∎ BRAC is seeking qualified Lead, Monitoring, Evaluation, Accountability, and Learning (MEAL) candidates for the USAID funded “Community-led Climate Smart Innovations to Address Climate Change Impacts (UDDOM)” project awarded on March 2024 and expected to run for 5 years.
∎ UDDOM project aims to empower climate-vulnerable communities in Bagerhat, Sunamganj, and Jamalpur districts of Bangladesh to cope with and mitigate the impacts of climate change-induced disasters. By focusing on strengthening local government institutions and providing access to financial resources, crop insurance, and climate-smart agricultural practices, the project seeks to enhance the resilience of both communities and local governance structures. Through initiatives such as “Adaptation Clinics” for climate-smart agriculture, the provision of financial services, and the construction of climate-resilient infrastructure including water facilities and housing, UDDOM integrates proven adaptive solutions with locally developed strategies. Additionally, the project endeavors to improve early warning systems and facilitate early action to better prepare communities for future climate-induced disasters. Over a span of 60 months, UDDOM aims to foster sustainable development and resilience in the face of increasingly frequent and severe climate-related challenges.
∎ Position: Lead, Monitoring, Evaluation, Accountability, and Learning (MEAL) for USAID Projects (UDDOM)
∎ Job Description:
∎ • Ensure strategic and technical leadership support to design/plan and implement the tasks related to MEAL of UDDOM project.
∎ • Responsible to providing technical supports for monitoring mechanism i.e. developing tools, protocols, checklists, indicators, guidelines, data collection and analysis for tracking climate action of Uddom project.
∎ • Negotiate and ensure conducting baseline, midline and end-line survey/assessment of the Uddom project to capture learning and results.
∎ • Ensure coaching support for relevant staff and partner organization to carry out the work on Climate focused monitoring, learning and accountability.
∎ • Provide leadership, training and mentoring to develop MEAL Plans, MEAL tools, survey design, methodology, and data analysis to assess project impact/outcome.
∎ • Develop systems for capturing and documenting data and relevant information on project activities, participants, outputs, outcomes, and impact
∎ • Monitor programme activities to verify qualitative and quantitative data through various performance indicators as per project RF indicators.
∎ • Conduct regular field visits to monitor data quality, assess programme activities, and gather insights from participants and project staff.
∎ • Lead data quality assessment process with aligning USAID DQA methodology.
∎ • Prepare accurate and timely periodic progress reports of the project.
∎ • Prepare consolidated progress reports for the Management including identification of problems, causes of potential bottlenecks in implementation, lessons learned and best practices, providing specific recommendations to support project’s overall learning
∎ • Promote Accountability to Affected Population (AAP) principles among project stakeholders.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
