Job Context:
∎ Ipas Bangladesh is a partner of a Consortium led by Concern Worldwide to implement a large health programme funded by DFID to increase access to quality essential healthcare for the disadvantaged, including people with disabilities, through innovative approaches and covering around 2 million people in urban and rural areas in the underserved, remote coastal areas in the Khulna and Barishal Division of Bangladesh. The programme duration is three and half years from 2019- 2022.
∎ Ipas Bangladesh is seeking applications from hardworking, sincere and cheerful individuals for the following position for its Essential Healthcare for the Disadvantaged (EHD) in Bangladesh project funded by DFID:
∎ Position: MEAL Associate-I, Health Systems, Essential Healthcare for the Disadvantaged (EHD) in Bangladesh project
∎ Job Summary:
∎ The MEAL Associate-I is responsible for providing technical and implementation support for Ipas Bangladesh`s monitoring, evaluation and learning documentation efforts. Coordinates and administers data management, routine monitoring and implementation research related activities. Assists in study planning, and ensures that pre-established work scope, study protocol, and regulatory requirements are followed. Oversees and coordinates the provision of administrative and staff services; develops and maintains recordkeeping systems and procedures.

Job Responsibilities:
∎ Provide technical support during implementation of MEAL activities, including data management including analysis, documentation, and results reporting
∎ Assist to develop the annual and quarterly M&E work plan to carry out effective M&E activities
∎ Assist program teams, partners and external consultants to the design studies, surveys, and routine monitoring activities as and when required
∎ Assist in study design, ethical approval, implementation, data analysis, reporting, and administrative support for operations/intervention research to test program models
∎ Ensure quality control and consistency with Ipas global standards for RM&E
∎ Contribute to document preparation for donors and other stakeholders, including data and narrative inputs
∎ Train staff in RM&E data collection processing and analysis
∎ Maintain regular and ongoing communication with technical and program unit staff in Ipas headquarters office and partner NGOs.
∎ Actively monitors the progress of research activities, including supervision of field teams and coordination with partners
∎ Develops and maintains records of RM&E activities, and prepares periodic and ad hoc reports, as required by investigators, administrators, funding agencies, and/or regulatory bodies
∎ Organize meetings and workshop for dissemination of R&E findings, both internally and externally, report preparation
∎ Carry out other duties as requested

Additional Requirements:
∎ 3+ years of experience conducting monitoring, evaluation and research in public health programs. Experience in working for government health system strengthening would be preferred.
∎ Strong data management skills, including experience coordinating field activities, and communication among organizational staff, partners and stakeholders.
∎ Sound understanding about data management system of DGHS and DGFP including understanding about DHIS-2 and DGFP's MIS system
∎ Strong quantitative research experience including demonstrated ability in the collection, compilation, cleaning, analysis and presentation of quantitative data.
∎ Sound understanding and experience in qualitative research would be an asset.
∎ Experience in developing and designing research protocols, tools and questionnaires.
∎ Demonstrated ability in word processing, spreadsheet (Excel), and statistical computer packages (Epi Info, SPSS, Stata).
∎ Strong written and spoken communications skills in English and Bangla.
∎ Ability to work as an effective team player.
∎ Strong interpersonal communication skills
∎ Ability and willingness to travel to extreme remote and hard-to-reach areas for supervision, monitoring, follow up and survey.

Salary:
∎ Ipas Bangladesh will offer an annual salary of BDT 535,000- 585,000
