Job Responsibilities:
∎ Project Coordination:
∎ Develop a work plan for all medical team members including but not limited to medical officers, nurses, cleaners, field officers.
∎ Maintain relationships with all stakeholders to ensure smooth and efficient implementation of program
∎ Coordinate training and capacity building initiatives for the medical teams
∎ Provide technical guidance on health post construction & design
∎ Coordinate relevant sector & govt. approvals for health post
∎ Sadar Hospital Responsibilities:
∎ Supervise activities of Medical Officers at the Sadar District Hospital
∎ Coordinate with ICRC & District Hospital Administration on implementation of activities.
∎ Facilitate collection of data from Sadar Hospital in Coordination with ICRC
∎ Seek expert opinion through consultants per isolation facility policy
∎ Ensure appropriate infection prevention and control measures are in place at the Emergency Department/ Isolation Unit and monitor staff adherence
∎ Ensure patient confidentiality is respected, and that all consultations are conducted in a dignified and respectful manner
∎ Health Post Responsibilities:
∎ Ensure supply of medical and associated logistics for Heath Post-HSS program through creation of PRF, Cash advances, review and selection of items for procurement
∎ Ensure Health Post is adequately staffed for program implementation
∎ Ensure all Health Post staff are adequately and appropriately trained in humanitarian principles and standards
∎ Ensure health post is appropriately reinforced
∎ Provide clinical support to the teams and clinicians.
∎ Monitor prescriptions and conduct audits to ensure legitimacy and clinically justified based on WHO/MoH/GH/CPI protocols
∎ Ensure all patient consultations and treatments are appropriately recorded
∎ Oversee the provision of quality care within the ensuring consultations and treatments are in line with relevant clinical protocols, guidelines and standard methodologies
∎ Provide health and hygiene promotion to patients and caregivers
∎ Ensure that IMCI protocols are implemented and followed by all staff (MA, Nurses, Midwives, vaccinators)
∎ Ensure patient confidentiality is respected, and that all consultations are conducted in a dignified and respectful manner
∎ Clinical Care (if needed):
∎ Take history, perform examination, order investigations and prescribe treatment
∎ Provide direct clinical care, working closely with clinical staff, midwives and non clinical staff and with the other health facilities, to ensure the delivery of high quality comprehensive emergency and primary healthcare services.
∎ Manage Medical, Pediatric, Neonates and Obstetric emergencies ensuring appropriate referral as needed
∎ Provide clinical support to the teams and clinicians
∎ Monitor prescriptions and conduct audits to ensure legitimacy and clinically justified based on WHO/MoH/CPI protocols
∎ Provide written handover at bedside
∎ Ensure all patient consultations and treatments are appropriately recorded
∎ Provide health and hygiene promotion to patients and caregivers

∎ Staff Supervision & Development:
∎ Assist Medical Program Manager with development of clinical guidelines & protocols, ensuring adherence to guidelines and protocols by team members at all times
∎ Assist Medical Program Manager with providing supportive supervision to the medical team in the Sadar Hospital & health post
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
∎ Provide medical support and mentorship to other clinical staff, providing on-the-job training where needed
∎ Directly supervise the following staff Medical Assistants, Midwives, Nurses, Dispensers, vaccinators
∎ Work with medical logistics officer & pharmacist to ensure prompt requesting of medical drugs and supplies for health post
∎ Develop JDs for health post staff and delegate tasks accordingly
∎ Monitoring & Reporting:
∎ Ensure all patient consultations are documented and patient records completed
∎ Maintaining facility registers and other data collection tools, ensuring accurate and timely recording of information
∎ Daily collection, compilation and reporting of data
∎ Submit daily reports in a timely manner
∎ Compile weekly and monthly reports on services provided including EWARS, DIHS-2, Civil Surgeon office, CiC office.
∎ Other Duties:
∎ Consistently and dedicatedly monitor/assess the safety and security of the team; promptly reporting concerns or incidents to management and liaising with community leaders and other external parties as required to maintain/enhance the security
∎ Report security concerns including but not limited to sexual exploitation through appropriate channels
∎ Activate evacuation measures at health post in accordance with contingency plans as required in emergency response
∎ Remain flexible in completion of tasks at all times
∎ Any other tasks as assigned by the Medical Program Manager
Additional Requirements:
∎ Can manage critically ill patients
∎ Excellent knowledge of antibiotic stewardship
∎ Experience working in humanitarian settings will be prioritized
∎ Experience working in Emergency Department/ ICU/ITU desirable
∎ Well defined knowledge of Infection prevention & control desirable
∎ Willing to work in COVID19 Isolation unit
∎ Good command over English, Chittagongian & Bangla desirable
∎ Advanced knowledge of Excel, Word, and PowerPoint
∎ Exposure to working with local partners and providing/attending training in NGOs
∎ Excellent organizational, planning, and interpersonal skills
∎ Experience working in a multicultural, low-resource setting
∎ Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
