∎ Possess technical familiarity with the Automated Directives System (ADS) 200 Series and with evaluation methods and standards under the USAID Evaluation Policy.
∎ Knowledge of USAID MEL Plans, PMPs, PIRS, DIS, DQA. Previous contribution at MEL Manager level or above with supervision of staff or data collectors.
∎ Demonstrated knowledge of infrastructure norms (e.g., quality and practices) in developing countries and the US.
∎ Good written and speaking in both Bengali and English.
∎ Strong work ethic and ability to complete tasks independently. Willingness to take on MEL, reporting, and communication inputs directly without delegating.
∎ Good knowledge of Word, Excel and Outlook. Knowledge of Microsoft Project preferred.

Responsibilities & Context:
∎ The MEL/Communications Manager is responsible for ensuring the effective reporting, evaluation, and communication tasks under the Activity. The primary duties and responsibilities of this position include:
∎ Train, supervise, and assign data collection tasks to data enumerators working for Amentum’s partner, the Dhaka Ahsania Mission.
∎ Actively participate, review, and clean data collected by the Dhaka Ahsania Mission to establish baselines and endlines for the construction projects focusing on agricultural yield, travel costs, post-harvest losses, capacity building, and private sector partnerships, among others.
∎ Prepare baseline reports per construction project based on data enumerator inputs.
∎ Update and implement the Activity MEL Plan, Performance Monitoring Plan, Performance Indicator Reference Sheets, Development Information System reporting, and coordinate with USAID’s focal point for any other MEL requirements on data collection or Data Quality Assessments.
∎ Contribute to the continuous improvement and best practices.
∎ Coordinate input gathering, review/organization/drafting of sections, and timely submission of quarterly and annual progress reports. Monitor and oversee timely reporting of contractual deliverables in line with requirements.
∎ Manage Microsoft Project Schedules for overall Activity based on the team’s inputs.
∎ Develop success stories, lessons learned, and other communication pieces. Review and archive all project photographs.
∎ Perform other duties as assigned.

∎ Bangladesh Agricultural Infrastructure Development Activity

∎ 3. Background
∎ The Feed the Future Bangladesh Agricultural Infrastructure Development Activity is a United States Agency for International Development funded project implemented by PAE, an Amentum company. The Activity seeks to address the infrastructure needs of farmers through investments in rural roads, market centers, collection centers, cold storage facilities, and irrigation systems. By investing in rural infrastructure, the Activity will increase incomes, create jobs, reduce crop losses, improve agricultural productivity, and strengthen food security.
∎ The main five objectives of the program are:
∎ Increase access to markets for agricultural produce, inputs, and services by improving transportation of agricultural produce and inputs, while improving the capacity of the Local Government Engineering Department (LGED) to maintain rural roads.
∎ Enhance post-harvest handling and storage of agricultural produce by increasing access to post-harvest handling and storage facilities and improving the operation and maintenance of aggregation and storage facilities.
∎ Improve women’s participation in the markets.
∎ Engage the private sector in order to maximize the impact of the Activity.
∎ Build operation and maintenance capacity at the markets.
∎ 6. Duration
∎ The position is expected to begin immediately and will continue until the end of the project period (May 2026) with the possibility of annual renewal determined by Amentum’s management.
