∎ There is a vacancy for the following regular position based at LAMB head Office, Parbatipur, Dinajpur:
∎ Job Summary: Provide technical leadership to develop framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation, and reporting of all activities. Supervise and manage the M&E team to design and implement the M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. Responsible for documenting and disseminating successes and challenges. Also be responsible for designing and conducting operations research. Assist to monitor quality of outcomes, outputs and activities of CHDP projects, contribute to quality report generation, facilitate baseline survey and evaluation, facilitate and analysis of program implementation process to ensure compliance with donor standard and organizational policies.
Job Responsibilities:
∎ Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
∎ Reviews/ revises & ensures timeliness and accuracy of data collection forms in cooperation with Project Managers and department heads as required for management, government and donor reporting.
∎ Ensure timely and accurate routine reports to departments, donors and the GoB.
∎ Ensure program compliance of all established standards, guidelines and processes.
∎ Validated data by field visit, Focus Group Discussion, Interview, sample test and document review etc.
∎ Develop Monitoring tools aligning with each of the outcomes and outputs of project mentioned in the proposal and document on monthly, semi-annual and annual basis
∎ Assist MIS-R Director or external consultants to conduct baseline, midterm and end line evaluation
∎ Assist Department Directors to disseminate lesson learn and best practices from quality programs
∎ Prepare monthly, quarterly and annual monitoring reports and submit to management on time.
∎ Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis.
∎ Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
∎ Be involved in proposal writing, budget development, data collection/entry/analysis oversight and report writing for projects with 'lead' responsibility.
∎ Take lead in sourcing research projects tied to areas where LAMB would like to advocate for change through publications in peer reviews journals or presenting at national/international forums.
∎ Take on responsibility for new Research in consultation with MIS-R Director as appropriate to skills and interests
∎ Population based maternal and child health outcomes linking with wealth ranking and reporting outcomes by wealth quintile.
∎ Assists programs leads in providing baseline KAP and other surveys to meet donor reporting requirements against indicators.
∎ Supervision of MIS-R staff as mentioned in the organizational structure.
∎ Appropriate feedback to MIS-R staff on daily tasks; data quality; time management.
∎ Works with MIS-R Programme Manager and designated MIS-R officer to ensure functioning hospital databases and reporting systems
∎ Help with orientation and evaluation of new MIS-R & CHDP M&E staff.
∎ Interact with finance manager; grants and compliance manager (program and finance) as appropriate for research project management
∎ Ensures capacity development for community health workers and working with managers in developing log frames.
∎ Attends Departmental PMT meetings
∎ Participate in quality assurance activities which may arise.
∎ Assists with development of job descriptions and department policies as appropriate
Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ Minimum 5 years' of experience in monitoring and evaluating large, multi-year international health sector development project.
∎ Proven expertise in quantitative and qualitative methodologies, operations research, heath management information systems, reporting, data quality assessment, data analysis and presentation.
∎ M&E experience in reproductive, maternal, newborn and child health, nutrition, water, sanitation and hygiene required.
∎ Competence in statistical analysis software packages e.g. SPSS/ Epi-Info/ STATA/ MS Access will be given priority.
∎ Excellent oral and written communication skill both in English and Bangla.
Salary:
∎ Tk. 65,000-70,000 per month depending on experience and qualifications.
