Job Responsibilities:
∎ The Food Security Livelihood Program Manager will be responsible for whole aspects of the Food Security and Livelihoods component of the Z Event Project in Cox’s Bazar District. S/he will be responsible for managing team, planning, organizing, monitoring & supervision of the project activities and provide necessary technical support and guidance for efficient and timely implementation of the project.
∎ Objective 1: Contribute analysis and follow up the evolution of the livelihoods context, food insecurity and under nutrition in Cox’s Bazar District
∎ Contribute ongoing context analysis in Cox’s Bazar District.
∎ Participate in collection & analysis of information on access to FSL as well as coping mechanism defined & adopted by population.
∎ Conduct the context specific study through stakeholder’s consultation to enable and guide them to make responsive towards services related to social safety-net and livelihoods
∎ Give information to the technical department to Dhaka on the impact of living conditions on the population.
∎ Participate in the organization of assessments, surveys and evaluations, for example food security surveillance.
∎ Prepare TOR and provide due support and/or participate in any external/internal assessments if needed.
∎ Objective 2: Ensure proper implementation of the FSL and DRR project activities
∎ Develop the detailed implementation plan (DIP) in line with the Project Logical framework
∎ Organize project inception meetings with local authority at different level
∎ Facilitate to select potential beneficiaries, model mothers and establish Demonstration, IGA & VSLA
∎ Work closely with support departments/wings (logistics, finance, partnership, audit and MEAL)
∎ Coordinate with technical team of FSL and DRR to ensure quality implementation
∎ Coordination and establish linkage between relevant government department and model mothers
∎ Facilitate team to establish functional linkage between livelihoods beneficiary and service providers & value chain actors
∎ Provide technical support to the project staff for carrying out local level advocacy as planned under this project
∎ Support staff for every aspect of project implementation as per the Detail Implementation Plan (DIP).
∎ Objective 3: Build staff capacity and promote ACF-BD FSL approach/strategies and climate adaptive techniques of homestead based food production.
∎ Engage team members in the development of detailed implementation plan (DIP)
∎ Organize orientation program for project staffs in order to familiarize them with project objectives and activities.
∎ Identify strengths and weaknesses of staffs and initiate on job coaching or mentoring for improvement
∎ Engage staff to develop IEC materials according to their potentials with guidance of the DHoD and HoD
∎ Carry out supportive follow-up and supervision with constructive feedback
∎ Plan and implement appropriate training curriculum for staffs and facilitate/ execute the training program.
∎ Build staff capacity on ACF-BD FSL approach/strategies and promote livelihoods option (IGA) identification through household asset analysis, adopting multiple livelihoods strategies, model mother approach, village saving & loan association, etc.
∎ Promote climate adaptive technologies of homestead based food production.
∎ Objective 4: Set up monitoring mechanism for the project and regular feedback to management for decision-making and lead data collection & surveys.
∎ Provision and maintenance of logistical equipment, security of logistical equipment, assets, training and assistance to users
∎ Develop a monitoring framework for this project with the guidance of DHoD FSL and DRR
∎ Develop & set necessary monitoring tools to collect information in line with project indicators with support from DHoD-FSL & DRR & MEAL
∎ Objective 5: Equipment, Assets and Resource Management
∎ Day-to-day management of his/her team (guidance, follow-up, motivation etc.);
∎ Evaluation of the performance and developing the skills of his/her team members;
∎ Design a monitoring plan and ensure the regular monitoring based on the plan.
∎ Develop and apply project follow-up and supervision tools and ensure that project activities are in right track to meet performance indicators.
∎ Establish a system for identifying problems and guide the project staffs to get the problems solved
∎ Lead baseline and end-line surveys, post distribution monitoring, IGA monitoring, etc.
∎ Coordinate the day-to-day operations of the project.
∎ Periodically review and asses the project performance as well as staff.
∎ Objective 5: Take care of HR, logistics and financial management aspects in order to ensure the smooth implementation
∎ Assist HR ensuring staffing and assist HR process as per established policies
∎ Ensure the project team follows the logistic procedures.
∎ Check & ensure that project team manages to have timely order, procurement and supply of essential commodities and supplies for the project.
∎ Identify the needs and arrange staff orientation on logistics procedures
∎ Prepare monthly financial projections and share the same in good time with the respective authorities
∎ Manage activity budgets, control expenditures and report on the same to the respective authorities.
∎ Ensure compliance for both internal and external audit requirements
∎ Objective 6: Participate in internal/external coordination meeting, timely reporting & documentation on project activities.
∎ Ensure proper communication between the stakeholders, project beneficiaries and model mothers of livelihood interventions
∎ Meeting and workshop with relevant stakeholders and technical departments.
∎ Participate in district level NGO district coordination and cluster meetings.
∎ Work on the development of proper coordination and liaison with project stakeholders (government, non-government agencies and other).
∎ Represent the organization in different meetings with authorities and clusters at the field level.
∎ Prepare programme reports, donor reports, monthly and programmatic reports as requested by line management and the funding agency.
∎ Assist and facilitate project learning documentation/capitalization
Additional Requirements:
∎ Minimum 7 years proven professional experience in food security & livelihoods related projects.
∎ Minimum 4 years of proven work experience of working in FSL & DRR program department in INGO.
∎ Minimum two-year experience of working in Cox’s Bazar district with Refugee and/or host community will be an added value.
∎ Proven professional experience in team management, implementation, monitoring & evaluation of project.
∎ Skill:
∎ High-level of technical background on food security, multipurpose cash transfer and agriculture technology.
∎ Clear understanding on mainstreaming DRR in FSL interventions.
∎ Experience in community based organization development and model mother approach, farmer field school, VSLA, multiple livelihoods strategies, homestead based food production, climate change adaptation, resilient livelihoods, etc. an advantage.
∎ Experience in participative planning, surveys, and assessments.
∎ Experience on sector level coordination mechanism and working groups (related to FSL & DRR), Experience on managing partners.
Salary:
∎ Tk. 131000 (Monthly)
∎ Gross monthly Salary BDT 131,000/-

∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
