EXPERIENCE AND TECHNICAL SKILLS:

  • Minimum 3 years’ experience in MEAL
  • Experience of Health, Nutrition, and MHPSS will be benefit.

TRANSFERABLE SKILLS:·     

  • Knowledge of MEAL methodologies (quantitative and qualitative).
  • Proficiency in digital data collection tools (Kobo, ONA).
  • Strong analytical, reporting, and facilitation skills.
  • Understanding of safeguarding, gender, and inclusion principles.
  • Understanding of accountability for the affected population.
  • Ability to team play.
  • Flexibility and creativity.  


Responsibilities & Context:

The Society for Health Extension and Development (SHED), a national NGO dedicated to serving communities in Cox's Bazar and Noakhali, is currently looking for experienced professionals. We are implementing a multi-sectoral project, "Improve access to lifesaving nutrition and water, sanitation, and hygiene (WASH) services to reduce vulnerability and health risks among Rohingya refugees and host populations in Cox’s Bazar," with support from ACF. This project, which is funded by CDCS, will be active from September 2025 to June 30, 2026. We invite applications from qualified candidates for the position listed below:

Job Location/Base: Ukhiya, Cox’s Bazar

Reports to: Project Coordinator

Contract Duration: Up to June 2026

The MEAL Officer will be responsible for the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for this project of SHED. S/he will ensure systematic tracking of indicators, data quality assurance, and strong accountability to affected populations. The role will also ensure evidence generation, adaptive learning, and safeguarding across MAMI, CMAM, IYCF, MHPSS, and cash/voucher support interventions.

Responsibilities

Objective 1: Strengthen monitoring systems and data quality

  • Work in coordination with the project coordinator and ACF MEAL team to implement the MEAL plan and monitoring framework in line with the project log frame and SMART indicators.
  • Facilitate in the baseline and end line surveys on MAMI, CMAM, IYCF, MHPSS, and WASH interventions.
  • Verify data from volunteers, mobilizers, and health facilities (screening forms, registers, cash/voucher tracking) through household verification, and beneficiary tracking.
  • Conduct Data Quality Assessments (DQAs) and produce indicator dashboards for management and donors.
  • Monitor adherence to management  at risk <6 months and their Mother SoP, CMAM, and maternal health protocols at health facility and community levels.
  •  Objective 2: Promote evaluation, learning, and knowledge sharing
  • In Collaboration with ACF MEAL, team Facilitate Baseline and end line assessments
  • Facilitate learning reviews, document lessons, and best practices for adaptive project improvement.
  • Generate evidence-based recommendations to strengthen MAMI, SAM/MAM, and MHPSS pathways.
  • Document best practices, lessons learned, and challenges for program improvement and donor communication.
  • Ensure integration of lessons learned into project planning and implementation.

Objective 3: Ensure accountability to affected populations through functional Compliant and Feedback Mechanism

  • Establish and maintain Complaint and Feedback Mechanisms (CFM) in line with SHED/ACF standards.
  • Provide clear information to beneficiaries on project services, eligibility, and entitlements (cash support, Nutrition vouchers, MAMI enrollment).
  • Record, respond to, and escalate feedback and complaints through the appropriate channel.

 Objective 4: Build staff capacity and strengthen coordination to ensure effective MEAL functions across the project

  • Coordinate closely with the ACF MEAL team, Nutrition/Health technical focal for harmonized monitoring systems.
  • Support, train, and mentor midwives, nurses, community mobilizers, and volunteers on MEAL tools, reporting formats, and accountability practices.
  • Conduct supportive supervision and field coaching to strengthen data quality and beneficiary engagement.

 

Objective 5: Ensure proper & accurate data management, documentation, reporting

  • Ensure accurate and timely data recording and documentation using standard forms and registers.
  • Compile and analyze data for bi-weekly, monthly, quarterly, and final reports for SHED and ACF.
  • Support the Project Coordinator in donor reporting with evidence-based inputs for monthly, quarterly, and final narrative progress reports.
  • Maintain secure beneficiary databases, ensuring confidentiality and adherence to ACF data protection policies.

Objective 6:  Promote gender equality; safeguarding, child protection, and disability inclusion with MEAL activities to support SHED and donor commitments.

  • Apply a gender, disability, and child protection lens in all monitoring, evaluation, accountability, and learning processes, ensuring the diverse needs and perspectives of staff and beneficiaries are respected.
  • Ensure PSEA and gender equity principles are integrated into MEAL tools, data collection, reporting, and feedback mechanisms.
  • Maintain confidentiality, respect, and cultural sensitivity in all interactions with mothers, infants, and caregivers.
