Job Context:
∎ Social Assistance and Rehabilitation for the Physically Vulnerable (SARPV) is a non- government, non-political, Bangladeshi organization providing humanitarian support to the Rohingya people at Bhasan Char. As part of its Health & Nutrition interventions in support with WFP & UNHCR, SARPV is going to implement “Integrated nutrition intervention for Rohingya refugees living in Bhasan Char” project from 1st September 2022.
∎ Employment Status: Contractual, until 31st December 2022 (Renewable)
∎ Job Location: Bhasan Char, Noakhali

Job Responsibilities:
∎ Main Objective: The MEAL Officer is responsible for the quality of the MEAL works, ensuring that it captures the impact, outcomes, outputs, and activities of the project. Propose and develop sector-specific tools. Produce an overall analysis of the effect/impact through monitoring and evaluation. Collect data regularly to measure achievements against the target and performance indicators. Maintain and develop the beneficiary database, M&E tools, analyze and aggregate findings. Support project progress reporting, project mid-term review, and final evaluation (internal/external).
∎ Liaises with: The MEAL Officer will work closely and liaise with the Programme Manager (line manager) as part of the Program. MEAL Officer will also liaise and work closely with the MEAL Coordinator (who also works closely with PM’s) in supporting the MEAL Dept. MEAL Coordinator is the technical line manager of MEAL Officer and PM is the administrative line manager of MEAL Officer.
∎ Main Duties:
∎ Project Implementation:
∎ To ensure adequate support is provided for planning and implementation of the monitoring and evaluation functions of this project; including leading on beneficiary information collection, accountability to the beneficiaries, availability, and use of appropriate reporting tools in the field, and reporting against the project indicators, as per the agreement with the donor.
∎ Develop and implement the MEAL plan.
∎ Develop, update and adopt tools for collecting information’s in a smart way and as per need to run the project smoothly.
∎ Support adaptation of activity work plans, implementation according to the project design, and analysis of the target vs achievement.
∎ Ensure staff is trained and concerned about the M&E and reporting requirements. Provide orientation on a need basis. Review team’s accountability reports and share critical information with management for action planning.
∎ Plan, develop, implement, and analyze beneficiary’s database, reporting tools & templates and maintain MIS system on this program.
∎ Perform data quality checks to ensure data integrity and reliability.
∎ Support project manager to ensure that the project has met all its goals and objectives, information management, data processing, and utilization. Develop tools for collecting the age and gender segregation (person with a disability, refer, etc.) data for program reporting such as narrative and sector reporting.
∎ Regularly analyze and share database & monitoring finding issues that need immediate attention.
∎ Regular field visit projects area to strengthen the M&E elements and program.
∎ Assist Programme Manager in donor reporting and other tasks required for the project monitoring, evaluation, accountability, and learning.
∎ Analyze and evaluate the project's monthly reports and take action against the reporting findings or wrong data.
∎ Ensure a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organization
∎ Implement accountability mechanisms at the field level, e.g. complaints and feedback mechanisms, PDM, beneficiary satisfaction measurement tools, etc.
∎ Maintain CFM database and confidentiality of CFM register.
∎ Any additional responsibility assigned by Program Manager.

Additional Requirements:
∎ At least 2 year(s) in MEAL field. Experience in Refugee context is preferable.
∎ Good knowledge on computer, MS office and report writing skills are required.
∎ Strong written and verbal communication skills in English are required.
∎ Experience in online platforms would be an advantage.
∎ Experience working with pregnant and lactating women, and children would be an advantage.
∎ Good knowledge on the Rohingya refugee context is desirable.

Salary: Negotiable

∎ Two days weekly holiday ( Friday & Saturday)
