Experience:
MBA (major in HR), Business Administration, or a related Social Science subject.
Key Requirements:
Postgraduate Diploma in Human Resources Management (PGDHRM) preferred.

At least 3 years of progressively responsible work experience in Human Resource Management.

Experience with HRIS applications.

Knowledge of Rohingya refugee programs is advantageous.

Proficiency in English and Bangla, both written and verbal.

Job Purpose:
The Human Resources Specialist plays a crucial role in supporting the HR Coordinator and contributing to the overall HR function within the organization. The incumbent is responsible for all Human Resource Management functions, including recruitment, onboarding, employee transitions, Human Resources Information System (HRIS) management, and HR data analysis. This role provides high-quality HR operational support and guidance to Concern employees, ensures effective personal file and record-keeping management, and promotes the organization’s values and policy commitments. S/he will act as the custodian of the HRIS and produce HR reports to support in making effective HR-related decisions within the organization, amongst others, to contribute towards having a high-performing team in a highly enabling work environment.
Main duties & responsibilities:
Human Resource Management:
Manage HR activities in collaboration with the HR Coordinator and HR team.
Review and implement HR policies, ensuring consistent application.
Maintain accurate personal and job information in physical personal files and electronic files for all employees, recruitment files and other HR files. Regularly check, update and follow up with HR team for keeping accurate and timely, data and information.
Ensure integrity and confidentiality of all staff data and records.
Ensure understanding and compliance with Concern’s Code of Conduct and associated safeguarding policies.
Recruitment and On boarding:
Ensure timely issuance of contracts and necessary documents for new hires.
Provide new staff with attendance sheets, ID and business cards, and replace ID cards when necessary.
Monitor contract status, probation periods, and contract end dates.
Operational Support:
Prepare regular HR reports, memorandums, notes etc. and ensure documentation with precise information.
Ensure all kinds of staff transitions are completed and documented in a timely manner
Update and distribute HR forms to all project staff.
Manage the organization’s insurance scheme professionally.
Orient staff on policies and procedures related to medical and other insurance coverages
Performance and Development:
Support the HR Coordinator in staff performance management, orientation, development, and training.
Assist in managing employee relations, conflict resolution, and disciplinary actions.
Ensure timely completion of performance development reviews.
HRIS Management:
Manage the HRIS system on a day-to-day basis, ensure the HRIS is maintained and updated in timely manner for accurate HR record keeping and HR reporting
Orient staff on its proper usage/ operation.
Settle any functional loopholes in consultation with the software developer.
Collate, analyse and generate HR related reports on attendance, leave and absence management etc. for management decision on time
Provide support and advice for any HR-related issues.
Ensure integrity and confidentiality of all staff data and records in the HRIS
Compliance and Integrity:
Ensure compliance with all Concern’s policies and procedures (P4, finance, logistics, HR, security management).
Maintain the integrity and confidentiality of all staff data and records.
Promote and ensure compliance with Concern’s HR policies, Code of Conduct, and Core Humanitarian Standards of Accountability.

Additional Duties:
Undertake other related duties as assigned by the Country Director, Systems Director, or line manager.

Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E).
Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Type of Contract: Fixed term contract for five years
