Job Context:
∎ The Rohingya people have faced systematic disenfranchisement, discrimination, targeted persecution, and human rights violations in Myanmar`s Rakhine State. As of August 2022, a total of 943,529 Rohingya refugees are registered in Bangladesh as part of the Government-UNHCR joint registration exercise, residing in thirty-three extremely congested camps formally designated by the Government of Bangladesh in Ukhiya and Teknaf Upazilas of Cox`s Bazar District, as well as on the island of Bhasan Char in the Bay of Bengal. Since December 2020, the Government of Bangladesh has started relocating refugees to Bhasan Char. As of August 2022, the Government of Bangladesh had enabled the voluntary relocation of some 26,043 Rohingya refugees to Bhasan Char with plans to relocation of 100,000 refugees by the end of 2022.
∎ In October 2021, UNHCR (on behalf of the UN agencies working on the Rohingya humanitarian response), entered a MoU with the Government of Bangladesh to set the policy framework based on humanitarian and protection principles and the Government`s priorities and policies that will guide the UN`s humanitarian response on the island. UN engagement on Bhasan Char, led and coordinated by UNHCR, is to support and complement the work of the Government, in charge of the overall response, as well as of Bangladeshi NGOs, who are present (inclusive of those partners who are not present now and have the capacity and intent) and have been delivering critical assistance on the island.
∎ To better respond to the needs on the island in a coherent manner while considering the current capacity of Bhasan Char, eight (8) sectors have been defined as key thematic areas of engagement by the humanitarian community. The grouping of thematic areas will be periodically reviewed to ensure they make the most sense to facilitate service provision and delivery while maintaining the objective of a lean and light, needs-driven coordination structure. UNHCR Head of Office Bhasan Char is responsible for the inter-agency and inter-sector coordination of UN and NGO activities in collaboration with the ARRRC.
∎ In line with the Global Cluster System, health and nutrition services in Cox`s Bazar FDMN camps are delivering through Health Sector and Nutrition Sector separately. In Bhasan Char, unlike to the mainland`s camps, Health Sector and Nutrition Sector has been grouped as one sector and named as "Health & Nutrition Sector" where Nutrition is one of the Sub-Sector. In collaboration with UNICEF and WFP, UNHCR will lead the "Health & Nutrition Sector" and position one Sector lead Coordinator. And UNICEF will position one Nutrition Sub-Sector Coordinator to support the nutrition intervention
∎ Purpose:
∎ Under the supportive supervision of the Sector Lead in Bhasan Char, the Nutrition Sub-Sector Coordinator will be responsible for supporting the sector and sub-sector coordination mechanism to ensure integrated nutrition services in humanitarian response and real-time monitoring information to make informed and evidence-based strategic decisions. The position will be hired by the UNICEF supported partner and will be recruited initially for one year. Based on the performance and program demand, the contract might be further extended. Although the position will be in Bhasan Char it will also require frequent travel to the Noakhali district.

