Job Context:
∎ The position holder will lead the development and implementation of AIM project, digital and real-time project management and monitoring system. In collaboration with BI HO M&E team, the manager will select/manage appropriate vendor/digital solution providers. S/He will also be responsible for data analysis and generating dynamic and high-quality reports and dashboards as per internal (program management and supervisory team) and external (such as donors, partners, and government) needs. S/he will oversee project monitoring and MIS, as well as build the capacity of relevant monitoring and programme staff members to collect, collate and analyse data to produce various reports including data visualization for evidence-based decision making.

Job Responsibilities:
∎ Technical leadership:
∎ Play the leadership role in developing AIM project's Digital Management (data gathering and management) systems, including the development of front-end and backend architectures and digital forms for data collection, analysis and visualization.
∎ Establish country-level digital network for collecting, collating and reporting timely and credible data both for internal and external use such as adaptive project/program management as well as external communication and advocacy purpose of the AIM project.
∎ Ensure that project uses the appropriate and necessary M&E and ICT tools, to collect and analyse data on a systematic manner and produce credible and meaningful information.
∎ System development, management and analysis
∎ Plan technology operations for achieving digitalization.
∎ Ensure accurate business requirement is provided for the software development project with respect to the project needs and modality.
∎ Administer new opportunities to improve and update existing software solutions and architectures.
∎ Ensure stable operation of the organization's monitoring and evaluation networks and databases; troubleshoot and fix IT issues related to data management.
∎ Implement software security and operating system updates.
∎ Develop an online/digital data collection and management platform for real-time data collection, analysis and reporting.
∎ Build business requirements specifications, lead user acceptance testing and end-user training on the system.
∎ Create a system for tracking total program "reach/coverage" by project, different programs, and country, as well as individual beneficiary tracking using a unique Identification number.
∎ Develop data analysis templates, and dashboards for various levels of users starting from project implementers, managers, country and BI senior management team.
∎ Ensure that the data analysis and reporting are timely, accurate and of high quality.
∎ Ensure that the digital system is inclusive (particularly for people with disability), cost effective and use cutting edge technology such as GIS-mapping.
∎ Maintain the usage of the online platform for performance tracking/indicator reporting by projects/programs, and lead the process for identifying the cross-departmental indicators to be used in the appropriate online platform.
∎ Provide technical support to project teams of each Country Offices in the development of online/digital data collection and management system of projects and ensure the alignment with central digital data management system both at country as well as BI level.
∎ Update the Project Management Information System (MIS) to have systematic data collection, management and packaging; ensure validity, reliability, timeliness and quality of all data/ information.
∎ Prepare consolidated progress reports for management including identification of problems, causes of potential bottlenecks in the MIS implementation, and providing specific recommendations
∎ Technology budgeting, contract reviewing and stakeholder coordination:
∎ Annual budgeting for the MIS, Technology and Digitalization unit of the AIM project.
∎ Steering vendor communication and other internal and external stakeholder management for the technology related developments.
∎ Supervise the facilitation of the software related documents like reviewing the software contract, evaluating project planning, AMC, SLA etc.
∎ Capacity building and system strengthening within BI:
∎ Build the capacity of AIM project staff members of all levels (BI Head Office, regional office and Country Office, field office staff to develop and maintain an excellent ICT for M&E system.
∎ Strengthen capacity of the AIM project staff on MIS, including delivery of online and/or in person trainings, coaching and mentoring as needed.
∎ Develop, test and implement guidelines on MIS implementation as needed.
∎ Contributes to the AIM project knowledge management repository with best practices in M&E and ICT and ensure that it is accessible to all staff and partners under this project.
∎ Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
∎ Safeguarding:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Experience in developing and managing digital monitoring system.
∎ Required Competencies:
∎ Excellent knowledge on technology-based information management including computer hardware and software system.
∎ IT program language skills.
∎ Experience in digital MIS system development using various online/digital platforms.
∎ Familiarity and competence in using various digital data management platforms such as Taroworks-salesforce, CommCare, PowerBI, and Tableau.
∎ Data analysis using statistical packages such as Stata and/or SPSS will be an advantage
∎ Proactive, highly motivated and able to use initiative to a significant degree, enthusiasm
∎ Ability to carry out assigned tasks independently.
∎ Ability to communicate verbally and in written to both programme and non- programme staff.
∎ Demonstrated ability to work in a team and to develop networks and collaborations and willing to work for vulnerable and people in need.
∎ Fluency in spoken and written English.
∎ Integrity & high standards of personal conduct.
∎ Strong interpersonal and communication skills.
∎ Patient and supportive, passionate about work and learning.
∎ More than five years of working experience in digital MIS system development and management.
∎ Experience with data management including the ability to structure and collate data sets for ease of analysis.
∎ Working experience in social development sectors, preferably in M&E.
∎ Experience in capacity building will be given preference.
∎ Experience of successful M&E system implementation for INGOs and big data management.
