Job Context:
∎ HEKS/EPER seeks an experienced and qualified candidate for the position of a Manager Advocacy and Right Based Development Programme of the Bangladesh country programme (full-time) based in Dhaka.
∎ Job Location: Dhaka, Bangladesh with frequent field visits
∎ Reporting to: Country Director
∎ JOB NATURE: This is a full time open ended position.

Job Responsibilities:
∎ Capacity building support to partner organizations on advocacy, rights, linkage building and conflict sensitivity issues.
∎ Provide technical support to the partners and other relevant stakeholders to implement the projects on advocacy, rights, linkage building and conflict transformation issues.
∎ Assist partner organizations to be a catalyst in the community empowerment and civil society strengthening on advocacy, rights and networking.
∎ Support partners and other relevant stake holders to implement activities on policy influence, advocacy, rights and networking.
∎ Maintain linkage and coordinate with regional, national and international level's networks, INGOs, authorities and other relevant actors on the issue of rights of Dalit and Adibashi.
∎ Manage the national level advocacy programme Promoting Inclusion of Disadvantages through Institutional Mechanism.
∎ Provide technical support to regional Adibashi and Dalit platform namely Network for Non-mainstreamed Marginalized Communities (NNMC).
∎ Ensure the monitoring of projects on the issue of advocacy, rights, and conflict sensitivity according the Project Cycle Management (PCM) manual and the country programme (CP).
∎ Close and clear coordination with Manager Finance & Admin, Manager Market Development, Programme Officer, Coordinator NNMC for smooth implementation and growth of projects in line with the CP.
∎ Assist the Country Director in the achievement of CP goal and objectives and growth of the HEKS/EPER Bangladesh country programme.
∎ Develop proposal, position papers, concept notes and policy paper on said issues.
∎ Actively assist the HEKS Office in Dhaka for bilateral fund raising and networking

Additional Requirements:
∎ (E = ESSENTIAL, D= DESIRED, A= ADVANTAGE)
∎ Sound knowledge on the development trend in Bangladesh especially about the policies, strategic plan, perspective plan, SDGs and other Human Rights covenants (E)
∎ 12 years' work experience in development cooperation, thereof 5 years in a similar position (E)
∎ In-depth knowledge, understanding and analytical skill of development issues on Policy influencing, HRBA Social Inclusion, Conflict Transformation, networking (E)
∎ Experience in results-based management, in particular monitoring and evaluation
∎ Experience and skills in strategy development and partner management (E)
∎ Experience in organizing national level round table conference with higher Government Officials, MPs and Ministers (D & A)
∎ Experience in developing alliance, network, consortium at regional and national levels in Bangladesh(D)
∎ Excellent communication, facilitation and representation skills (D)
∎ Ability to work in team in an effective coordinated way (D)
∎ Fluent in written and spoken English (D)
∎ Previous working experience with discriminated and marginalized communities in Bangladesh (A)