Job Responsibilities:
∎ As part of the Rohingya Refugee Response on Bhasan Char, the Sub-Sector Coordinator for Nutrition shall formally commit to taking the leadership role to ensure adequate nutrition intervention with high standards of predictability, accountability, and partnership. The Nutrition Sub-Sector Coordinator shall be responsible for coordinating sectoral activities, identifying and meeting the priority of sub-sector needs, as well as for mobilization and allocations of adequate resources aimed at ensuring the following:
∎ Assist the Sector Lead in the establishment and maintenance of appropriate humanitarian coordination mechanisms between all nutrition humanitarian partners (including national and/or international NGOs, UN Agencies, as well as national authorities and local structures at all levels) for effective service delivery.
∎ Support the Sector Lead in the identification of key humanitarian partners for the Nutrition Sub-Sector, respecting their respective mandates and program priorities.
∎ Nutrition Sub-Sector Coordinator will provide all necessary coordination and technical support to all Integrated Nutrition Facilities (INFs) and Stabilization Center (SC) as well as community based activities.
∎ Liaise with local authorities for advocacy and information exchange. With support from available information, carry out capacity mapping of all current and potential actors - government, national and international humanitarian organizations as well as national institutions, the private sector and market access to materials and services.
∎ Ensure full integration of cross-cutting issues such as health, human rights, HIV, age, gender and environment, utilizing participatory and community-based approaches in all nutrition programming.
∎ Maintain neutrality and represent the interests of the sectoral group in discussion with other interlocutors on prioritization, resource mobilization, and advocacy.
∎ Ensure close liaison with UNHCR Head of Office Bhasan Char as the overall lead of the response, as well as with the UNICEF & WFP and other Sub-Sector Coordinators for effective inter-sector/inter-agency coordination including addressing cross-cutting issues.
∎ Provide timely sector input to Bhasan Char strategy, reporting, and advocacy documents for the Bhasan Char Refugee Response.
∎ Ensure that nutrition sector participants work collectively, ensuring the complementarities with various stakeholders from other sectors as well.
∎ Ensure that the ongoing nutrition responses are in line with existing policy guidance, technical standards, and relevant Government/local authorities' policies.
∎ Ensure the quality of the implementation of the nutrition component in Bhasan Char supported by UNHCR, UNICEF & WFP.
∎ Support Sub-Sector Planning and strategy development by ensuring predictable action within the sub-sectors for needs assessment and analysis; development of standard assessment formats for use within the sub-sector; developing/updating agreed response strategies and action plans for the sub-sector.
∎ Support planning and implementation of MUAC mass screening, VAS and deworming campaign.
∎ Ensure that sector participants are aware of relevant nutrition policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law;
∎ Ensure analytical interpretation of the best available information in order to benchmark the progress of the nutrition emergency response over time.
∎ Track the status of nutrition supplies and take the timely initiative to mitigate the supply gap.
∎ Ensure regular reporting against sector and sub-sector indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of the sector in closing gaps and measuring the impact of nutrition interventions.
∎ Promote and support training and capacity building of nutrition partners, based on the mapping and understanding of available capacity.
∎ Support short to long-term efforts to strengthen the capacity of all the nutrition partners.
∎ Perform other related duties as required.
∎ Deliverables:
∎ Provide technical support to the implementing partners to deliver quality nutrition services.
∎ Provide on-the-job training on the agreed subjects for the respective staff of the implementing partners.
∎ KPI of nutrition services by Implementing partners is monitored.
∎ Regular monitoring visits have been conducted to ensure data quality controls of partners' reporting on a quarterly basis.
∎ A monitoring and evaluation framework for the sub-sector response plan is developed to understand quality, coverage, continuity, and eliminate service delivery duplication based on existing data, and acquire that data from the relevant stakeholders.
∎ All nutrition sub-sector reporting tools are updated.
∎ The regular reports and ad-hoc requests and information are timely provided.
∎ The sub-sector coordination meeting schedule is available and implemented monthly basis.
∎ The meeting minutes are appropriately documented and shared with all partners.
∎ The assessment plan of the nutrition sub-sector is endorsed and implemented.
∎ Sectors' needs and gaps are analyzed.

Additional Requirements:
∎ Minimum 05 years of practical experience in NGO/INGO/UN at same or similar positions. 02 (two) years of experience must be in Rohingya Response
∎ Ability to lead and advocate strongly on behalf of the Nutrition Sub-Sector
∎ Good command on Microsoft Word, Excel, Power Point Access
∎ Strong flexibility is required in terms of mobility and working hours
∎ Planning, Setting Standards, Technical Knowledge, Teamwork and leadership, communication, working relationship, analytical and conceptual thinking, innovation, Digitization Language Proficiency Fluency in English is required. Knowledge of local language of the duty station is considered as an asset

Salary:
∎ Salary: BDT- 25,92,000 per year.
