Job Context:
∎ The National Capacity Needs Assessment Consultant will be responsible for leading the training needs assessment activities of the CARE project in Bangladesh. The National Capacity Needs Assessment Consultant will be based in Dhaka, Bangladesh.
∎
∎ The contract duration will be for 6 months. The consultant`s performance will be reviewed on a quarterly basis.

Job Responsibilities:
∎ The National Capacity Needs Assessment Consultant will work under the supervision of the Project Director and take advice from Capacity Development Specialist and coordinate closely
∎ To do a stock take of existing gaps in resources and capacity across the beneficiary ministries;
∎ • To design a survey methodology, plan, and guideline for conducting Capacity Needs Assessment (CNA) of the staff within the Government's beneficiary Departments/ Ministries on implementing technical interventions on climate-risk management
∎ solutions
∎ • To identify problems and capacity needs of selected Ministries/Departments in line with the climate-risk management solutions being developed through the project in
∎ Bangladesh by collecting, organizing, and analyzing data and information for the assessment of capacity needs in-line with the CNA design
∎ • To support ADPC design and conduct a validation workshop for the beneficiary Ministries and Departments to share the findings and finalize the "capacity need assessments" results
∎ • To develop and share CNA Report with beneficiary Ministries/ Departments and key stakeholders
∎ • To develop Capacity Development Plan with identified training courses for Ministries/Department based on CNA Report
∎ • To develop modules on Climate Change Adaptation, on implementation of key policies related to the focus sector in Bangladesh
∎ • Perform other relevant tasks as assigned by the Project Director and Capacity Development Specialist
