Skills Required: Payroll and Banking

Additional Requirements:
  • Age At most 45 years
  • 8-12 years of experience covering Payroll Banking, Retail Banking & Liability Business, Corporate Sales or Relationship Management.
  • Master’s/Bachelor's degree in any discipline from a recognized university (Business graduates preferred).
  • Educational requirements may be relaxed for highly experienced candidates.
  • Experience in Payroll Banking will be given preference.
  • Strong relationship management, presentation & negotiation skills.
  • Knowledge of Bangladesh Bank regulations, KYC, and AML/CFT.
  • Excellent communication skills.
  • Proficiency in MS Office & Power Point.
  • Ability to achieve business targets.


Responsibilities & Context:

Shimanto Bank PLC is establishing its Training Academy as a dedicated centre of excellence for capability development across the Bank. The Academy will serve as the single institutional platform through which all learning, from induction of Trainee Assistant Officers to leadership development for senior management, is designed, delivered and evaluated.

We are therefore seeking an accomplished learning professional to lead this function. The incumbent will report to the Head of Human Resources Division and will hold full ownership of the Bank's Learning and Development agenda, including strategy, budget, faculty, curriculum, regulatory compliance and the digital learning platform. The role carries direct exposure to Management and to the Board's relevant committees, and the successful candidate will be expected to position the Academy as a strategic business partner rather than an administrative training desk.

The appointment is based at Head Office, Dhaka, and involves periodic travel to branches and to partner institutions at home and abroad.

Job Responsibilities

Strategy, Governance and Budget

  • Formulate and implement the Bank's Learning and Development strategy in alignment with the strategic plan, business priorities and annual budget.

  • Establish the operating model, governance framework, service standards and key performance indicators of the Training Academy.

  • Prepare, obtain approval for and manage the annual training budget, monitor utilisation and place periodic reports before Management and the Board as required.

  • Frame and periodically update the Bank's Training Policy, faculty policy and related standard operating procedures.

Needs Assessment and Curriculum Design

  • Conduct structured Training Needs Assessments across all business and support functions, using performance data, competency gaps, audit findings and business feedback as inputs.

  • Develop and maintain the Bank's competency framework and map it against role profiles, career paths and succession plans.

  • Design and publish the annual training calendar covering induction, foundation, functional, regulatory, behavioural, ethical and leadership programmes.

  • Develop course content, session plans, facilitator guides, case studies and assessment instruments for all in house programmes.

Delivery and Faculty Management

  • Deliver and oversee classroom, virtual, blended and self paced learning programmes, maintaining consistent quality across every mode of delivery.

  • Identify, certify, develop and continuously engage an internal faculty pool drawn from subject matter experts across the Bank.

  • Select, contract, brief and evaluate external trainers, consultants, institutions and learning partners.

  • Manage all Academy operations, including scheduling, nomination, attendance, logistics, facilities, learning materials and record keeping.

Talent and Leadership Development

  • Design and run leadership development, management development and coaching programmes for identified high potential colleagues.

  • Support the succession planning process by building the capability of identified successors for critical positions.

  • Develop structured onboarding and confirmation linked learning journeys for new entrants, including Trainee Assistant Officers and Management Trainees.

Regulatory Compliance and Institutional Relations

  • Ensure full and demonstrable compliance with Bangladesh Bank training directives, circulars and prescribed minimum training standards, and maintain audit ready documentation at all times.

  • Ensure timely nomination, attendance and reporting for all mandatory regulatory and compliance training, including anti money laundering, information security, core risk and sustainable finance programmes.

  • Establish and maintain institutional relationships with the Bangladesh Institute of Bank Management, the Bangladesh Bank Training Academy, the Association of Bankers Bangladesh, universities and recognised professional bodies at home and abroad.

  • Coordinate foreign training, workshops and conferences, including nomination, approval, funding and post training knowledge dissemination.

Digital Learning

  • Lead implementation, administration and continuous improvement of the Bank's Learning Management System.

  • Drive adoption of e-learning, micro learning, mobile learning and other emerging learning technologies across the branch network.

  • Build and maintain a central digital repository of learning content, recorded sessions and reference material accessible to all colleagues.

Measurement and Reporting

  • Evaluate training effectiveness using recognised methodologies covering reaction, learning, behaviour and business result.

  • Track and report training metrics, including coverage, training hours per employee, cost per participant, budget utilisation and post training performance movement.

  • Demonstrate the link between learning investment and business outcomes through data driven analysis, and use those findings to refine subsequent interventions.

  • Promote a culture of continuous learning, knowledge sharing and innovation throughout the Bank.
