- Experience working in the Rohingya Response.
- Strong written and verbal communication skills in English is desirable.
- Keen attention to detail, particularly in written work.
- Cultural sensitivity and ability to work in a cross-cultural environment.
- Prior experience working with Complaints, Feedback and Response Mechanisms of humanitarian organizations.
- Excellent organizational, leadership and interpersonal skills.
- Knowledge of/Familiarity with Microsoft Power or other data visualization programmes.

Responsibilities & Context: JOB DESCRIPTION
Society for Health Extension and Development (SHED), a national NGO working in Cox’s Bazar district is implementing the “Nutrition Sensitive food security interventions” Project in Rohingya Refugee Camps in Cox’s Bazar from August 2026 to December 2026, funded by CWW.SHED is looking for qualified candidates for the following positions.
Job Purpose: The MEAL Officer is responsible for establishing and implementing effective Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to ensure quality programme implementation, timely performance monitoring, evidence-based decision-making, and compliance with organizational and donor requirements. The position supports the collection, analysis, documentation, and reporting of programme data, strengthens accountability to affected populations through effective feedback and complaint mechanisms, and promotes continuous learning by documenting lessons learned, best practices, and programme achievements. Working closely with the Programme Manager and project team, the MEAL Officer contributes to improving programme quality, adaptive management, and organizational learning through high-quality monitoring, data management, and knowledge-sharing.
Liaises with: The MEAL Officer works closely with the Programme Manager, project staff, finance and administration team, and field staff, and coordinates with the lead agency's Programme and MEAL teams, donor representatives, and other relevant stakeholders to ensure quality implementation, accountability, and timely reporting.
Main duties & responsibilities:
Project Implementation:
- Support the Programme Manager in developing, updating, and implementing the project's Monitoring, Evaluation, Accountability, and Learning (MEAL) plan, Indicator Performance Tracking Table (IPTT), and other monitoring tools in line with donor and organizational requirements.
- Monitor project progress against approved indicators, targets, and work plans, and provide regular updates and analysis to support informed decision-making and adaptive programme management.
- Assist in the development and implementation of the project MEAL framework, data collection methodologies, reporting tools, and quality assurance mechanisms.
- Ensure that monitoring findings, data analysis, beneficiary feedback, and recommendations are regularly shared with the programme team and incorporated into programme planning to improve the quality and effectiveness of project interventions.
- Promote a culture of evidence-based programming, accountability, continuous learning, and quality improvement across the project team.
- Maintain and regularly update programme monitoring tools, including logframes, IPTTs, activity trackers, output and outcome monitoring databases, and other project documentation.
- Establish and maintain effective information management and data-sharing systems to ensure timely availability of accurate information for programme management and donor reporting.
- Support the design and implementation of assessments, surveys, post-distribution monitoring (PDM), data quality assessments (DQAs), evaluations, and operational learning initiatives, ensuring data quality and methodological integrity.
- Document lessons learned, best practices, case studies, success stories, and key programme achievements, and facilitate learning and reflection sessions to strengthen organizational knowledge and programme quality.
- Prepare and contribute to monthly, quarterly, annual, and donor reports by providing high-quality monitoring data, analysis, and supporting documentation.
- Ensure compliance with organizational policies, donor reporting requirements, and data protection standards in all MEAL activities.
- Perform any other duties assigned by the Programme Manager to support effective project implementation.
MEAL system Monitoring and quality control:
- Support the Programme Manager in planning, coordinating, and implementing baseline, midline, endline, and other project assessments, surveys, evaluations, and reviews, ensuring sound methodologies and compliance with donor and organizational standards.
- Develop and implement M&E plans, assessment tools, data collection methodologies, and detailed monitoring schedules in collaboration with programme teams, including support for the development of logframes, theories of change, and implementation plans.
- Conduct regular field monitoring visits, data quality assessments, and verification exercises to monitor project progress, ensure data accuracy, and assess programme performance against agreed indicators and targets.
- Analyze monitoring and evaluation data and prepare high-quality reports, dashboards, and presentations highlighting project outputs, outcomes, challenges, lessons learned, and recommendations to support programme improvement, adaptive management, and donor reporting.
- Present monitoring and evaluation findings during project review meetings and facilitate learning and reflection sessions to strengthen programme quality, evidence-based decision-making, and organizational learning.
Accountability and learning:
- Establish and strengthen Accountability to Affected Populations (AAP) mechanisms, including supporting the operation of beneficiary feedback and complaint response systems, ensuring that feedback is documented, analyzed, responded to, and used to improve programme quality.
- Conduct regular monitoring visits and support programme teams in reviewing project progress, identifying implementation challenges, and ensuring monitoring findings and beneficiary feedback are incorporated into programme planning and decision-making.
- Document and disseminate lessons learned, best practices, case studies, success stories, and key programme achievements to promote organizational learning and continuous quality improvement.
- Prepare regular MEAL reports that capture project outputs, outcomes, monitoring findings, accountability trends, and recommendations for programme improvement, and present key findings during monthly, quarterly, and review meetings.
- Support programme activities, including beneficiary verification, monitoring of distributions and other field interventions, to ensure transparency, accountability, and compliance with organizational and donor standards.
Knowledge Management:
- Lead the documentation of project achievements, lessons learned, best practices, case studies, success stories, factsheets, and other knowledge products to support organizational learning, donor reporting, and programme visibility.
- Support the preparation and quality review of programme reports, presentations, and other technical documents, ensuring consistency, accuracy, and evidence-based reporting.
- Facilitate effective information sharing and knowledge exchange among programme teams and relevant stakeholders to promote continuous learning and programme improvement.
- Coordinate with programme and support teams to ensure monitoring findings, key learning, and evidence are effectively communicated and integrated into programme planning and decision-making.
- Promote and uphold organizational safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and Code of Conduct principles by ensuring that accountability mechanisms are accessible, concerns are appropriately documented and referred, and all activities are implemented in a safe, respectful, and inclusive manner.
Accountability
- Train key staff on using analysed data to inform program quality control, document lessons learnt and future project development. Orientating project team and other stakeholders on the CHS standards, and in particular the Complaint Response Mechanism (CRM).
- Ensure necessary periodical capacity building of staff and effective safeguarding system in place across the project as per standard & policies.
- Ensuring the CRM is implemented within the project
- Learn from experience through monitoring and evaluation so as to continually improve the programme quality.
- Ensure compliance with organizational safeguarding policies, Protection from Sexual Exploitation and Abuse (PSEA), the Code of Conduct, Core Humanitarian Standards (CHS), and all donor requirements.
- Perform any other duties assigned by the Programme Manager.
