform using ODK, KOBO Collect, PowerBi and/or Tableau etc, excellent analytical skills, including knowledge in the field of epidemiology

Salary:
∎ Gross monthly Salary BDT 187,000/-
