Education:

• MBBS degree from a recognized medical college.

• Valid registration with the Bangladesh Medical and Dental Council (BMDC).

• Master of Public Health (MPH) is preferred.

• Age At least 25 years

Experience

• Minimum three (3) years of relevant professional experience in implementation research, health programs, or health-system strengthening activities.

• Demonstrated experience working on maternal and/or newborn health programs or research at hospital level.

• Experience working with district hospitals, medical college hospitals, or other public/private-sector health facilities will be an advantage.

• Experience in monitoring health programs, reviewing performance indicators, conducting supportive supervision, or quality-improvement activities is highly desirable.

Required Knowledge and Skills

• Good understanding of the Bangladesh health system, particularly the organization and functioning of maternal and newborn health services at district and sub-district levels.

• Sound knowledge of maternal health and newborn care, including care of small and sick newborns.

• Understanding of implementation research, health-system strengthening, quality improvement, and supportive supervision approaches.

• Ability to interpret routine health-service data and monitor performance indicators.

• Ability to identify implementation gaps and translate findings into practical recommendations.

• Strong analytical, problem-solving, and report-writing skills.

• Good communication and interpersonal skills, with the ability to work effectively with healthcare providers, hospital managers, government officials, and research teams.

• Ability to work independently and manage frequent travel and multiple field assignments.

• Good computer skills, including proficiency in Microsoft Word, Excel, and PowerPoint.

• Fluency in Bangla and good written and spoken English.

PRF is seeking qualified and motivated applicants from Bangladeshi nationals for the position of Medical Officer.

Position: Medical Officer (Internal Monitor for ACS IR study)

Duty Station: Dhaka, with extensive travel to study districts

Job Nature: Full time and Fixed term.

Project Background

The project is an implementation research study being conducted in eight districts of Bangladesh to improve the quality of maternal care and small and sick newborns care. The project focuses on strengthening the health system and improving the capacity of healthcare providers through structured training, on-the-job training, mentoring, supportive supervision, and continuous assessment of service-delivery performance at participating hospitals.

We are seeking a motivated, experienced Medical Officer for internal monitoring to support implementation, monitoring, and quality improvement activities across the study hospitals. The position requires extensive field engagement, with more than 70% of working time expected to be spent visiting study hospitals and field sites.

Key Responsibilities

The Medical Officer will:

• Conduct regular monitoring visits to study hospitals across the eight implementation districts.

• Monitor the progress of key project and service-delivery indicators related to maternal care and small and sick newborn care.

• Review hospital-level implementation of project interventions, including provider training, on-the-job training, mentoring, and quality-improvement activities.

• Assess whether recommended clinical and service-delivery practices are being implemented as planned.

• Identify gaps, bottlenecks, operational challenges, and health-system issues affecting the quality of maternal and newborn care.

• Work closely with hospital managers, physicians, nurses, midwives, and other healthcare providers to understand barriers to implementation and identify practical solutions.

• Provide supportive feedback to facility teams and assist them in developing and following up on corrective or quality-improvement actions.

• Monitor availability and appropriate use of essential equipment, supplies, medicines, guidelines, registers, and other resources required for maternal and newborn care.

• Review routine hospital records, project monitoring data, registers, and other relevant sources to assess progress against predefined indicators.

• Verify the completeness, accuracy, and consistency of monitoring data collected from participating facilities.

• Track implementation progress and identify facilities or indicators requiring additional attention and support.

• Follow up on previously identified gaps and recommendations during subsequent monitoring visits.

• Prepare timely and high-quality field monitoring reports highlighting findings, gaps, recommendations, and agreed follow-up actions.

• Present monitoring findings and implementation challenges during project review and management meetings.

• Perform any other project-related responsibilities assigned by the supervisor.
